3 3 Foreword It is a hoour for me to preset a ivetory of the accomplishmets of the Pompidou Group over a period of four years uder the Frech Presidecy ( ). As a collective body we ca be proud of what we have achieved. This would ot have bee possible without a committed Presidecy ad Vice-Presidecy, dedicated Bureau Members ad Permaet Correspodets, as well as a devoted Secretariat. Four years ago, the Group eeded revitalisig. With a dimiishig Membership, a strog couteractio which cocetrated o better visibility, actios that put the Group i the limelight ad were based o its specificity was required. Membership is Pa-Europea ad is also ope to No-Europea coutries. The move towards the East, the South-East ad Souther Rim of the Mediterraea was essetial. The Group has a log traditio i Research, work i Priso settigs, work with frot lie professioals, geder issues, traiig ad capacity buildig. These traditios were re-ivigorated with specific programmes. New areas were explored ad flexible workig methods itroduced. We were all alert to ew developmets ad reacted to them quickly. We provided a space to explore, to questio, to debate. This traditio eeds to be cotiued ad deepeed. It is ot sufficiet to pay lip service to these 'priciples' but they eed to cotiue to be put i practice, especially i the light of the UNGASS The Group will have aother chace to prove its added value i this perspective. The costructive iteractio betwee all stakeholders created a favourable eviromet to work with trust ad edeavour which allowed the Pompidou Group to develop ad cotiue to provide added value to Member States. Cleary the Pompidou Group cotiues to provide added value i the followig fields: Providig a forum for ope debate, likig policy, research ad practice, playig a precursor role with iovative ideas together with multidiscipliary ad trasversal approaches, ad actig as a bridge with the Europea eighbourhood through multi-lateral activities. At their 73rd meetig the Permaet Correspodets adopted a Declaratio o Protectig public health by esurig essetial services i drug policy uder austerity budgets ( Athes Declaratio ) based o the fidig of the expert group. The Declaratio recalls the obligatios of States uder the Coucil of Europe ad Uited Natios Covetios to protect fudametal rights ad freedoms, i particular the right to life ad huma digity, the right to protectio of health, the right to equitable access to quality health care services for all, the prohibitio of ay type of discrimiatio. It appeals to all actors i drug policy to iitiate ad support immediate political actio to mitigate the impact of ecoomic crises, particularly o the most vulerable, ad to guaratee broad coverage, accessibility ad quality of essetial services, despite budgetary costraits. It cocludes with proposig a set of specific steps to reach this goal. 4 Athes Declaratio, doc. 10 10 Humaitaria ad medical missio to Ukraie Based o a request by the State Service of Ukraie o Drugs Cotrol to support Ukraie with regards to the emergecy situatio from the discotiuatio of substitutio maiteace therapy (SMT) i Crimea, the Pompidou Group put together a team cosistig of medical experts from Norway, Polad, Switzerlad, ad Sloveia. Set objective: The missio orgaised by the Pompidou Group, together with the Ukraiia Drug Cotrol Service (State Service of Ukraie o Drugs Cotrol or SSDC) ad the Uited Natios Office o Drugs ad Crime (UNODC) was aimed to get a cocrete overview of the emergig humaitaria crisis ad look, ito possible support for patiets uder SMT. Attaied results: O May 2014 the expert team travelled to Ukraie i order to assess the situatio cocerig opioid substitutio treatmet, ad to provide assistace i developig a emergecy pla aimed at supportig the cotiuatio of SMT i times of crisis. The team met people who left their hometows i Crimea due to the iterruptio of SMT o the peisula. They also met people from Easter Ukraie who left Crimea i order to cotiue their treatmet i safer regios of Ukraie. Meetigs also took place with health professioals, NGOs such as Iteratioal HIV/AIDS Alliace i Ukraie (Alliace Ukraie), iteratioal orgaisatios (UNODC, WHO, UNAIDS) ad SSDC to develop rapid resposes to esure cotiued MST. At the time of publishig of this report the matter cotiues to be actively followed up by Permaet Correspodets i close cosultatio with the members of the expert team. It aims to provide a overview ad coceptualisatio of policy areas ad goals uder which risk ad harm reductio measures are presetly implemeted i Europe, as well as a ivetory of existig types of measures presetly implemeted ad i the course of experimetatio. Risk ad harm reductio mea differet thigs to differet people. This is illustrated by the variety of defiitios i atioal ad iteratioal drug policy istrumets. Attaied results: The policy paper maaged to create a ew approach to the cocept of risk prevetio ad harm reductio. It sets out a coceptualisatio of risk ad harm reductio that are complemetary to prevetio, treatmet ad rehabilitatio cocepts. For the first time a policy paper outlies comprehesively how risk prevetio ad harm reductio relate to differet policy aspects, i particular health care, social welfare, law eforcemet, crimial justice, iteratioal relatios ad huma rights.
