National Association for Equal Opportunity in Higher Education (NAFEO) Financial Advisor: August April Under an Intergovernmental Personnel Agreement (IPA), served as chief financial advisor to NAFEO, an organization that acts as a resource center for its 116-member historical Black Colleges and Universities. District of Columbia Government Secretary of the District of Columbia/Senior Advisor to the Mayor: January August Served as government liaison to the diplomatic corps and international organizations for both substantive and ceremonial matters; Chief of Protocol for the District of Columbia; and chair of prestigious boards and commissions. Duties also included records management; liaison to national and regional authorities and boards such as the Metropolitan Washington Airports Authority (which issued revenue bonds to finance $700 million in improvements at two airports), the Washington Metropolitan Area Transit Authority (overseeing the operation of a rail and bus system with an operating budget of $460 million), and the D.C. Redevelopment Land Agency (which oversees economic development in the city); and overall administrative support for the mayor. Also acted as Interim Coordinator of the District government's financial management system, overseeing a system that handles a $3.4 billion cash flow in the areas of finance and revenue, budget, controller, financial information services and treasury. Provided the executive leadership, budget development and the overall management and policy direction for the provision of health and social services for District Residents.

Atlanta City Government Commissioner of Budget and Planning, Department of Budget and Planning: April June Responsible for directing a staff of 85 in performing a range of duties including annual preparation of the city's Comprehensive Development Plan and the annual budget, which totaled $873,000,000 in 1978; administration of the city's Zoning Ordinance; planning and administration of the Community Development block Grant Program; and ongoing management reviews and evaluation of city departments and agencies to ensure effective and efficient operations.
