RIVERS PAGE 2 District of Columbia Government Special Assistant for Capital Improvements, Department of Public Works: April January Provided primary leadership for the development, coordination and implementation if the district of Columbia government's $3.6 Billion Capital Improvements Program, which included 882 projects under the administration of 24 different agencies. National Association for Equal Opportunity in Higher Education (NAFEO) Financial Advisor: August April Under an Intergovernmental Personnel Agreement (IPA), served as chief financial advisor to NAFEO, an organization that acts as a resource center for its 116-member historical Black Colleges and Universities. District of Columbia Government Secretary of the District of Columbia/Senior Advisor to the Mayor: January August Served as government liaison to the diplomatic corps and international organizations for both substantive and ceremonial matters; Chief of Protocol for the District of Columbia; and chair of prestigious boards and commissions. Duties also included records management; liaison to national and regional authorities and boards such as the Metropolitan Washington Airports Authority (which issued revenue bonds to finance $700 million in improvements at two airports), the Washington Metropolitan Area Transit Authority (overseeing the operation of a rail and bus system with an operating budget of $460 million), and the D.C. Redevelopment Land Agency (which oversees economic development in the city); and overall administrative support for the mayor. Also acted as Interim Coordinator of the District government's financial management system, overseeing a system that handles a $3.4 billion cash flow in the areas of finance and revenue, budget, controller, financial information services and treasury.
