1 SODA SPRINGS JOINT SCHOOL DISTRICT NO. 150 RECOMMENDED REPAIRS, REPLACEMENT, AND ADDITIONS OPINIONS OF PROBABLE COST SODA SPRINGS HIGH SCHOOL REPAIRS AND UPGRADES SITE Construction Estimate = $100, Patch and reseal the site asphalt. Replace some of the more severely damaged site asphalt. 2. Repair spalling, cracking, and heaving site concrete. ARCHITECTURAL EXTERIOR Construction Estimate = $12/SF: $630, Repair spalling and cracking concrete. 2. Repoint masonry, patch holes, and reseal the masonry veneer. 3. Replace the exterior doors and side lites with insulated hollow metal doors with insulated tempered glazing. 4. Identify and repair cause of any water leaks and air infiltration and reseal. 5. Patch punctures, inspect for water damage and mold, refinish failed areas, and repaint EIFS infill panels. 6. Replace the fascia, trim, and siding on the modular building. Remove the existing outdoor carpet on the ramp. Remove the paint and repaint the handrails at the modular. 7. Remove the flaking paint and repaint the metal fascia. 8. Remove existing roofing and substrate down to the 1x framing and replace with sheathing, insulation and roofing. 9. Replace damaged roof drain covers and damaged rain gutters. ARCHITECTURAL INTERIOR Construction Estimate = $25/SF: $1,316, Replace the flooring in those rooms identified with failed and unsatisfactory to satisfactory flooring. Cover the vinyl composition tile. Identify the sources of damage to the flooring in areas (i.e. water leaks) to determine if additional repairs are required to prevent further damage. Repaint the concrete flooring beneath the fixed seats in the auditorium. 2. Replace the base in those rooms identified with failed and unsatisfactory base. Add base in the coach s toilet room in the boys locker room suite where it has been removed. 3. Replace, repair, or cover the ceilings in rooms identified with failed or unsatisfactory ceiling tiles. Replace damaged panels where required in areas of suspended acoustic panel ceilings. Identify the sources of the staining of the ceiling tiles, panels, and gypsum board to prevent further damage. 4. Replace the original interior doors and door hardware that have not been replaced. Replace the door hardware that does not comply with accessibility and egress standards. Replace the exterior doors and vestibule doors and side lites with insulated hollow metal doors with insulated tempered glazing. Replace the weather stripping at the exterior doors where it has failed. 5. Replace the glazing in the aluminum storefront frames with insulated double pane glazing Replace the single pane glazing where it occurs in the administration suite. Replace the delaminated window sills and identify and repair the source of the leak. 6. Patch and repair the wall finish in the auditorium. Patch, repair, retexture, and repaint the gypsum walls throughout the building. Replace the ceramic tile in all areas other than those restrooms with new tile. Abandon and remove unused and empty conduits. 7. Replace the plastic laminate countertops. Repair and refinish the solid wood cabinets in the media center, FACS lab, and corridors. Refinish the wood trim and metal countertop supports at the computer workstations in the media center and distance learning lab. 8. Replace the toilet partitions. 9. Reconfigure door swings, reconfigure openings, and replace door hardware to comply with ADA Accessibility Guidelines where they currently do not. Replace plumbing fixtures with those that comply with ADA Accessibility Guidelines and reconfigure fixtures to comply with ADA Accessibility Guidelines. 1

2 ELECTRICAL Construction Estimate = $400, Add new receptacles in class rooms 2. Replace lenses on exterior wall pack fixtures 3. Add site pole lighting in the parking lots 4. Control all lights throughout building with a lighting control panel 5. Replace the old intercom system with new intercom system 6. Increase Wi-Fi coverage 7. Demolishing removed electrical items MECHANICAL/PLUMBING High School HVAC Construction Estimate = $27/ SF: $1,404, Remove existing HVAC system in its entirety. 2. Install new hydronic heat pumps and ducting with central boiler and fluid cooler. 3. New central ventilation energy recovery system and ductwork. 4. New building control system 5. Cost estimate does not include cutting, patching, or repairing of floors, walls, roofs, or ceilings. High School Plumbing Construction Estimate = $3/ SF: $156, Insulate all domestic hot water piping. 2. Expand domestic hot water circulation system. 3. Replace portions of piping. 4. Cost estimate does not include cutting, patching, or repairing of floors, walls, roofs, or ceilings. STRUCTURAL Construction Estimate = $975, Exterior Canopy Rebuilds 2. New lateral elements at two story portion (add masonry shear walls at exterior will require new wall finishes ~8,000 sq. ft.) 3. Settlement repair at the southeast entrance 4. Roof and floor seismic upgrades 5. New or repaired joists at locker rooms 6. Repair wall cracking 7. Cost estimate does not include roofing materials, exterior wall finishes and associated labor. SODA SPRINGS HIGH SCHOOL REPAIRS AND UPGRADES TOTAL: $4,981,000 At the high school, the structural concerns are those listed above. The building settlement issue is the least of these concerns since it is isolated to one entrance of the building and the remainder of the building does not show signs of settlement. Given the unpredictability of a large seismic event, the exterior canopies are probably the biggest concern because most of the structural members are undersized for the design snow loads. 2

3 SODA SPRINGS HIGH SCHOOL REPLACEMENT FACILITY According to School Planning and Management Annual School Construction Reports, the average cost for a new high school in 1995 in the United States was approximately $105/sf. The average cost for a new high school in the United States last year was over $249/sf. The increase in cost averages $8/sf/year and has only decreased in four of the last 20 years. The high quartile for high school construction in the United States last year was $359.16/sf where the low quartile was $192.31/sf. The average cost for new high school construction in region 12 (Idaho, Oregon and Washington) last year was $ Soda Springs High School currently has 213 students enrolled. An additional 10% for potential growth or bubble years brings the design capacity to 234 students. Sizes for a complete replacement high school for 234 students ranges anywhere from 41,000 to 68,741 square feet and depends greatly on programs and other inclusions. It goes without saying that the cost of a replacement high school can range even wider than the size. For the purposes of this opinion of probable cost, we will assume a similar size school to your current high school at 52,640 sf. Given the conservative nature of the Soda Springs School District, we will assume the low quartile cost of $ plus the average cost increase per year of $8 and use $200/sf. The resulting cost of a replacement high school could be as low as $10,528,000. SODA SPRINGS HIGH SCHOOL REPLACEMENT FACILITY: $10,528,000 Several school districts in eastern Idaho have built new high schools in recent years. Our research indicates that the construction cost per square foot for these facilities was less than that indicated above, but can be attributed to facilities approximately four times the size of your facility resulting in an economy of scale and a more favorable bid climate of a few years ago. 3

4 TIGERT MIDDLE SCHOOL ANNEX REPAIRS AND UPGRADES SITE Construction Estimate = $25, Patch and reseal the site asphalt. Replace some of the more severely damaged site asphalt. Replace some of the more severely damaged concrete. ARCHITECTURAL EXTERIOR Construction Estimate = $12/SF: $84, Repoint masonry, restructure masonry openings, and reseal the masonry veneer. 2. Repair spalling and cracking concrete to protect the reinforcing. Patch punctures, inspect for water damage and mold, refinish failed areas, and repaint EIFS panels. 3. Replace the exterior doors and side lites with insulated doors with insulated tempered glazing. 4. Provide routine maintenance on the windows. Identify and repair the cause of any water leaks and air infiltration. Replace single pane glazing with insulated glazing. 5. Repair the parapet walls and replace the flashing. Replace the prefinished sheet metal flashing where missing, damaged, or punctured. Replace the foil faced asphalt surface applied flashing with a reglet let into the masonry and new flashing. 6. Remove existing roofing and substrate down to the framing and replace with sheathing, insulation and roofing. 7. Redesign and reconstruct the roof drain system. ARCHITECTURAL INTERIOR Construction Estimate = $28/SF: $196, Patch the concrete to cover and protect the steel reinforcing. 2. Replace the flooring in those rooms identified with failed and unsatisfactory flooring. Cover the 8 x8 vinyl composition tile. Identify the sources of damage to the flooring in areas (i.e. water leaks) to determine if additional repairs are required to prevent further damage. 3. Replace the base throughout the building. 4. Replace, repair, or cover the ceilings in those rooms identified with failed or unsatisfactory ceiling tiles. Replace the broken and stained ceiling panels. Repair and/or replace the gypsum wall board ceilings where the conditions are unsatisfactory. Identify the sources of the staining of the ceiling tiles, panels, and gypsum board to prevent further damage. 5. Replace the original interior doors and door hardware. Replace the door hardware that does not comply with accessibility and egress standards. Replace the exterior doors and vestibule doors and side lites with insulated hollow metal doors with insulated tempered glazing. Replace the weather stripping at the exterior doors where it has failed. 6. Replace the single pane glazing in the aluminum storefront frames with insulated double pane glazing. Replace the wood panels in the vinyl frames with insulated glass panels. Replace the window hardware where it has failed. Repair windows to open and close properly. Identify and repair the source of the leak. 7. Refinish and repaint the gypsum wall board finish. 8. Replace the plastic laminate countertops. Recaulk around the counter top in the toilet room. 9. Replace the toilet room plumbing fixtures. 11. Reconfigure door swings, reconfigure openings, and replace door hardware to comply with ADA Accessibility Guidelines where they currently do not. Replace plumbing fixtures with those that comply with ADA Accessibility Guidelines and reconfigure fixtures to comply with ADA Accessibility Guidelines. 4

Demolishing removed electrical items MECHANICAL Construction Estimate = $26/ SF: $182, Remove existing HVAC system in its entirety. 2. Install new rooftop units or split furnace systems and ductwork. 3. Packaged thermostat control. 4. Cost estimate does not include cutting, patching, or repairing of floors, walls, roofs, or ceilings. STRUCTURAL Construction Estimate = $150, Annex Structural Includes: 2. New lateral elements at two story portion (add wood shear walls at exterior will require new wall finishes ~1,500 sq. ft.) 3. Roof seismic upgrades (requires the building to be re-roofed ~6,500 sq. ft.) 4. Repair wall cracking and deteriorated concrete 5. Cost estimate does not include roofing materials, exterior wall finishes and associated labor. TIGERT MIDDLE SCHOOL ANNEX REPAIRS AND UPGRADES TOTAL: $762,000 TIGERT MIDDLE SCHOOL ADDITIONS According to RS Means Building Construction Cost Data, a gymnasium addition costs $140/sf for the median inclusive of mechanical and electrical work. Assuming a 12,000 sf addition including a competition sized basketball floor, seating for the student body and staff, boys and girls locker rooms, and PE storage, the median cost plus inflation of $8/year could be as low as $1,776,000. According to RS Means Building Construction Cost Data, a middle school addition costs $142/sf for the median inclusive of mechanical and electrical work. Assuming a 5,200 sf addition including three general classrooms, a music suite, and associated square footage, the median cost plus inflation of $8/year could be as low as $780,000. TIGERT MIDDLE SCHOOL ADDITIONS: $2,556,000 HOWARD THIRKILL ELEMENTARY SCHOOL ADDITIONS According to RS Means Building Construction Cost Data, a gymnasium addition costs $140/sf for the median inclusive of mechanical and electrical work. Assuming a 5,000 sf addition including an auxiliary PE room and associated storage, the median cost plus inflation of $8/year could be as low as $740,000. According to RS Means Building Construction Cost Data, an elementary school addition costs $138/sf for the median inclusive of mechanical and electrical work. Assuming a 4,300 sf addition including four general classrooms and associated square footage, the median cost plus inflation of $8/year could be as low as $627,800.
