They are responsible for the management and delivery of the entire programme to agreed timescales, cost and quality. They manage the people (internal staff and external contractors) and suppliers of IT products and services and support the skills development of the people in their various project teams. [ ] {Add/edit local statement} e.g. The Programme manager is responsible for programme funding, quality and resourcing and develops organisational strategy, plans and governance mechanisms for project management. (Projects could be infrastructure, application delivery or application support projects.) Main Duties Designs and manages overall programme and project planning activities. [ ] - Establish and be fully accountable for the quality and effectiveness of programme planning and scheduling activities [ ] - Review and negotiate programme plans and schedules [ ] 1 Page 1
2 - Design and implement effective project or programme strategy and procedures, and identify/approve improvements to planning and scheduling activities [ ] Monitors and reviews projects contributing to overall programme against objectives. [ ] - Manage programme teams and progress of project or programme execution and control activities against plan [ ] - Review progress and communicate relevant information relating to project or programme execution, monitoring and control activities [ ] - Design and develop strategy and plans, and identify improvements, to project or programme execution, monitoring and control activities [ ] Manages the procurement, contracts, deployment and performance of programme resources. [ ] - Manage the procurement, contracts, deployment and performance of programme resources [ ] Manages overall programme budgets, costs and timescales including those for hardware, software and staff outside direct management control. [ ] - Manage programme budget and expenditure and identify / authorise actions relating to project finances [ ] - Review, analyse and communicate relevant information relating to project and programme financial management activities [ ] - Authorise project budgets, and prepare and gain sign off for programme budgets [ ] Designs and implements project management strategy and standards and manages the programme teams. [ ] - Manage programme teams and progress of project or programme execution and control activities against plan [ ] Implements and manages strategy, procedures and plans for formal risk, quality and change management plans for programmes in accordance with agreed organisational standards and methods. 3 - Review, analyse and communicate relevant information relating to project or programme risk management activities [ ] - Design strategy, procedures and plans relating to project risk management activities and gain sign off for actions to control risks for a programme [ ] - Authorise actions relating to project quality standards and gain sign off and manage programme quality plans [ ] - Review, analyse and communicate relevant information relating to project and programme quality management activities [ ] - Design, develop and implement project and programme quality plans, reviews, standards and criteria [ ] - Design and develop strategy and plans, and identify improvements, to project or programme execution, monitoring and control activities [ ] Monitors, documents and communicates relevant information on project infrastructure and configuration management. [ ] - Implement policies and procedures, and manage the provision and operation, for programme infrastructure and configuration management activities [ ] - Monitor compliance, and communicate relevant information on, programme infrastructure and configuration management activities [ ] - Design and develop procedures, tools and plans relating to programme infrastructure and configuration management and authorise project configuration plans [ ] Manages cross programme/portfolio dependencies and synergies in support of increased productivity and agility. [ ] - Plan and prepare for systems installation, implementation and handover [ ] - Manage systems installation, implementation and handover [ ] - Manage external relationships during systems installation, implementation and handover [ ] Ensures that the operability and maintenance elements of IT projects are addressed, establishing a strong relationship with delivery teams to ensure smooth transition through implementation and live running.
