1 SSDI Webinar Series Webinar 3 School-Police Partnerships January 14, 2015 PRESENTER BIOS Cynthia Pappas Cynthia is a Senior Policy Advisor at the U.S. Department of Justice Office of Juvenile Justice and Delinquency Prevention (OJJDP). Prior to joining OJJDP, Cynthia served as a senior social science analyst with the U.S. Department of Justice Office of Community Oriented Policing Services (COPS Office) where she designed and managed national level programs to advance community policing with a focus on child abuse and neglect, the commercial sexual exploitation of children, school safety and campus public safety. Cynthia served as the Deputy Director for the Greektown Community Development Corporation where she prepared and implemented a strategic plan for the redevelopment of a transitional community in southeast Baltimore City. She also served as a research associate for the Institute for Law and Justice where she participated in the review of over 4,000 homicide cases that had occurred within the District of Columbia between 1990 and Cynthia has dual Bachelor of Arts degrees in Psychology and Administration of Justice from the Pennsylvania State University and Master s degree in Forensic Sciences from the George Washington University. While earning her graduate degree, she served as a George Washington University Police Officer until she was promoted to the Crime Prevention and Training Coordinator where she conducted intensive training for George Washington University police officers, supervisors, and administrative staff.

2 Emily Morgan, Ed.M Emily Morgan is a Senior Policy Analyst at the Council of State Governments Justice Center for the School Discipline Consensus Project. The Justice Center serves policymakers seeking practical, nonpartisan advice and consensus-driven strategies, informed by available evidence, to increase public safety and strengthen communities. Emily has been with the Justice Center since 2012, and was the lead author of the School Discipline Consensus Report, released in 2014, which provides over sixty policy and practice recommendations to minimize the dependence on suspension and expulsion, improve students academic outcomes, reduce their involvement in the juvenile justice system, and promote safe and productive learning environments. Prior to joining the Justice Center, Emily worked for The After School Corporation where she conducted policy analysis and research, and managed grant initiatives related to out-of-school time and youth development. Previously, she taught fifth grade in Montgomery County Public Schools (Maryland) and served as a Program Officer at the Institute of International Education, where she managed Fulbright Foreign Student Program grantees. Emily received her B.S. from Vanderbilt University and her Master s degree in Education Policy from Columbia University Teachers College. Lisa H. Thurau Lisa is the Executive Director for Strategies for Youth, Inc. She founded Strategies for Youth (SFY), a national policy and training organization dedicated to improving police/youth interactions and reducing disproportionate minority contact. Since 2004, Lisa has been training patrol and school resource officers and recruits, with Dr. Jeff Bostic, Director of School Psychiatry at Massachusetts General Hospital, across the country. The SFY training, known as Policing the Teen Brain, provides officers with an understanding of adolescent brain changes and teaches them how to incorporate youth development practices when interacting with youth. In addition to the police training, for SFY, Lisa also reviews police department standards,

3 conducts department assessments, and helps departments increase use of referrals to youthserving community based organizations in lieu of arrest. Lisa also created the Juvenile Justice Jeopardy game, an interactive educational tool that teaches youth how to navigate interactions with police and peers, as well as be aware of the short and long term consequences of arrest and court involvement. This game has also been customized to teach youth school codes of conduct. On behalf of SFY, Lisa presents at national police and youth advocacy conferences, including the International Association of Chiefs of Police, the National Organization of Black Law Enforcement Executives, the National Juvenile Defender Center, and Interagency Summits of the Juvenile Detention Alternatives Initiative. In addition, Lisa writes frequently for police and youth-advocacy publications. Prior to her work with SFY, between 1998 and 2008, Lisa first served as a public policy specialist and then Managing Director of the Juvenile Justice Center at Suffolk University Law School. There she organized and led advocacy efforts on behalf of youth in the juvenile justice system, conducted research on the impact of the system, and organized educational forums. While in New York City, between 1982 and 1997, Lisa conducted research and advocacy on behalf of children served by municipal and state agencies, primarily the public schools and youth-serving agencies. Lisa received her B.A. and Master s degrees in Anthropology respectively from Barnard College and Columbia University, and holds a law degree from Benjamin N. Cardozo School of Law of Yeshiva University. Michael Eaton Michael is the Chief of Safety & Security for Denver Public Schools (DPS). The DPS is the largest school district in Colorado servicing over 89,000 students, employing 15,000 staff and consists of 180 separate schools. Mr. Eaton s responsibilities include overseeing approximately 145 staff that provide 24/7 safety and security services to the district. This includes safety and security leadership, armed patrol staff, campus based security, communications dispatch center, fingerprinting and badging, security systems technicians, emergency preparedness, crossing guards, and investigations. Mr. Eaton is also responsible for the planning, coordination and implementation of all access control, video surveillance and other security related infrastructure throughout the district. Prior to joining DPS, Mr. Eaton was the Director of Safety and Security at Johnson & Wales University where he was responsible for safety and security

4 operations, parking and emergency management. He currently holds a Master s of Public Administration (MPA) degree from the University of Colorado; and a B.S. in Criminal Justice from Johnson & Wales University. He is a graduate of the Aurora Community College Police Academy and previously held a Peace Officer Standards and Training Certification for the State of Colorado. William Bill Nagle After coming to Denver as a geologist in 1979, Commander Nagle decided to change careers and was sworn in as a Denver Police Officer in He has worked in numerous assignments during his time with the department and utilized his skills as a geologist to introduce geologic mapping techniques for tracking of Denver crime statistics. Commander Nagle was promoted to Sergeant in 1995, serving in far northeast Denver s District Five. After his promotion to Lieutenant, he continued to work in the Patrol Division in both Districts One and Two. In 2005, Commander Nagle was selected to develop and implement a formal crime analysis unit utilizing Comstat, a nationally recognized managerial accountability system. In 2008, he was assigned to the Vice Drug Control Bureau where he developed a strong expertise in the areas of medical marijuana, prescription drug abuse and sex trafficking. In 2012 he was appointed to Deputy Chief of Administration and helped guide the department through a period of rapid change. This included implementation of the School Discipline Act and a new IGA between DPS and DPD for the SRO Program. In July of 2013 he was given the opportunity to lead a Patrol District and moved to his current assignment as commander of Police District Four. He is a firm believer of Chief Robert C. White s goal to emphasize crime prevention and community policing across all settings in the community. The Democratic National Convention brought opportunities and challenges to Denver in Commander Nagle was instrumental in the development and implementation of a crowd management/crowd control system. More than 1,500 officers from Denver and surrounding law enforcement agencies were trained. The success of the convention and police department s use of the system during daily protests was highlighted in a presentation Commander Nagle gave to the International Association of Chiefs of Police conference in Commander Nagle is an advocate and practitioner of community policing. Community members and police officers must work together to create a vibrant city that embraces diversity and respects the rights of all. A long time Denver resident, he believes that the city benefits from the contributions and values of its citizens---by creating a solid partnership between our department and the community, we can prevent crime and make Denver a great city in which to live and work.

5 Commander Nagle has a Bachelor s Degree in Geology from the College of William and Mary, 1976 and graduated in 2009 from the FBI National Academy with a graduate level certificate. Commander Nagle believes that for our communities to prosper we must make education of our youth a priority. Daniel Kim Daniel Kim is the Director of Youth Organizing at Padres & Jóvenes Unidos (Parents & Youth United), a grassroots educational justice & immigrant rights organization based in Denver, built from the roots of the historic Chicano movement in the US Southwest. He is the lead organizer for their youth-led campaign to End the School-to-Jail Track, which over the past 10+ years has made Padres & Jóvenes a founder and leader of the national movement to end the school-toprison pipeline. Daniel has been an organizer in Los Angeles with the Labor/Community Strategy Center (Bus Riders Union, Community Rights Campaign) as well as a professor at the University of Colorado, Boulder in the English Department. He has 2 children in Denver Public Schools.
