1 CAPITAL PROJECTS DEPARTMENT MONTHLY ACTIVITY REPORT August 2015 Project Management Division New Joe Redington Sr. JR/SR High School ($65M): On August 20th, a very impressive and upbeat ribbon-cutting ceremony was held at the new school, including the practice band playing the National Anthem and the choir singing the State Song. The new school was complete and ready for occupancy in August, with special thanks to Collins Construction and Wolf Architecture. Collins performed superbly in construction of this new school and is meticulously completing small interior items and exterior punch list items, based on our August 28th landscaping and civil inspection. The great effort of our construction and design team allowed us to remain on schedule to complete construction of this school by August LEFT: With the school colors in the background, Borough Mayor, School District Superintendent, School Board members, Assembly members, Borough Manager; Barbara Redington, daughter-in-law of Joe Redington Sr. and a proud Husky student, cut the ribbon of the new Joe Redington Sr. JR/SR High. District-Wide Athletic Field Improvements ($6.5M): Athletic fields are being upgraded at Su- Valley High (SVHS), Palmer Junior Middle (PJMS), Wasilla High and Glacier View schools. The Assembly approved award of this project to Prosser-Dagg Construction on April 21st. As of August 31st, work is over 90% complete at SVHS and PJMS; and 75% at Wasilla High and Glacier View School. RIGHT: The Su-Valley High School track was coated and lined and stands ready for meets. Field venues were also upgraded, and grass sod installed to increase soccer field usage. District-Wide Fire Alarm System Replacement ($1M): In August, Electrical International began replacement of the fire alarm systems at Big Lake Elementary and Burchell High School. Page 1 of 6

2 Additionally, Palmer High, Wasilla High and Teeland Middle schools are also scheduled to have their fire alarm systems replaced by January 31, Fronteras Spanish-Immersion Charter School ($6.9M): On August 24th, an excited crowd of over 300 students, staff, parents and supporters, gathered to celebrate the ground-breaking of the new Fronteras Charter School. On August 3rd, after the lease agreement was in place, a noticeto-proceed was written by the Capital Projects Department to construct the new Fronteras Charter School. Howdie Construction has moved along with site excavation, building foundation walls and installation of the access road and water well. Design review meetings and construction progress review meetings will begin in September. We plan to use the $6.9M USDA loan to construct the new school and support moving the charter school into a new 31,289 square foot facility, with full-sized gym and library, by August Left: Students dig in during the ground-breaking ceremony of the new Fronteras Charter School. This is the first USDA-funded public school in Alaska and the first charter school constructed with federal funds on public lands. New Iditarod Elementary School ($25M): This project will construct a 50,605 square foot elementary school that will replace the existing outdated facility. McCool Carlson Green (MCG) was selected as the designer. This project was advertised for construction with a contract award to Collins Construction approved by the Assembly on April 21st. Construction started in May and will be ready for occupancy by the 2016 school year. Steel framing and rough-in were in progress during July and August. Plans for the old school building have yet to be determined. District Wide ADA Upgrades ($1.5M): Work includes district wide American Disabilities Act upgrades to parking lots, sidewalks, ramps, curbs, and restrooms at all middle and high schools. A design contract was awarded to Wolf Architecture with construction advertised. The Assembly approved contract award to Orion Construction April 21st with construction substantially complete before school started. Restroom Renovation Design, 6 Schools ($900K): Work involves fixture replacements at Butte, Cottonwood Creek, Pioneer Peak, and Snowshoe Elementary Schools, Palmer High School, and Wasilla Middle School. Contract was awarded to Orion Construction with construction substantially complete before school started. District Wide Roof Replacements ($6M): This project is funded by the 2011 roof bond balance. The original scope of work was completed under budget resulting in the Department of Page 2 of 6

3 Education amending the project agreement by adding additional schools to the scope. Bezek Durst Seiser was selected as the design firm with a contract awarded to Consolidated Enterprises on May 27th. Palmer High, Cottonwood Creek Elementary, and Pioneer Peak Elementary Schools were all substantially complete prior to school start. Work at Palmer Jr/Middle is ongoing and is expected to be complete by the end of September. Emergency Power Generator Set and Switch Gear, 9 Schools Design Services ($180K): The project scope includes standby generators at Big Lake, Butte, Snowshoe, Swanson, and Willow Elementary Schools, Wasilla and Palmer Jr. Middle Schools, Palmer High School and the Operations & Maintenance building. Generators will facilitate normal operations during power outages. This project will be advertised this fall for construction. Big Lake Elementary School Renovation ($800K): Project involves new flooring, ceiling tiles/grid, lighting and site improvements. Triple V Contracting was awarded the flooring contract and Jolt Construction was awarded the site improvements contract. Both the flooring and parking lot were substantially complete before school start. Lighting and ceiling work will be advertised this winter for construction next spring. Dena ina Elementary School ($26M): The project scope is to design, construct and equip a new 44,000 square foot elementary school to relieve overcrowding and improve the learning opportunities for the attending students. The site for the new elementary school is adjacent to Redington middle/high school. Bettisworth North Architects was selected to design the new school. F-E Contracting is the general contractor. The groundbreaking ceremony was held on May 5th. The contractor has completed the initial site work and the footings and foundation. The hydrant line has been extended from the Redington site and the domestic water line has been installed. The steel erection and pan deck is complete. Plumbing and electrical rough in are underway. Concrete curb and gutter is being placed and crews are prepping for asphalt. Page 3 of 6

4 Dena ina Site Work Underway Flooring Replacements, 8 Schools ($3.1M): In addition to four contracts already complete and closed out, a fifth contract has been awarded recently. This contract will replace the multipurpose room flooring systems at Sherrod, Swanson and Pioneer Peak Elementary Schools. Discussions with the contractor have taken place to help determine the schedule. Work will likely be completed over Christmas and spring breaks to avoid disruption to these areas during school operations. This work is anticipated to be complete by March Districtwide HVAC Upgrades Design, ($7.1M): This project is to provide design of various HVAC upgrades at 11 different Borough sites. A contract has been awarded to Wirtanen Commercial for upgrades and enhancements to existing HVAC systems including conversion of pneumatic controls to direct digital controls for heating and ventilation, boiler automation and/or modulation and augmentation of existing air handling units. Work is progressing quickly at Butte, Snowshoe and Pioneer Peak Elementary Schools. This includes installation of new fan coils, thermostats and demolition of pneumatic controls. Boiler room reconfigurations are also a component of this contract and are nearly complete at the three box schools listed above. Pneumatic systems will be removed and replaced with digital controls. This work is anticipated to be completed over the next two years. Valley Pathways Replacement School Design and Construction ($22.5M): This 46,239 square foot, state of the art facility, has been accepted as Substantially Complete and is currently in its one year warranty phase. The school has been successfully opened for its first year of operation. This school boasts of visibility within the building which Page 4 of 6

5 is a vast improvement from the traditional blocky inflexible spaces older schools provide. The open and visible spaces will lend well for improved supervision and security, yet afford a comfortable and inviting environment for learning. The curriculum wing is complete with carpet, interactive white boards, wireless network abilities, document and distance learning cameras. The school has one of the best panoramic views in the district. The exterior of the school integrates ceramic tile and metal siding in random patterns which give a very modern yet sophisticated appearance. All five pieces of artwork from the 1% For Art Program have been installed. A new security grille will soon be installed in the reception area providing better securement abilities for the admin area. Flooring Replacement, 7 Schools ($685K): The purpose of this project is to replace multipurpose room floor coverings at 7 Borough schools including: Finger Lake, Goose Bay, Larson, Meadow Lakes, and Trapper Creek Elementary Schools, Wasilla Middle and Burchell High Schools. Asbestos abatement of mastic and tile occurred at Finger Lake and Trapper Creek Elementary Schools. Work is complete at all schools. Contracts have been closed. Additional hazmat surveys are being completed at several of the schools in this scope to allow for additional flooring work to occur. A project to remove and replace carpet in the old locker area at Wasilla Middle School was completed just before the start of school. Districtwide Energy Upgrades Design, ($3.2M): This project is to perform design of various energy upgrades at 18 different Borough schools. Site assessments of all the schools are complete and a report has been produced identifying deficiencies to be prioritized by the School District. Thermographic imaging and analyses have been performed at all 18 schools indicating potential areas of energy loss within the structures. Upgrades will likely include window replacement and lighting system replacement. An active project replacing the high bay lighting fixtures with LEDs in the gyms and multipurpose rooms at 14 schools has been awarded to Haakenson Electric. This work is complete at Wasilla High, and Burchell, with work still progressing at Palmer Junior Middle and Houston Middle, moving then to Cottonwood Creek and Larson Elementary Schools. Mat-Su Career & Tech High School Addition, ($16.2M): This project includes design, construction and furnishing a new 33,060 square foot wing at Career & Technical High School. Construction of the new addition is nearly complete. School has successfully begun in the new addition with a ribbon cutting ceremony taking place the first day of school. Staff and students have moved in to their new spaces and are adapting to the addition very well. Several smaller work items were determined necessary and are currently in progress. The school is now in its one-year Page 5 of 6

6 warranty period. Selection of artists to produce works for the installation of the 1% for Art program has been completed and contracts have been executed. Artwork will be installed over the next year. construction. Bridge work is in progress (98% complete) with substantial completion as of the Site work for Fronteras: Capital Projects Department staff is assisting with the access road to the new Fronteras Charter School. We have been getting great feedback from the ADOT&PF Seward Meridian Parkway design team about sharing geotechnical reports and design of the new road within their alignment so they will not have to replace our work when they get their funding to construct. Howdie Construction was awarded the Design/Build contract. Clearing is complete and construction of the access road has begun. Page 6 of 6
