A method with artefacts for developing an enterprise architecture to describe and manage changes to this future state, based on TOGAF (or similar), that is integrated with the Council s method for managing at portfolio, programme and project levels (based on MoP, MSP and Prince2). To provide lead capability in terms of business and technology needs. A business analysis and design commissioning and delivery capability in support of programmes and projects within the Council s transformation portfolio. An ICT solution design commissioning and delivering capability. The post-holder will be the head of profession for architecture, analysis and design, and will be the lead in respect of the business and architectural practice. Decision Making The post holder is required to make recommendations that will affect the design and shape of the organisation. The post holder is required to make recommendations for decision to refer up to chief officer level in the development of policies, standards, principles and guidelines that direct the design and shape of the organisation and the selection, development, implementation and use of information technology within the enterprise. The post holder will make recommendations and decisions to ensure compliance with agreed architecture policies, standards, principles and guidelines. 2 The post holder will be responsible for recommendations to ensure the alignment of programmes and projects and the feasibility and prioritisation of projects to deliver the agreed outcomes and design. Including stopping projects not delivering the desired or agreed design(s) and / or business outcomes; or to grant waivers where divergence is agreed and of a temporary nature. The post holder will make recommendations to chief officer level to ensure projects do not duplicate functionality or diverge from each other and business and IT strategies. The post holder will make decisions on the performance of staff to deliver the required architecture products and artefacts for programmes and projects and take corrective action in the event that staff are not performing. The post holder will make decisions regarding the letting of supplier contracts to deliver elements of the work required and to manage the performance of the suppliers. System thinking, analysis and servant leadership is an essential part of the role, and the individual will need to demonstrate deep experience in managing and explaining complex technical design issues in a way that non-technical people can understand. The post holder will be required to provide a future design for the organisation with a time horizon of 3 or more years. While the specific focus of design for projects is likely to be 6 to 18 months, the post holder will be required to provide roadmap(s) for transitional stages of design and provide assurance that projects are delivering to the future design and / or transitional stages of design. Accountabilities Manage the development of the Council s overall enterprise architecture (organisation, process, information, application and infrastructure). Determine and oversee the Council s ICT future state architecture. Define, recruit, and manage the Council s business and technical architecture team. Lead the architectural voice on the Council s design authority, attending and advising the Transformation Portfolio Board and other boards as required. Lead the professional input into (business and technical) design authority matters concerning the development of blueprinted architectural designs driving the transformation portfolio of programmes. Provide overall leadership and oversight of all activities that govern the detailed design, configuration, build, integration, testing and deployment of ICT solutions. Provision of pragmatic advice and support to senior business leaders. Champion the benefits of the strategic enterprise architecture approach and its role in achieving the objectives of the business transformation portfolio. Lead the implementation of service orientated architecture and business process management approach to transformation. Act as Head of Profession for business and technology architecture including the community of business analysis and design (organisation, process, information) professionals with the associated community of practice. Design and deliver a method with artefacts, based on TOGAF V9 or similar, to manage the architectural cycle. Ensure this method is fully integrated with the

3 Council s method and artefacts for the portfolio, programme and project management lifecycle. Work closely with the Council s Head of Portfolio Office on all matters requiring cooperation and integration. Identification and sponsorship of opportunities to reduce business and ICT costs. Constructively challenge conventional-thinking; highlight and escalate problems, under-performance or bad news; highlight and praise good performance; identify and implement ways to improve the service provided by the business and technical architecture team. Demonstrate by example, leadership in accordance with the Council s values. Undertake other duties appropriate to the grade of the post Demands Impact on staff: This role requires direct management of the Architecture team, currently planned to be three direct reports. The post holder is responsible for the line management, appraisals, health and wellbeing of the direct reports. The post holder works with the Portfolio Office in a matrix managed environment for task management of Architect resources to Programmes and Projects. Over time, it is likely that this will change and a core EA team will be retained to maintain knowledge and skills and the corporate design memory for the organisation and to impact assess design for the organisation. The team will also continue to work in matrix environment to support programme and project initiatives. Impact on finances: The post holder will manage direct budgets of circa 500k mainly around core architecture delivery. Working closely with the Director for Transformation and Change and the Head of Portfolio Office, the post-holder is responsible for assuring the design and strategic alignment of the Council s Programmes and Projects and to enable the delivery of the required benefits both cashable and non-cashable across the Portfolio. Business and Technical Architecture requires the individual to manage several areas of work at one time, balancing setting up and development of the core Architecture function with the business demands for delivering architecture designs in support of the Council for programmes and projects within extremely tight timelines. Experience, Knowledge and Qualifications Essential Significant experience as a chief enterprise architect or equivalent Extensive experience in solutions or applications architect roles TOGAF V9 (or equivalent) certification and practical implementation experience Experience of building enterprise architecture teams Practical experience of blueprint development leading to change design and

4 implementation Experience of large scale transformation portfolios and their lifecycle Experience of working with a variety of ICT design, build and run models Track record of successful implementation of SOA and BPM architectural approaches Excellent knowledge of portfolio, programme and project management Experience of operating effective governance processes Experience of working with senior managers Desirable Knowledge and operation of portfolio, programme and project management within the public sector Experience of working with politicians Management of Portfolios, MSP, PRINCE 2 or equivalent, OR certification in business analysis, OR Portfolio, Programme and Project Office Management (P30) Skills and Technical Competencies Core Skills & Competencies: 1. Core Architecture Skills & Competencies 1. Enterprise And Business Architecture Development (STPL7)

5 Directs the creation and review of an enterprise capability strategy to support the business and technical architectural requirements of the business. Identifies the business benefits of alternative strategies. Directs development of enterprise-wide architecture and processes which ensure that the strategic application of change is embedded in the management of the organisation. Ensures compliance between business strategies, enterprise transformation activities and technology directions, setting strategies, policies, standards and practices. 2. Enterprise And Systems Architecture (ARCH6) Leads development of architectures for complex systems, ensuring consistency with specified requirements agreed with both external and internal customers. Takes full responsibility for the balance between functional, service quality and systems management requirements within a significant area of the business. Establishes policy and strategy for the selection of systems architecture components and coordinates design activities, promoting the discipline to ensure consistency. Ensures that appropriate standards (corporate, industry, national and international) are adhered to. Within a business change programme, manages the target design, policies and standards, working proactively to maintain a stable, viable architecture and ensure consistency of design across projects within the programme. 3. Stakeholder Relationship Management (RLMT6): Initiates and influences relationships with and between key stakeholders. Acts as a single point of contact for senior stakeholders and influencers. Supports effective business change by building relationships with and between senior strategists, planners, designers and operational business partners. Initiates procedures to improve relations and open communications with and between stakeholders. Initiates and has management oversight of processes to manage and monitor relationships including lessons learned and the feedback loop to and from business change teams. 4. Business Change Management (BSMO6): Defines modelling standards and quality targets for an organisation. Has continuing responsibility for maintenance of models for a designated function. Initiates organisation-wide modelling improvement activities and obtains customer buy-in to general changes. May represent own organisation as a modelling expert in industry initiatives. 5. Innovation (INOV6) Recognises potential strategic application of IT and initiates investigation and development of innovative methods of exploiting IT assets, to the benefit of organisations and the community. Plays an active role in improving the interface between the business and IT. 6. Strategic Application of Information Systems (SAIS) Contributes to the creation or review of an information systems strategy which meets the requirements of the business. Develops plans to drive forward the strategy, taking advantage of available technology opportunities. 7. Emerging Technology Monitoring (EMRG6) Co-ordinates the identification and assessment of new and emerging technologies, products, methods and techniques. Evaluates likely relevance of these for the organisation. Provides regular briefings to staff and management. 8. Methods & Tools (METL6) Sets direction and leads in the introduction and use of techniques, methodologies and tools, to match overall business requirements (both current and future), ensuring consistency across all user groups. 9. Contributes to strategic plans for business and IT, ensuring the IT strategy satisfies the current and ongoing needs of the organization s business strategy, and the current and future capabilities of IT. Promotes clear decision making, leading to valid reasons for investment decisions. Monitors provision of services, levels of service and service quality. Assures that the organisation's business processes are compliant with relevant legislation, and that the organisation operates according to the principles embedded in relevant standards. Promotes policies, practices and decisions which recognise the current and evolving needs of all the stakeholders.
