2 Project Completion Report Strategic Human Resource Management for Successful Foreign Direct Investment in APEC May 15, 2015 Boracay, the Philippines HRDWG CBN Institute for International Studies and Training - IIST (Japan) Project Background FDI inflows within APEC have increased over the past years and continue to boost economic growth in the region. This trend has created tremendous opportunities for enterprises to set up operations overseas, as well as for local firms to partner with FDI. Successful FDI depends on the introduction of appropriate HRM systems which positively affect the performance of local workforce. This project was carried out to build the capacities of entrepreneurs and managers engaged in FDI for establishing effective HRM systems in a company s foreign affiliates. Boracay, the Philippines 1

3 Key Objectives to identify key success factors for HRM to positively affect workforce performance in a company s foreign affiliates. to develop a set of prototype guides for establishing effective HRM systems required to recruit, retain and develop local workforce as quality human capital. to formulate workable dissemination strategy of the outputs Beneficiaries Owners and managers of enterprises within the APEC region who are currently or are considering operating foreign affiliates through FDI HRM managers in local firms who are current or potential partners with FDI Government officials and policy-makers responsible for FDI Related public organizations, business schools HR consultants and Boracay, the Philippines 2

6 Prototype Guide on SHRM for FDI Some questions to consider in relation to EVP are: Does the FDI enterprise have a clearly articulated set of benefits and policies that are attractive to current and potential employees?
