Introduction TT Partners is a boutique ICT (Information Communication Technology) and elearning consulting company specialising in the education sector, with registered offices in Victoria, Australia and London in the United Kingdom. 1.1 History TT Partners was established in 1996 by its founding members Tony Armstrong, Managing Director and Tania Armstrong, General Manager. The company is privately owned and was initially formed to service the Victorian Education Department in the areas of strategy, elearning, telecommunications, project management and business and technical consulting services. As a result of the company s growth and success in the education sector, TT Partners refined its business model. This brought about many exciting changes including; an increase in the number of skilled consultants, the development of specialised on-line tools, the establishment of an Executive Advisory Council and ISO 9001 accreditation. TT Partners branding was formed to symbolise the company s objective regarding relationships with clients and its strategic alliances and partnerships in the marketplace. Relevant Experience This following is a sample of TT Partners relevant experience in servicing the education sector. 2.1 ARMS Quality System ARMS is an innovative and award winning Quality System developed specifically by TT Partners to assist education with benchmarking (assessing) against quality criteria (standards) to improve quality. ARMS represents a high value asset to any sector that wishes to measure and improve on quality. The uniqueness of ARMS is that it is highly adaptable to the K-12, TAFE, Higher Education and Corporate sectors. From K 12 through to universities and corporate, there are over 500 institutions deriving the organisational benefits from the power of ARMS on a daily basis. This high value tool is proven to reduce effort, cost and risk associated with compliance and institutional change programs. ARMS has the flexibility to support any standard or set of quality criteria (i.e. ICT Infrastructure Maturity, ITIL compliance, Leadership, OH&S, Curriculum, etc.) which defines a benchmark. In addition to benchmarking, ARMS has integrated change management principles to assist with the management of change required for successful school improvement/compliance. Via a simple interface, schools can self-assess or be assessed by an auditor against a set of criteria contained within ARMS. Multiple assessments of the same assessment type can be undertaken (for measurement of improvement), or multiple assessments of diverse topics can be undertaken concurrently if desired. Once an assessment has been completed, real time reporting and data mining can be generated. 2.2 Department of Education, Employment and Workplace Relations (DEEWR) TT Partners was awarded the tender to develop the valuation framework for digital content for the new national curriculum. This engagement entailed the development of a framework to evaluate the quality of digital content supplied by the federal government, supplied by content providers, and content developed by teachers and students. 8 The framework encompassed four (4) key quality areas: Legal Educational Value Publishing Technical TT Partners ARMS Quality System was used to validate the framework against content supplied by DEEWR. ARMS proved to increase the productivity of the framework substantially. 2.3 Australian Institute for Teaching and School Leadership (AITSL) TT Partners was awarded the tender to design, develop and trial a SAT (Self-Assessment Tool) for the Australian Professional Standard for Teachers (APST). The design encompassed the development of questionnaires and associated psychometric formulas. The objective of the Australian Institute for Teaching and School Leadership (AITSL) is to promote excellence in the teaching profession through the development of Australian Professional Standards for Teachers (APST). As part of this objective, AITSL has established a program of works to facilitate the improvement of teacher quality and continuous growth of the profession. One of the projects in the program was to design, develop and trial a Self-Assessment Tool (SAT) which enables teachers to assess their skills against the APST for informal purposes of self-reflection, including the identification of their strengths and areas for further development or to set career goals, or for formal purposes such as annual performance review or certification. A range of materials to support the implementation of the Standards, certification and the framework are in continuous development and will enhance the use of the SAT for teachers across all sectors 2.4 BECTA United Kingdom Becta (British Educational Communications and Technology Agency) is the British Government s lead agency for ICT in education, for the United Kingdom The FITS Foundation TT Partners is The FITS Foundation s Asia Pacific sole partner for the delivery of two (2) internationally recognised industry qualifications certified by the Scottish Qualifications Authority for School Technicians and IT Managers. Becta has developed a world leading Framework for ICT Technical Support (FITS). Put simply, FITS is a highly customised version of the ITIL (Information Technology Infrastructure Library) best practice IT Service Delivery framework designed specifically for IT support staff in the K12 education sector. To enable the qualifications to be offered nationally (UK) and internationally, Becta created a not-forprofit entity (The FITS Foundation) which is now responsible for the ongoing management and support of FITS. As a self-funded entity, The FITS Foundation will continue operations even though the British Government has announced the closure of Becta. The purpose of FITS certification is to: Professionalise the ICT workforce in education, both 3 rd party suppliers and permanent staff Implement sound IT service delivery processes and practices in schools Encourage the support of teaching and learning through more reliable ICT and superior ICT service delivery Achieve better value for money from existing ICT Public Document Page 8 of 18

9 Vastly reduce the cost and complexity associated with ICT in schools Department of Education New South Wales The New South Wales Education Department is the largest education sector in Australia School Improvement Matrix TT Partners has been engaged by the Department of Education NSW to undertake a pilot using its ARMS (Assessment Reporting & Management System) online tool to assess and facilitate school improvement in low performing schools. By using ARMS to provide data gathering, reporting and change management functionality, a collaborative effort between school leaders, School Development Officers, NPLN Program Facilitators and the State Office to assist with school improvement has been made possible. 2.6 Department of Education and Early Childhood Development Victoria The Victorian Education Department is the 2 nd largest education sector in Australia ICT Infrastructure Investment Blueprint for Victoria s Specialist Science Centres TT Partners was successfully awarded the tender to design an ICT infrastructure investment blueprint for DEECD s specialist science centres. The engagement encompassed the design and fully costed new inspirational layer of technologies that will assist the specialist science centres with engaging with all Government, Catholic and independent schools throughout Victoria via ICT outreach. The project involved direct consultation with departmental and science centre stakeholders, and was delivered on time and within budget Ultranet ICT Readiness Assessment TT Partners was engaged by DEECD to undertake an assessment to determine the readiness of school s ICT infrastructure for the future rollout of the Ultranet. The Ultranet is an online system developed by DEECD to provide extensive services to students, parents and teachers in government schools Innovative Design of ICT in new Learning Spaces TT Partners was engaged by Department of Education and Early Childhood Development s Innovation Division to undertake a study and develop a digital story on Innovative design and practices for the integration of ICT in new learning spaces. This study and the subsequent digital story were adopted by the Department of Education and Early Childhood Development as the new guidelines for ICT design in new and redeveloped learning spaces for Victorian schools. 10 The digital story can be view via the following hyperlink: Doveton Regeneration Project TT Partners was approached by the Department of Education and Early Childhood Development and their architect to develop the ICT and AV specification for a new showcase school. The school design was complex and consisted of multiple campuses to be built in multiple phases. It was a requirement of this project that the ICT and AV specification was to be world class, therefore providing a showcase reference site for the latest integration and use of ICT and AV in new learning spaces. The ICT and AV specification developed included requirements analysis and definition, network design, active equipment and port allocation, rack elevations, ICT and AV kit list and wireless access plans Berwick Select Entry School TT Partners was approached by the Department of Education and Early Childhood Development to develop the ICT and AV technical specification for the Berwick Select Entry School. The design specification, room data sheets and cost estimates developed by TT Partners were used by the architects and electrical engineers for the creation of a state-wide reference site (showcase). The cost estimates for the project were produced via TT Partners specifically developed tool for calculating ICT and AV costs for infrastructure projects Public Private Partnerships for the Construction of New Schools TT Partners was invited to be the technology partner for Axiom Education (a consortia lead by ABN AMRO and Abigroup) for the ICT design of eleven (11) new schools for a Victorian State Government PPP (Public Private Partnership) tender. TT Partners was sought by Axiom Education as a leading ICT architect for education. Public Document Page 10 of 18

11 TT Partners was required to work with three architectural companies, financier, builder, facilities manager and electrical engineers to create a winning ICT design that would fulfil the ICT requirements of the Victorian State Government at the eleven schools (11) for the next 25 years. The Axiom Education bid was selected by the Victorian State Government as the successful tender and TT Partners innovative ICT design was mentioned as a considerable contributor towards a favourable decision Needy Non-Government Schools Tender TT Partners was successfully awarded the tender to undertake an analysis of Victorian State Government funding for Needy Non-Government Schools. This tender required TT Partners to develop options and financial modelling for the continuation of government funding for the Catholic Education Victoria and Australian Independent School sectors. The report, which was developed in line with Department of Treasury and Finance guidelines, was used to form the basis of a State Government business case VicSmart VicSmart is the name given to the new generation network that replaced the VicOne network. VicSmart provides many cost and technology benefits that were not available at the time when the VicOne network was commissioned. TT Partners has successfully held the role of senior technical advisor to the Department since This has entailed the development of the detailed design, testing and project management for the implementation of the Department s TCS network and associated services Schools of the Future Design (Bandwidth Innovation Fund) Development of the high level network architecture, services, timeframes and costs for the new schools of the future program Leading Schools Fund (from the Minister of Education & Training Blueprint) for the Yarra Valley and Far East Gippsland clusters. The architecture proposed for the Yarra Valley and Far East Gippsland clusters was used to formulate the successful business case submissions for the clusters technical operating model and the associated Multimedia Victoria BIF (Broadband Innovation Fund) submission ICT Architecture High Level Design Review Through a WoVG (Whole of Victorian Government) eservice Panel select tender process, TT Partners was chosen to undertake a review of the Schools of the Future Design ICT architecture (high level design). Through a full stakeholder engagement process, TT Partners produced a report inclusive of costs and the evaluation of three (3) possible architecture models that could be utilised to support ICT and elearning requirements for the Yarra Valley and Far East Gippsland clusters. As a result of the findings contained in the report, both clusters unanimously agreed on a centrally hosted architecture model to support the clusters shared services Echuca College TT Partners was approached by Echuca High School to develop the ICT strategic plan for the new Echuca College. Echuca College was created as a result of a merger of Echuca High School and Echuca Technical School. Public Document Page 11 of 18

12 Kyabram College TT Partners was approached by Kyabram Secondary College to develop the ICT specification for a green field site school. The new school was to consist of the merger of one (1) secondary college and two (2) primary schools Networking Guidelines and Models for Schools As a result of TT Partners in-depth experience with the VicOne, VicSmart and school networks, TT Partners was engaged to develop the Networking Guidelines and Models for Schools documentation on behalf of the Department s Information Technology Division. This documentation is used by all government schools in Victoria KODE VPN Design TT Partners was engaged by the Victorian Department s Office of Learning and Teaching Division to develop the high level network architecture, services, timeframes and costs for the creation of a VPN (Virtual Private Network) to provide essential infrastructure and elearning platforms for 4 KODE (Koorie Open Door Education) campuses located throughout Victoria. The architecture proposed for the KODE VPN will be used to formulate the required business case to secure funding for the KODE Federation project ICT Capabilities Audit Tool Development Based upon TT Partners unique tt\review product that was developed by TT Partners as a concise 3 year strategic elearning and ICT Plan for the education sector, the Department s Office of Learning and Teaching engaged TT Partners to develop an ICT capabilities audit tool, (software), to assist with the assessment of schools ICT capabilities NetDay The NetDay concept was obtained from the United States of America. It is an extremely successful program for implementing local networking infrastructure in schools through volunteer labour from the IT industry and school communities and is funded through corporate and private sponsorship. To date, NetDay has implemented over thirty thousand (30,000) network points in Victorian government schools. TT Partners is proud to be responsible for the facilitation of the design, marketing, negotiation and project management of the NetDay initiative in the State of Victoria on behalf of the Department VicOne VicOne is a major Victorian Government initiative that inter-networks all State Government Departments on one common broadband network. The Department s Virtual Private Network (VPN) not only utilised this State based VicOne network, but occupied the largest portion of it, consisting of over eighteen hundred (1800) out of the total of three thousand (3000) remote sites. When deployed, the Department s VPN, computer to student ratio, associated services, applications and contracts were an international reference site and acknowledged as such by Microsoft Chief Executive Officer (CEO) Bill Gates. TT Partners was fortunate to have been involved with the development of the VicOne network from inception, providing the entire project team for the blueprint, technical architecture, detailed design and project management for the implementation of the Department s IP (Internet Protocol) VPN. 13 Senior Technical Advisor The Senior Technical Advisor role required TT Partners to provide technical, strategic and operational advice, and facilitate solution development for the design and deployment of the new TCS network. The Department engaged the consultancy services of TT Partners from 1996 to 2008 in a full time capacity, for the provision of high level technical advice and support as their Senior Technical Advisor Connected ACE The Connected ACE (Adult and Community Education) program is owned by the Department s ACFE (Adult Community and Further Education) Division. The objective of the program was to provide IT infrastructure to remote areas of the State for use by the ACE sector and the local community. TT Partners was responsible for the program incorporating the architecture, detailed technical design, project management and installation of LAN and WAN infrastructure to over one hundred and eighty (180) country and regional ACE providers throughout the State of Victoria Multi-campus TT Partners provided the project management, technical architecture and detailed design of the Department s Multi-campus program. This program involved telecommunications and networking solutions to enable schools to inter-operate as a single school across multiple campuses. Over thirty-five (35) independent technical solutions were required to satisfy the requirements of this program. The technical expertise of TT Partners consultants was enlisted by the Department for their entire R&D team. TT Partners in-depth understanding of the education sector enabled products to be evaluated against education specific and technical criteria ADSL Deployment TT Partners was involved in the deployment of over eight hundred and fifty (850) Asymmetric Digital Subscriber Line (ADSL) tail services for the Department. These ADSL services were deployed to replace narrow bandwidth Integrated Services Digital Network (ISDN) services in an effort to provide cost effective, higher bandwidth to Victorian schools. TT Partners was responsible for the technical consultancy, risk and issue management, testing and sign-off of requirements for the project. 2.7 Catholic Education Office Victoria The Catholic Education Office Victoria is the largest Catholic education sector in Australia NSSCF Audit TT Partners was engaged to audit all devices acquired through the NSSCF (National Secondary School Computer Fund) in all Catholic Secondary schools throughout Victoria using TT Partners ARMS (Assessment Reporting & Management System) on-line tool. The National Secondary School Computer Fund is a key component of the Australian Government's $2.4 billion Digital Education Revolution School Improvement Framework TT Partners is currently engaged with Catholic Education Commission Victoria (CECV) to automate their school improvement program utilising the ARMS on-line tool for a period of 4 years. This engagement includes the provision of professional services for the undertaking of assessments at all schools. Public Document Page 13 of 18

14 2.7.3 DEEWR Funding Assessment Based upon an Australian Federal Government initiative to fund and provide access to all students throughout Australia through the provision of a PC, TT Partners was engaged by the Victorian Catholic Education Office to undertake assessments and report on the status of select Victorian Catholic secondary schools for eligibility to this program. TT Partners utilised its on-line tool tt\benchmark to undertake assessments Dingley Primary School Technology Centre TT Partners was approached by Dingley Primary School to develop an ICT and AV technical specification for the development of a specialist ICT and AV centre. The creation of the centre was to be funded by the Federal Government s Building Education Revolution CEVN The Catholic Education Office s (CEO) Catholic Education Victoria Network (CEVN) is a Virtual Private Network (VPN). The CEO s Wide Area Network (WAN) consists of over four hundred and ninety (490) remote sites. TT Partners was consulted to provide the technical architecture, detailed design and implementation management of all school Local Area Network (LAN) environments, WAN environment (including VPNs) and centralised Application Service Provider (ASP) environment connectivity Multiple Carrier Environment In an effort to enable the CEO to utilise fair competition in the Australian telecommunication carrier market, TT Partners architected a model to enable multiple carriers to supply telecommunication services to the CEO s VPN. The complexity of this model was to ensure that multiple carrier networks would interoperate as a single VPN. TT Partners responsibility extended to the technical architecture, detailed design, trialling, testing and technical documentation for the deployment of this model. The multiple supplier environment designed and deployed by TT Partners was cutting edge in respect to architecture models and an industry reference for this type of network TCS TCS (Technical Communication Services) is the name of the new generation network that replaced the VicOne portion of the CEO s CEVN network. The TCS network provides many cost and technology benefits that were not available at the time when the VicOne network was commissioned. As the Senior Technical Advisor to the CEO, TT Partners assisted the CEO with the detailed design, project management, risk management and implementation services Internet VPN To address cost and infrastructure issues associated with education networks that are distributed across vast geographic distances with varying degrees of available telecommunications infrastructure. TT Partners architected, designed and implemented a trial consisting of 3 secondary school sites to prove the concept of utilising commodity priced Internet access services with Internet VPN technologies for the delivery of full elearning services. The trial produced very impressive results and was labelled an outright success proving that commodity priced internet access services could be utilised as an alternative to traditional and expensive private networks, for the delivery of elearning services to schools. 15 This trial was a first in the Australian education sector and may be implemented in a number of education sectors throughout Australia in the near future IP Addressing Strategy To assist the CEO with establishing a strategic IP addressing position that will assist their ICT delivery requirements with respect to carrier portability, carrier independence and competition within the telecommunication providers, TT Partners developed an IP addressing strategy that has been accepted and will be implemented in the CEVN over a period of time Senior Technical Advisor For seven (7) consecutive years, TT Partners performed the role of Senior Technical Advisor for the CEO. This role entailed the on-going consulting for the VPN, and the responsibility and provision of technical advice and solutions on technology programs, projects and issues. The Senior Technical Advisor role required TT Partners to perform public speaking on behalf of the Catholic education Office Victoria for school technical briefings Senior Technical Consultant In addition to providing the Senior Technical Advisor resource, TT Partners also provided the role of Senior Technical Consultant to the CEO for seven (7) consecutive years. The Senior Technical Consultant was responsible for the day-to-day running and problem resolution of the Catholic Education Office s CEVN and multiple supplier VPN network and corporate LAN. This role was also responsible for troubleshooting telecommunication services ADSL Deployment TT Partners was involved in the deployment of over four hundred (400) ADSL tail services for the CEO. The ADSL services have been deployed to replace narrow bandwidth ISDN services in an effort to provide cost effective higher bandwidth to Victorian Catholic schools. TT Partners was responsible for the technical consultancy, risk and issue management, testing and sign-off requirements for the project Global Directory TT Partners provided consultancy to the CEO for the integration of single user and password authentication for all Catholic Education electronic services. The project utilised the standards based School Interoperability Framework (SIF) developed in the United States of America. The use of SIF for this project was approved by the Catholic Education Office and was the first SIF implementation in Australia. 2.8 Catholic Education Office Western Australia The Catholic Education Office Western Australia covers the largest geographic area in Australia (2,529,875 square kilometres) CECN TT Partners provided the project team for the development of requirements and technical architecture and design for the Western Australian Catholic Education Communication Network (CECN). The Catholic Education Office s CECN is a true broadband network that utilises VPN and Ethernet based technologies. Public Document Page 15 of 18

16 As a number of the Catholic Education Office Western Australia are located in extreme remote areas (Aboriginal communities), diverse telecommunications solutions such as one-way and two-way satellite designs were designed and deployed. The Western Australian Catholic Education Office WAN consists of over one hundred and seventy (170) remote sites and is currently an Australian reference for broadband educational networks. TT Partners was responsible for the technical architecture and detailed design for the entire CECN environment, including WANs and LANs, remote access, security, and centralised ASP environment inclusive of ISP connectivity and centralised core services. 2.9 Multimedia Victoria Multimedia Victoria (MMV) is the senior Victorian Government body responsible for governmentwide telecommunications infrastructure programs TCS Network TT Partners was engaged by MMV to perform the role of Network Architect for a project phase of the Whole of Victorian Government Telecommunications Purchasing and Management Strategy (TPAMS). The TCS network is a direct product of the TPAMS program. TPAMS which includes the Victorian Government education sector is an AUD$2.1 billion ten (10) year program OCIO Data Centre Consolidation TT Partners consulted to the OCIO (Office of the Chief Information Officer) to develop the user requirements brief and the draft tender (RFT) documentation for the consolidation of state government department data centres. The Office of the Chief Information Officer (OCIO) is the senior Victorian Government body responsible for government wide ICT program development OCTO Data Centre Consolidation The OCTO engaged TT Partners to technically evaluate the Data Centre Consolidation request for tender (RFT). As a result of TT Partners involvement in the Data Centre Consolidation RFT, TT Partners were also requested to conduct on-site evaluations of a number of data centre complexes and present the findings to the OCTO and associated entities. OCTO is the senior Victorian Government body responsible for actioning government wide ICT programs Catholic National Church Resources Church Resources is the national body responsible for national procurement for Catholic bodies, including Catholic education National Procurement Strategy and Governance model TT Partners was engaged by the Catholic Church at the national level to develop a National ICT Procurement strategy and operational governance model. This model encompassed the Catholic Church, Education, Health, and Aged Care sectors. The combined ICT spend of the Catholic Church is equivalent to that of most State Governments in Australia.
