You are an experienced IT leader with a successful track record of IT Service and System Design and Development and will help IT to be a vital, strategic enabler for the next phase of Leicester s development. You will have a strong background in application and infrastructure management delivering value by integrating major applications, leveraging internet technologies to implement customer focused solutions and providing business intelligence within robust technical and information architecture. Our core suite of applications is built around SAP, Tribal SITS, Microsoft and the Blackboard Virtual Learning Environment alongside many other specialist systems; furthermore we are currently replacing our Web Content Management solution to improve our online presence. Our infrastructure contains a number of enterprise class storage solutions, a significantly sized virtual server farm and a number of database clusters. As we move forward into the digital era of IT you will help us to build on these investments and create an integrated information environment which enables our students and researchers to be creative and productive. You will report to the Director of Information Technology and be a key member of the IT Services senior leadership team, helping to drive various change and improvement initiatives. Introducing IT Services The purpose of IT Services is to create and maintain a digital campus in which students and staff can be as creative and productive as possible as they learn, teach, undertake research and run the organisation. Many of our services are typical of the corporate world and offer similar challenges: managed desktops and laptops, storage, , printing, web content management, data and voice networking, multimedia design and production, and the ERP business applications underpinning finance, HR/ payroll, marketing, facilities management and a range of commercial enterprises. Other services are specific to the University and create an interesting range of challenges for the IT function. Here the creation, sharing, analysis and dissemination of information are defining activities. Both students and researchers tend to be demanding, innovative users of technology and we aim to provide them an information environment that enables collaboration, innovation and efficiency. We offer them with a Virtual Learning Environment, High Performance Computing services and a huge range of specialist software. Our researchers produce vast amounts of data and need tools to manage, mine and generate information from it. Many of them collaborate with others across disciplinary and organisational boundaries. Our students have grown up with internet technologies and expect to be constantly connected using their mobile devices. A technology rich experience is what they expect from University life. We provide equipment in teaching rooms, PC areas, wireless everywhere, and internet services in the halls of residence. We also run specialist business applications to support our students journey through the institution, aiming to provide them with a professional service throughout from the application process, while they are studying and after they graduate. Similarly, we run systems to underpin the life cycle of each research project as it moves from grant application through to publication and dissemination. We support around 23,000 students and a further 4,000 staff and collaborators and to do this we have built an effective, customer focussed organisation and provide comprehensive support to all University of Leicester 2 24 March 2014

3 areas of University. We have invested heavily to modernise the IT Infrastructure and widen our service portfolio. Underpinning all of this is an appropriate governance framework, project and portfolio management processes and a number of ITIL based service support disciplines. With the infrastructure modernisation programme substantially complete, IT Services is ready to move to the next stage in its development. The goal is now for IT Services to be perceived by all as the institution s trusted IT partner. It aims to help researchers do more effective research and students derive more value from their University experience; it also aims to play a leadership role in business process transformation. In these various ways, it will create value for the University rather than simply serve it. How IT Services is organised The Deputy Director (Service Design and Development) reports to the Director of IT and works closely with the Deputy Director (Service Delivery), the Manager of Partnering and the Chief Architect. Collectively this group shapes and leads IT Strategy and Policy, and manages IT governance, risks and resources. Each team within IT Services has a distinct purpose and provides a particular expertise to support the wider team and its broader purpose. All teams work together as necessary to meet the overall demands on the service within a matrix environment. There are two groups of teams each led by a Deputy Director: the Service Delivery teams and the Systems Design and Development teams. Each of the major, cross cutting processes is owned by a senior role, managed from within a particular team but involves individuals as necessary from all teams. There is an IT Services Leadership team which includes all the team managers and works collaboratively to solve cross-divisional issues. 4 A more functional view is here: Your Role A key member of the Senior Leadership team, you will provide strategic leadership, accountability and drive the development of IT Systems and Services across the institution ensuring that its teaching, learning, research and operational activities are all enabled by effective IT services. A key part of your role will be to ensure that the infrastructure and application portfolio meets the needs of the University; that it is architected and designed to be robust and sustainable whilst also sufficiently flexible and agile to respond to new requirements. Our key systems are as follows Core Microsoft technologies on-premise and off-premise in Office 365 and including identity management (FIM) SAP for HR, Finance and Facilities Management Student management based on SITS. CISCO network connected at 10GB to the education network provider, JANET, supporting ubiquitous Eduroam wifi and a Unify Openscape Voice platform Blackboard VLE hosted services Enterprise class storage solutions from Hitachi and Oracle (~1Pb) Blade Server backbone and a highly virtualised server farm based on VMWare (circa 500 virtualised servers) University wide and National High Performance Compute Facilities University of Leicester 4 24 March 2014

5 Web content management system Award winning environmentally efficient data centres You will lead the Systems Design and Development teams in IT Services to ensure the development of high quality IT Services that enhance our users experience. The IT Systems Design and Development team is made up of 55 staff and is made up of the following teams: Portfolio and Project Management Office (10 staff): The Portfolio & Project Management Office provides all of the supporting functions necessary for IT Services to be effective. There are two main focus areas. It is the centre of expertise for project management and is responsible for managing the portfolio of current projects and ensuring that the transition of new developments into live service is smooth and effective. It also provides the division of IT Services with administrative support for finance related processes (budgeting, accounting, purchasing and expenses), HR related processes (recruitment, training and absence management) and ensures that accommodation remains fit for purpose and also provides administrative support for the various University decision making bodies which provide IT governance. Application Services (13 staff): Responsible for the architecture of the major applications, master data and information reporting systems which support the University s business processes such as student records, timetabling, accommodation management, research management, finance, HR/ payroll, marketing and facilities management. Infrastructure Services (12 staff): Responsible for the architecture of core infrastructure services including the data centres, network, servers, storage and security, whether these are hosted on premise or externally. Works with other teams within IT Services and researchers to understand what is needed to get their software applications or code to run effectively, be it large scale computational power, storage, fast networks or virtual servers providing a range of operating environments. Development and Integration Services (12 staff): Responsible for software development, quality standards and data integration systems. Sets testing strategy and standards, and advises other teams on how to undertake testing effectively. Defines coding standards and methodologies. Runs the data integration technology platform based on SAP PI and has a particularly important role in designing and implementing the data integration interfaces between major application systems. Messaging and Collaboration Services (6 staff): Designs the computing environment in which students, teachers, researchers and professional services teams collaborate, communicate and share information. Designs the teaching and social spaces, both physical and virtual, in which students and their teachers interact. Responsible for the architecture of all the technologies which underpin these environments, including directory and identity management services, , calendaring and team collaboration platforms, the Virtual Leaning Environment, unified communications technologies (IP telephony, web conferencing, instant messaging, text messaging), Web Content Management, video streaming, video conferencing and the telephone contact centre. It includes those technologies used in classrooms such as image projection, interactive whiteboards, voting devices, lecture capture facilities and digital signage systems. You will also work closely with the Division of External Relations which is responsible for providing the content for the University s website and with whom you will be working jointly on a replacement for the current web content management system. 6 Principal Accountabilities Develop a vision and ethos for service and system design that ensures the University s IT services are built with the needs of the customer at their heart. Ensure user experience, sustainable and fitness for purpose are incorporated into the design right from the initial idea through to its transition into the live environment. Ensure quality sits at the heart of all design and development processes, fostering a culture whereby services are built to meet the needs of the University in a sustainable manner. Drive the development of key processes, including requirements analysis, test management, user-centred design and solution design. Work with colleagues in Service Delivery teams to put in place robust and repeatable processes for transitioning services to the live environment. Support and collaborate with colleagues in the Corporate Services and the wider University to understand the enabling power of IT. As a trusted partner provide services to underpin and continuously improve the business processes for which they are responsible, constantly seeking ways to enhance the student experience, enable collaboration and information sharing, grow institutional reputation, increase revenue and improve efficiency. Spot opportunities and help them to apply IT creatively to achieve changes and realise benefits. Assess the impact of changing demands and patterns of use. Respond to changes in the legal and regulatory environment. Track the market position of key suppliers. Accordingly, maintain rolling plans and roadmaps for upgrades, enhancements and technology replacements feeding these into IT Services Rolling Eight Quarter Plan (R8QP). Working with the Chief Architect maintain an understanding of and an opinion on the design of the University s IT Architecture including the application portfolio, the information and data flows, the underpinning IT Infrastructure and the physical data centres. Validating that they are all robust, designed and implemented in line with IT Services Continuity Management Plan and support the University s Business Continuity Plan Take the lead on identifying sourcing strategies, understanding the relative benefits and opportunities available through third party hosted services and cloud sourcing. Develop and manage relationships with key suppliers to maximise the benefits to the University of Leicester in a responsible, ethical and professional manner; provide overall direction for IT Services Supplier Relationship Management process and approach. Develop and quality-assure project proposals and business cases and act as Executive or Senior Supplier for projects that have a significant and strategic impact on the University. Ensure, through the Head of PPMO, that the overall project portfolio is the best overall fit to meet the University s needs and that it can be fully resourced. Develop the University s bimodal IT capability understanding where and how methodologies such as Agile and Scrum are appropriate and where more traditional approaches should be maintained. As a member of the IT Portfolio Board (ITPB) advise the University of the relative opportunities, costs and risk of the proposed projects and current portfolio. Manage individual and team skills, competencies and workloads. Identify progression and succession opportunities for staff within the team and actively support them in gaining the experience necessary to develop further. Seek to reduce any areas of single point of failure where key skills are vested in only one individual. Ensure that this covers both skills required today but also skills that are likely to be required into the future. When and where required complete recruitment activities. 7 Within the broader partnering and stakeholder engagement activities act as the relationship manager for a number of senior stakeholders within the University, reviewing the quality of IT service delivery, driving improvements and working with them to develop any longer term business enhancing project proposals which may require investment. Working with the Director be a major contributor to the IT Services strategic direction and to the processes of creation, consultation and promotion of the strategy itself. Qualifications, Knowledge and Experience Essential Educated to degree level or equivalent* Extensive senior management and leadership experience in a complex organisation* A substantial track record of successful leadership in a complex IT organisation with a background in business process optimisation and application software. Extensive appreciation of the supporting infrastructure.* Successful track record of directing significant IT projects and portfolios within a structured methodology, preferably PRINCE2* Substantial experience working in a structured service delivery organisation using ITIL disciplines to achieve effective business alignment* Demonstrable experience of managing suppliers to achieve shared goals and with particular expertise in relation to business application software licence contracts* At least ITIL foundation level qualifications and PRINCE 2 Foundation* The passion and technical understanding required to see the potential of Information Technology to deliver business benefit and be able to communicate this Desirable Postgraduate Qualification Familiar with the HE context and environment Qualified in PRINCE2 project management to Practitioner level Qualified in MSP ( Managing Successful Programmes) Skills, Abilities and Competencies Essential Excellent understanding of IT architecture and infrastructure* Proven ability to lead and develop staff, and create high performing teams. Demonstrable ability to take autonomous decisions and yet to escalate when necessary. An appetite for creating change with a proven ability to innovate alongside tenacity to drive for results.
