Hired from an international search to revitalize the police service of Vermont s flagship university. Developed strategic plan and community-policing initiatives that brought the campus into all aspects of policing strategy development and implementation whereby reducing campus crime and disorder. UVM Police Services became the 2 nd nationally accredited police department in Vermont, and 32 nd accredited university police agency in the United States in November Police Services established and operates the only non-state E911 call center. Successfully developed and implemented large scale public disorders plan successfully ending yearly marijuana smoke-in. Cultivated strong working relationships with the Division of Student Affairs and Department of Residential Life to address long-standing quality of life issues in the residence halls. Created successful retail operation within police department to decrease computer and bicycle theft. 5 DR. GARY J. MARGOLIS Gary J. Margolis is a consultant and trainer specializing in process communications, performance enhancement, leadership development, human resources, organizational transformation & development, workplace violence prevention, crisis management, and strategic planning. His training services and customized programs target key people within organizations such as: executive management, supervisory staff, first-line personnel, and all levels of staff to increase productivity, build skills, and help organizations manage change and improve quality. Since 1994, Gary has developed and presented a wide variety of programs including: Communications Leadership Development Strategic Planning & Change Management Team Building Problem Solving Conflict Management Instructor Development Workplace Violence Prevention Crisis Intervention As a trainer and consultant, Gary has worked with clients representing a diverse array of government, higher education, for-profit and non-profit organizations. He has advanced instructor certification in the applications and use of the Myers-Briggs Type Indicator, and lectures on diverse topics such as police ethics and strategic planning. Over the past ten years, Gary has written on conflict management & crisis intervention, reviewed books for the academic press, presented internationally on workplace violence prevention, and teaches at the graduate level in a university. He s a member of an advisory board for the Council for State Governments, which developed policy for community responses to the mentally ill, and is on the board of directors for Leadership Champlain. Most of all, Gary enjoys time with his wife and children.

6 Chief Gary J. Margolis Biographical Sketch Dr. Gary J. Margolis is currently the Chief of Police at the University of Vermont and State Agricultural College. He began his Vermont police career as a Chittenden County Deputy Sheriff in 1990, and in 1991 joined the South Burlington Police Department as a patrol officer. In 1995 he became a Training Coordinator for the Vermont Criminal Justice Training Council (a.k.a. Vermont Police Academy) where his responsibilities included basic and in-service training administration. During his academy tenure, he was active with the Burlington Police Department as an auxiliary police officer. He was appointed to his current position in 1998 and under his leadership, with the support of a strong team of police professionals, the department has received several awards including finalist status in the International Association of Chiefs of Police 2002 Community Policing Award. Under his leadership, UVM Police Services became a nationally accredited police agency as deemed by the Commission on Accreditation for Law Enforcement Agencies; one of only 2 police departments in Vermont to achieve and maintain this distinguished status. Chief Margolis is active in the Vermont Association of Chiefs of Police (Training Chair); Police Executive Research Forum (Criminal Justice/Mental Health Consensus Project); International Association of Chief s of Police (General Chair, University and College Police Section); International Association of Campus Law Enforcement Administrators (Government Relations Committee); and Vermont Police Association (former trustee and magazine editor). As a police chief and consultant (through Cope and Associates, Inc.), he facilitates workshops on workplace violence prevention & awareness; conflict management; leadership; use of Psychological Type (MBTI) in team/executive development; organizational development; sexual harassment & creating respectful workplaces; and performance management & coaching. His clients include Vermont Public Radio; KPMG; Husky Injection Molding Systems, Ltd; MVP Health Plan, Inc.; ResoDirect; Vermont Energy Investment Corporation (VEIC); YMCA; Fletcher Allen Health Care; Homebound Mortgage; and the Lake Champlain Regional Chamber of Commerce. Dr. Margolis teaches a graduate level course (Leadership & the Personal Narrative) at the University of Vermont; has a faculty appointment at Norwich University in Northfield, VT where he instructs in the Master of Justice Administration Online Program; serves on the Roger Williams University Justice System Training & Research Institute Advisory Board; and holds an adjunct instructor position in the Regional Community Policing Institute New England where he teaches racial profiling to police leaders. He is the Chair of the Board of Directors for Leadership Champlain (the Lake Champlain Regional Chamber of Commerce leadership training program). More than a decade ago, he was among the first advocates at the state and national level for the use of mediation and conflict resolution skills in our neighborhoods and workplaces. He holds both a Masters Degree in Education (M.Ed.) and a Doctorate in Educational Leadership and Policy Studies (Ed.D.), both from UVM. He lives in Essex, Vermont with his wife, Dr. Penny Shtull (a criminal justice professor at Norwich University) and their 2 children.
