1 Dear Colleagues, It is with great pleasure that the Pennsylvania Ambulatory Surgery Association (PASA) board invites you to the Annual (PASA) seminar and general meeting on Monday, October 6, This year promises to be an outstanding event as we have included an entertaining Motivational Speaker, and two nationally recognized speakers on trends and issues: Scott Becker, Esq. and Lisa Rock in addition to other leading experts and state officials. This event is second to none in providing attendees with the opportunity to network with fellow ASC colleagues and facilitating a supportive, friendly forum to exchange ideas with others in our field. PASA recognizes the importance of excellence in practice and thus, our goal is to provide resources and speakers that support this goal. Vendors have become a valuable addition to our conference in the last eight years. Each year the number of vendors, exhibits and special pricing packages has exceeded the previous year. We expect 2014 to be abundant with new products and savings to ASCs. Professional partnerships are critical to our future success and vendors are committed to working with us to meet our goals of fiscal responsibility and savings has been a year filled with exciting collaborative meetings between the state departments that affect and govern our ASCs and PASA Representatives. PASA has worked hard to develop professional partnerships with the Department of Health, the Pennsylvania Health Care Cost Containment Council and the Patient Safety Authority. These partnerships are allowing PASA to have a voice at the state level related to regulations and guidelines that affect our practices. Working with our lobbyist, we remain committed to maintaining a position of strength in the Legislative arena. It will be a pleasure to share our success stories at the annual meeting. As always, the PASA Board pledges to continue to work for the membership; we seek to provide assistance and support and education, as together we face the many challenges of our industry, in this ever-changing environment. 4 GUEST FACULTY BIOS Scott Becker, JD, CPA, has been on the Board of Partners with McGuireWoods LLP since 2008 and is the chairman of the firm s healthcare department. He practices exclusively in the healthcare regulatory and transactional area. He provides counsel on healthcare transactional and regulatory matters to hospitals, health systems, hospital chains, ambulatory surgery centers, ambulatory surgery center chains, private equity funds and lenders, and healthcare industry entrepreneurs. During the past several years, Scott has devoted a majority of his time and efforts to ambulatory surgery centers and ASC chains, hospitals and health systems, private equity funds and healthcare industry entrepreneurs. He provides advice and counsel on a broad range of business and legal issues. Scott is a Harvard Law Graduate and a Certified Public Accountant in Illinois. John Gleason, CASC, CMPE is the Executive Director for Berks Center for Digestive Health (BCDH), a fiveroom endoscopy center, and Digestive Disease Associates (DDA), a fifteen-physician gastroenterology practice located in Reading, PA. Mr. Gleason has been affiliated with DDA and BCDH for 12 years, first as administrator of BCDH and subsequently taking over as Executive Director for both organizations. Prior to working here, Mr. Gleason had six years administrative experience in dialysis centers. Regina Hoffman, RN, BSN, CPHRM, CPPS, a registered nurse, joined the Pennsylvania Patient Safety Authority in 2012 as the Patient Safety Liaison for the South Central Pennsylvania region. Prior to her work at the authority, Regina worked at Schuylkill Health System where she was the Patient Safety Officer and Administrative Director of Quality. In her senior management role, she oversaw the organization s safety and quality programs, including all pay-for-performance initiatives. During her tenure, Regina implemented the American Heart Association s Get with the Guidelines (GWTG) program for congestive heart failure resulting in Silver Plus and Gold Plus Achievement Awards for the health system. Early in her career, Regina worked as the Director of Nursing for HCR Manor Care in Camp Hill, then for Pinnacle Health Skilled Nursing Facility at Seidle. She then worked for Heart of Lancaster Regional Medical Center as Director of Risk Management and Patient Safety Officer before joining Schuylkill Health. She is a graduate of the Pottsville Hospital School of Nursing and earned her BSN from Western Governors University. Regina is currently pursuing her MBA from Western Governors University. Regina is a certified in both healthcare risk management and patient safety. Larry Light is the Pennsylvania Medical Society staff person responsible for the PAMED s legislative, payer relations, regulatory, political, and grassroots advocacy programs at the state level. His responsibilities also include advocacy and activities at the federal level in coordination with the AMA and the position of Pennsylvania Medical Political Action Committee (PAMPAC) Executive Director. Mr. Light was named Senior Vice President Physician Advocacy and Political Affairs in Mr. Light came to the Medical Society in 1981 after eight years of employment in the State Senate. While there he served as Legislative Assistant to the Senate Majority Leader and Executive Director of the Senate Public Health and Welfare Committee. At PAMED he has held a succession of positions in the Governmental Affairs and Political Affairs Divisions. Larry has been elected to the American Medical Association s Advocacy Resource Center (ARC) Executive Committee and Scope of Practice Partnership Steering Committee. Mr. Light is a 1973 graduate of Indiana University of Pennsylvania with a degree in Political Science. He returns to campus often to speak to Political Science students about lobbying, politics and careers in those fields. Mr. Light served as the President of the Pennsylvania Association for Government Relations in 1999 and He was a founder of the George Gerber Scholarship Fund and serves as the treasurer. When not at the capitol, Larry is often found on the soccer field as a licensed referee. John P. Milliron, Esq. is the founder and President of Milliron Associates, a well known Harrisburg based Government Relations law firm. At its inception in 1980, the firm provided statewide political campaign management, and since 1982 has specialized in government relations and legislative law. Mr. Milliron is a native of Altoona, PA and represented the city s 79th Legislative District in the Pennsylvania House of Representatives from 1974 to As a member of the House, he was appointed as Chairman of both the House Democratic Rules Committee and the Subcommittee on Third Class Cities. He also served on the Finance, Transportation, Insurance, Urban Affairs and the Business and Commerce Committees. He was chosen by then Majority Leader James Manderino to be the Co-Chairman of the House Democratic Campaign Committee.
5 Mr. Milliron was actively involved in the re-writing of the Motor Vehicle Code in 1975 and the Medical Malpractice Act of He also authored and helped pass the most sweeping reforms in the House Democratic Caucus in decades. These changes included secret ballots for all Leadership positions and the election, rather than appointment by the Speaker or the Appropriations Chairman. Although these are accepted practices today, they were revolutionary in the mid 1970 s. Before his election to the House, Mr. Milliron had attended Duquesne University in Pittsburgh but put his degree on hold. Twenty years later he attended Elizabethtown College nights and weekends, and in1993 obtained a Bachelor s degree in Public Administration, and continued his education at law school the following semester. In 1997 he received his Juris Doctorate from Widener University School of Law and passed the PA Bar later that same year at the age of 50. A true advocate, Mr. Milliron was one of the initial members who started the Pennsylvania Association of Government Relations (PAGR), the state capital s professional lobbyist organization. Today, PAGR has over 400 members and serves as the voice of the profession. He has authored numerous articles for both state and national business journals and magazines. He lectures regularly to students and residents at various medical schools in the Commonwealth, including the University of Pennsylvania and the University of Pittsburgh, on the governmental process and how it impacts the practice of medicine. Mr. Milliron is active in the community and has received numerous awards, including one for his service to the Hershey PA Vent Camp for ventilator-dependent children. He is a licensed private pilot and is a member of St. Joseph Roman Catholic Church in Mechanicsburg. Mr. Milliron is married to the former Deborah Soete-Gumble of Honesdale, Wayne County. Kent C. Newhart is President of ATA Financial Group, LLC, a company that specializes in providing comprehensive financial services to individuals, businesses, nonprofit organizations, unions and government agencies. Kent is also co-owner of Lehighton Ford. Early in his career, Kent worked for a regional CPA firm before becoming a controller of a seven-franchise auto dealership. He set up Accounting & Tax Associates in 1983, followed in 2001 by ATA Management Strategies, Inc., a wealth management company. From , he served as assistant to president/special projects for the Detroit Lions, assuming responsibility for all business operations and special projects. Kent is a member of the Lehigh County Community College Foundation Board of Directors and the Whitehall Township Economic Development Board. Lisa Rock has served as President of National Medical Billing Services for the last ten years, one of the largest ASC billing companies in the country. Lisa is a seasoned healthcare management veteran with over 25 years experience in the industry. Her wideranging background consists of positions such as Director of Training and Education for the largest regional payor in the Mid-Atlantic area for seven years, and Vice President of Business Office Operations for an ASC development and management company for 2 years. She has also managed private practices in the specialties of orthopaedics, retina surgery, cardiology and anesthesia. Early in her career, Lisa worked in the OR and PACU in Northern Virginia. Her unique knowledge of healthcare management provides National Medical's clients with the tools and information they need to most effectively run their facilities amidst the highly fluctuating business of medical billing and compliance. Charlie Schlegel is the Life Safety Code Administrator for the Division of Safety Inspection. He has over 14 years of experience in the health care safety inspection arena, working in private industry as well as state government. Within the Department of Health, Charlie has worked as a safety inspector, a health facility plan reviewer, and a health facility safety inspection manager. In addition to this, he has previously worked as a safety officer for a hospital system. Charlie is currently responsible for all Life Safety Code inspections and plan reviews for 2,000 health care facilities throughout Pennsylvania. Anna Marie Sossong, JD, has been the Deputy Secretary of Quality Assurance since November, She is responsible for oversight of the Bureau of Community Program Licensure and Certification, the Bureau of Facility Licensure and Certification and the Bureau of Managed Care as well as the Division of Healthcare Associated Infections. Prior to her joining the Department of Health, she was an attorney in private practice in Harrisburg, PA with a background in management and training. She formerly owned a private training company that trained entrepreneurs throughout the Commonwealth and is a past recipient of the Best 50 Women In Business Award. She is a graduate of the University of Pittsburgh with a B.A. and J.D. and is a long-time resident of Dauphin County, PA.
