His belief in open, transparent and team based management has helped him transform every organization he has been involved with over his career. He has been actively working to transform engineering and educational efforts at every opportunity throughout his involvement with organizations and administrative roles. From his research and applications in the field of structural engineering to his efforts in transforming University IT, he has consistently transformed the organizations and business processes to be more efficient, technology enhanced and creative. While he has spent his entire career in the university setting, his approach is to transform appropriate university practices to more business like formats while still retaining their creative and flexible university strengths. Employment History and Experience September 1, 2008 Present Vice Chancellor for Information Technology and CIO, Professor of Civil, Construction and Environmental Engineering, North Carolina State University My current position is as the first CIO at NC State University. This is both a strategic and operational role for the University. The departments of Academic and Administrative computing were merged and the position created in Since arriving I have lead the creation of a Strategic Operating Plan, an IT Governance Model, a strategic plan development and the reorganization of the Office of Information Technology. These efforts have resulted in a collaborative environment with close partnerships between the distributed colleges and central IT groups all working together to improve the IT efforts at the University. My approach is collaborative and transparent. I have instituted the use of business models for pricing and services, simplification of infrastructure and systems to reduce operational resource demand, portfolio and project management for large projects that cross traditional boundaries and improved communications across the entire organization. The position is responsible for IT strategy university wide as well as the central IT organization including: Advanced Computing (HPC and VCL), Business Services, Communication Technologies (phones, networks), Enterprise Application Services (business & student applications), Infrastructure, Systems & Operations (data centers and servers), Outreach, Communications & Consulting (training and web), Security & Compliance, Technology Support Services (Tier 1 & 2 support, Help desk, classroom technology) December 2004 August, 2008 Interim Associate Provost and CIO, Hoit - 1 Key outcomes: Restructured business models to compensate for mainframe revenue loss, merged academic computing into the central structure, restructured web development group to budget neutral and service focused group and developed business plan and research collaborations for Florida Lambda Rail.

2 The position was responsible for central IT organizations including: Computer and Network Services (networking, telecom, IT security, data center, middleware), Academic Technologies (Classrooms, course management system, training, help desk, video conferencing), High Performance Computing (HPC center), Web Administration (campus web presence,), Identity Management Services (Active Directory, Authentication, Authorization). Other activities including: IT governance structures, policy development, business process improvement, grievance reviews. June 2004 November 2004 Director, Student Systems PeopleSoft Implementation, Responsible for implementing the Student portion of PeopleSoft at the university including: assembled a 40 person team, developed requirements, developed and managed project timeline, implementation order, conversion of existing system and training. Implementation was postponed after go-live of PeopleSoft HR and Finance required all resources be diverted to manage that transition. July 2003 May 2004 Associate Dean for Academics, College of Engineering, Responsible for all aspects of college academic operation including: Curriculum, Accreditation, Distance learning, Faculty Development and Awards programs, Tenure and Promotion, Sabbatical and Leave, Engineering Advisory Board activities, facilities and publications. July 2001 June 2003 Associate Dean for Research, College of Engineering, University of Florida Responsible for all aspects of college research operations including: proposal and contract review, approval & submission, college matching funds, faculty compliance, facilities publications office. Managed the research and facilities offices. October 1999 September 2000 Interim Chair, Department of Civil & Coastal Engineering, Responsible for all aspects of department operation including: budget, faculty hiring, staff operations, and funding. During tenure, Civil and Coastal departments were merged, plans for building renovation and space allocation developed, preparation of ABET accreditation self-study. Department of 46 tenure track faculty, 40 staff. August September 1999 Interim Associate Chair, Department of Civil Engineering, Responsible for developing budget, daily staff operations and student records office operations. Department of 38 tenure track faculty, 40 staff. August 1997 November 2003 Associate Director Southeastern University and College Coalition for Engineering Education (SUCCEED) Hoit - 2 SUCCEED was a National Science Foundation (NSF) sponsored education coalition of seven engineering schools funded at $60M ( ). Responsibilities include facilitator for guidance team meetings and videoconferences, strategic planning, budget planning, overall budget review, dissemination of coalition successes including website & CDROM development.

3 August 1984 July 2008 Professor, Department of Civil & Coastal Engineering, Hoit - 3 Key Accomplishments as Engineering Faculty member: Dr. Hoit has a balanced portfolio that contains research activities and funding in both disciplinary work in the application of IT to the Civil Engineering field and engineering educational activities including educational reform and improved learning activities. He has had over 20 research projects funded by the Department of Homeland Security, National Science Foundation, Federal Highway Administration, Florida Department of Transportation, National Strategic Highway Research Program, Sun Microsystems totaling over $ 11.3M. His discipline research has lead to the creation of the Florida Bridge Software Institute ( The Institute acts as a link between Civil Engineering transportation research and IT applications that help improve the use of technology and automation of the field. Florida MultiPier is the flagship program that analyses and checks the design of bridge piers, superstructure and pile foundations, subjected to dynamic loading and is used worldwide. This work lead to the development of the Florida State Department of Transportation geotechnical database which is the repository for all transportation related data statewide. He is the Principal Investigator for the development of DIGGS ( ), an international XML schema for transferring transportation information. Dr. Hoit is currently the Co-Principal Investigator for the NCB-Prepared Grant from the Department of Homeland Security (DHS) (With Chapel Hill and SAS) which is developing early warning systems for health security concerns. The project is a unique public-private partnership developing novel ways to use existing large data set to sense health changes in the human population on the order of three months earlier than conventional methods. This cooperative agreement has been active since 2010 and has had continued funding in excess of $8M. Dr. Hoit has been consistently recognized as an outstanding educator through excellent teaching ratings and teaching awards. He was a member of 22 PhD committees, 37 MS committees and 4 international PhD committees. He developed an innovative Freshman Engineering course designed to improve engineering retention. The retention statistics showed improvement from 42% to 63% for students taking this class. He acted as the faculty advisor for the American Society for Civil Engineering student chapter for 12 years ( ) and helped guide the student organization to a leadership role in the Southeast and National arenas. Dr. Hoit has been an active leader in his discipline based activities. He recently joined the Internet 2 research advisory board. He has been an invited research proposal panel reviewer by the Ohio Board of Regents STEM initiative and the National Science Foundation. He has continued his leadership interactions with the American Institute of Steel Construction (AISC) and American Society of Civil Engineering (ASCE). He has held a number of key positions in these organizations including: Partners in Education Committee, Chair, Publications Committee, Chair, Structure Congress Committee, Associate Editor, Structures Journal, and Founding Chair of the National Faculty Development Committee He has published, presented papers and given talks at over 50 international conferences and invited
