4 Governor Terry McAuliffe appointed Brook M. Pi nger to serve as the VDFP Deputy Execu ve Director effec ve March 24, As the Agency s first female Deputy Execu ve Director, Brook is responsible for the execu ve level supervision to agency staff; budge ng guidance; strategic planning; valida on of programs; and coordina on of policy. VDFP employs 74 office personnel across 7 division office loca ons in the state and administers an annual budget of $30 million. The Agency also has a teaching cadre of approximately 500 adjunct instructors that serve a vital role in delivering training to the first responder community throughout the Commonwealth. Brook first joined VDFP in 2005 as the agency s Quality Assurance Chief, a posi on she held for approximately two years before serving as the agency s Government Affairs Manager. In 2008, Brook was selected to serve as the Director of Administra on for the Virginia Department of Fire Programs, a posi on she held for six years before her gubernatorial appointment. Brook Pi nger Brook received her Master s in Public Administra on degree from Virginia Commonwealth University and her Bachelors of Arts degree in Communica ons, with a Marke ng minor, from Virginia Tech. Brook is also a Cer fied Public Manager (CPM) and has completed her Post-Baccalaureate Cer ficate in Public Safety through Virginia Commonwealth University s Public Safety Ins tute. Chief Hargis was appointed Chief of Police of the Portsmouth Police Department in January During his tenure, he s focused on making Portsmouth a safer city through the implementa on of several ini a ves to reduce crime and improve the quality of life in the neighborhoods and commercial corridors. He has worked progressively with staff to develop a five year Strategic Plan for the agency specifically targeted at improved Public Safety Services, Enhancing Community Partnerships, Developing Personnel and Improving the Use of Technology by the agency. The Chief directed the build-out and reloca on of the Property Management Unit and the Portsmouth Police Training Academy to more modern and secure facili es; and ini ated the CALEA Na onal Accredita on process. Police Chief Edward Hargis Chief Hargis holds a Bachelor s Degree in Public Administra on and a Master s Degree in Administra ve Science from Fairleigh Dickinson University. He is a graduate of the FBI Na- onal Academy 207th Session and the FBI Law Enforcement Execu ve Development LEEDS Program. Chief Hargis is currently the Vice Chair of the Hampton Roads Criminal Jus ce Training Academy (HRCJTA) Execu ve Commi ee, board member on the Tidewater Community College (TCC) Criminal Jus ce Advisory Board and a member of the Interna onal Associa on of Chiefs of Police (IACP). Linda F. Willing worked for more than 20 years in the emergency services, including 18 as a career firefighter and fire officer. For more than 15 years, she has provided support for fire and emergency services and other organiza ons through her company, Real World Training & Consul ng. Linda Willing Linda's work focuses on developing customized solu ons in the areas of leadership development, conflict resolu on, diversity management, team building, communica ons and decision making. She is the author of "On the Line: Women Firefighters Tell Their Stories." Linda is also an adjunct instructor and curriculum advisor for the Na onal Fire Academy Execu ve Fire Officer Program. She has a B.A. in American Studies from the University of Pennsylvania, an M.S. from Regis University in Denver in Organiza on Development, and is a cer fied mediator.
5 A 22-year resident of Oakland, CA, Chief Teresa Deloatch Reed began her fire service career as a firefighter when she joined the san Jose Fire Department (SJFD) in She rose through the ranks and held the posi ons of Fire Engineer, Fire Inspector, Fire Captain, Ba alion Chief, Deputy Fire Chief and Assistant Chief. Chief Reed has received may awards during her career, including the NAACP Henry Gage, Sr. Excellence in Leadership Award, the IABPFF Black Chief Officers Commi ee Metro Life- me Achievement Award, and the Mar n Luther King Associa on s Public Safety & Service Award. She serves on the Black Chief Officers Commi ee of the IABPFF, on the California Fire Chiefs Cultural Diversity Commi ee, and is an ac ve member of the IAFC. Fire Chief T. Deloatch Reed She is married and has two adult children. Art Jackson is a professional speaker, execu ve coach, and the President of Eagle s Nest Performance Management, Inc. He is a recognized expert in the areas of leadership, performance improvement, and interpersonal skills. Art is the originator of the Purpose Centered Leadership system that has been used to improve performance in many facets of public and private life. He is a graduate of the United States Military Academy at West Point and Lesley University in Cambridge, Massachuse s. He holds a Bachelor of Science degree in Engineering and a Master of Science degree in Management. Art is presently earning a Master of Theology degree. Art Jackson Art is currently an adjunct professor at the USDA Graduate School; conducts strategic planning for the Department of Homeland Security; and presents leadership training for members of the US Central Intelligence Agency. Mary Beth Michos served for nearly 13 years as the Fire-EMS Chief in Prince William County, Virginia, leading a 450 person career department which worked in tandem with 12 volunteer companies in the county. In Sept. 2007, Mary Beth was appointed as Deputy Execu ve Director, Administra on and Opera ons Chief, for the Interna onal Associa on of Fire Chiefs (IAFC) in Fairfax, VA. There, she was responsible for internal opera ons, overseeing all of the administra ve departments, development and management of anew programs for the fire and emergency services, and development and implementa on of new educa onal and professional development programs. Mary Beth Micos Since Oct. 2012, Mary Beth has worked part- me as Senior Advisor at the IAFC, focusing her efforts on developing the Fire Service Execu ve Development Ins tute with a grant from Motorola Solu ons Founda on. She holds a BS in Business Administra on from Columbia Union College; received a fellowship to the Harvard Kennedy School of Government, and completed a Master s degree in Leadership and Innova on from Marymount University. She also holds a Master s cer ficate in Execu ve Coaching from George Washington University.
6 Currently serving the ci zens of Hampton as Assistant City Manager overseeing public safety and human services, James Gray has devoted over 30 years to the fire service and local government between the ci es of Chesapeake and Hampton. In March 2004, he was named Fire Chief for the City of Hampton, managing the combina on department s fire and EMS opera ons with over 250 personnel. He is a past president of the Virginia Fire Chiefs Associa on, past chair of the Hampton Roads Fire Chiefs Associa on, and former board member of Virginia s EMS Advisory Commi ee. As a member of the City Manager s staff, he provides assistance to the City Manager in the development, implementa on and administra ons of City policies, programs and opera- ons providing the community with a broad range of public services. James A. Gray, Jr. He currently serves as chair of the Urban Area Working Group, a regional homeland security planning commi ee for the Hampton Road Planning District Commission. He was appointed by Hampton City Council to serve on the Animal Control Advisory Commi ee, Mayor s Commi ee for People with Disabili es, and the Hampton Neighborhood Commission. James is an ac ve member of the community and serves in a variety of leadership roles, including President of the Hampton Roads Commi ee of 200+ Men, Inc. He will be re ring from the City of Hampton effec ve June 30, Ms. Koval received her Bachelor of Arts in Sociology and Masters or Arts in Sociology from Indiana University of Pennsylvania. Her concentra on area in Sociology is Social Inequality. She has over 15 years of Human Services experience and 4 years of higher educa on administra on experience. Ms. Koval and her family moved to Richmond, Virginia in June She has 8 years of teaching/presen ng experience. She began teaching at the University of Phoenix in July Mary E. Koval Stephanie has been described as a World Class professional inspira onal and mo va onal speaker. She was educated at Tennessee State University with a degree in Sociology, Vanderbilt University with a Master of Liberal Arts & Science (MLAS) and Southeastern Academy. Her civic and professional involvement includes membership in the Professional Speakers Bureau Interna onal, Toastmasters, and the NAACP. The Na onal Forensic League recognized her as Tennessee s Volunteer of the Year in Most recently Stephanie has become a published author. Stephanie Logan Stephanie has had careers ranging from Radio disc jockey in Tampa, FL, to working with the NFL Tennessee Ti ans. She has a unique presenta on style which is energe c, thoughtprovoking and, at mes, extremely humorous. She believes that the true success of any speaking engagement can only be judged by its las ng effects. Stephanie draws upon her own experiences to provide affec ve and effec ve content.
7 Nita Mensia-Joseph joined the City of Portsmouth as Deputy City Manager of Opera ons with responsibili es for Public Works, Public U li es, Engineering, General Services, Inspec ons and Permits, and Neighborhood Advancement. Nita Mensia-Joseph and pla num levels. She previously held the posi on of Director of Opera ons for Portsmouth Public Schools. During her 8 year tenure with Portsmouth Schools, she successfully developed and implemented comprehensive management infrastructure improvements; co-authored/ managed just under $5.0 M in government grants for building renova ons and SAFE- Schools ini a ves; won na onal and state recogni on for Maintenance and Food Service Departments. Her efforts have been recognized by ASBO, Interna onal (Associa on of School Business Officials Interna onal) with the 2009 Pinnacle of Achievement Award and by the VSBA (Virginia School Board Associa on) with Portsmouth Schools achieving Green School System Cer fica on and recogni on for Hungry Free Students a er school and community feeding program. She obtained the 2012 and 2013 Virginia and Na onal School Plant Managers Associa on Facili es Masters awards for Maintenance at the gold Ba alion Chief Lisa Baker has been with the fire service for 22 years, all of which have been with the City of Oakland California Fire Department. For the past 6 years she has served as a Ba alion Chief for Ba alion 4 and Assistant Safety Officer. She is a graduate of the Execu ve Fire Officer Program at the Na onal Fire Academy, Chief Officer Cer fied ( CFO) and a member of the Interna onal Associa on of Fire Chiefs ( IAFC) Professional Development Commi ee. Chief Baker has earned a Master's degree in Leadership, a Bachelor degree in Applied Studies, and Associate s degree Fire Science. Btn. Chief Lisa Baker Joyce Major is an independent organiza onal consultant located in the Richmond, Virginia area since In her work she draws upon her background and educa on in psychology, neuroscience, and business to help clients achieve the results they envision for themselves, their organiza ons, and their communi es. As an internal consultant she led a successful Organiza onal Development and Quality Department of a Fortune 500 company. As an entrepreneur she created three successful businesses. As an external consultant she has helped a wide array of clients realize their poten al through strategic planning, teambuilding, retreat facilita on, customer service training and leadership coaching. Joyce Major Joyce has an MBA from the University of Richmond, a Master s degree in Counseling Psychology and a BS in Psychology from the State University of New York.
8 Selena Cuffee-Glenn is the City Manager for the City of Suffolk. Unanimously appointed by the City Council on February 1, 2008, she is the first woman and first African-American to hold the posi on of the city's chief administra ve officer. Ms. Cuffee-Glenn began her tenure with the City in June 2005 as Assistant City Manager for Development. Before coming to Suffolk, she served four years as the Director of Planning and Community Development for the Richmond Redevelopment and Housing Authority. In addi on to her many years of experience in planning and community development, Suffolk's City Manager has extensive experience with bond financing and all forms of federal, state, and local health and human services ini a ves. She helped coordinate more than $100 million in downtown financing efforts and federal neighborhood revitaliza on programs in Richmond. Ms. Cuffee-Glenn's finance background led to her elec on to the Board of Directors for the Richmond Virginia Federal Credit Union. She was eventually named Chair of the Board. Selena Cuffee-Glenn Ms. Cuffee-Glenn quickly demonstrated her leadership skills in the City of Suffolk when an F-3 tornado struck Suffolk just two months a er she was named City Manager. Despite experiencing over 20 million dollars in damages citywide, Cuffee-Glenn led her management team to a rapid, coordinated and effec ve response to the major disaster. It is Cuffee-Glenn's business and civic leadership which helped lead CNN Money Magazine to recognize the city as one of America's 100 Best Small Ci es to Live for The magazine cited Suffolk's ranking in job crea on, quality of educa on, crime rate and overall quality of life as reasons it was selected for the honor. A na ve of Chesapeake, Cuffee-Glenn received both her Bachelor of Arts and Master of Planning degrees from the University of Virginia.
