The Consulting Engineers Group TUESDAY, JANUARY 24, 2006 SYNOPSIS The presentation will cover the key aspects of parking structure design and construction to provide good long term performance. Discussed will be joint details, connections, lateral load resisting systems, correct drainage design, effects of volume change and proper provisions, and unique framing solutions. ABOUT THE SPEAKER Thomas D'Arcy is a principal in the firm of The Consulting Engineers Group, Inc. and past President of CEG Texas. CEG specializes in the design of parking structures, justice facilities and stadiums. Mr. D'Arcy's experience includes the design of over 350 parking structures, including some of the largest parking structures ever built. In 2005, he served as Chairman of the Precast/Prestressed Concrete Institute (PCI). He has also served as Chairman of the PCI Research and Development Council and the PCI Technical Activities Council. Mr. D Arcy is a member of ACI Committee 362 (Parking Structures, Chairman of Committee 550 (Precast Concrete), and past Chairman of the Parking Consultants Council of the National Parking Association. He lectures and publishes on parking structure design, durability and construction. He is a graduate of the University of Illinois and a Registered Engineer in 19 states. He is a Fellow of ASCE, ACI and PCI; and recent recipient of the Medal of Honor from PCI. As of press time, a hospitality sponsor had not yet been secured for the January meeting. 2 Pictured above are NCT Chapter Past President Michael Lee and Brian Raff of AISC, who discussed AISC Quality Inspection and its importance to the engineering community on November 15, CCD For Post-Installed Anchors Hilti has developed a continuing education program entitled The Concrete Capacity Design Method For Post-Installed Anchors. This half-day program, which has received NCSEA Diamond Review recognition, will educate engineers on the design of post-installed anchors using the Concrete Capacity Design Method and is worth 4 contact hours of continuing education. The program will be presented in Dallas on Tuesday, February 14, 2006 at Cityplace from 7:00am- 12:00noon. Breakfast, lunch and break refreshments will be provided. Attendees will learn how to use the CCD Method with the provisions of ACI-318 Appendix D. They will learn about the pre-qualification process for post-installed anchors in accordance with ICC Acceptance Criteria AC 193. Finally, attendees will receive a CD-ROM of Hilti's latest anchor design software known as PROFIS and learn how to use this software with the CCD Method. For those who missed the November meeting: THE CERTIFICATION STANDARD FOR STEEL BUILDING STRUCTURES IS HERE! By Roberta L. Marstellar, P.E. Since 2002, AISC has been talking about the Certification Standard for Steel Building Structures (the Standard). Through the 2004 auditing year, fabricators had the choice of being audited to the new Standard or to the existing checklist. If you re a fabricator who decided to stick with the checklist for your 2004 audit, just remember you no longer have that option. By January 1, 2006, all AISC Certified fabricators in the building structures category will have completed an audit to the Standard. Don t be caught off guard becoming certified to the Standard will require additional work the first time through. From experience, we know that many fabricators underestimate the time it takes to prepare their materials for their first audit to the Standard. Fabricators who have already been certified to the Standard tell us the first submission is the hardest because of the documentation required. After that, it s a matter of doing what their documentation says and then maintaining the system they ve established. Below is a quick list of the documentation required for an audit to the Standard: AISC Certification Application Form or Corrected Renewal Form Job/Position Descriptions Biographical Information Facility Plan Equipment List WPS and Welder Qualifications (only one for each process used at the facility) Quality Manual and Procedures (this is where the work is) Cross Reference Matrix Internal Audit Record of Management Review Meeting Audits are performed by Quality Management Company, LLC (QMC). Detailed descriptions of each documentation item are available online at Some of the most significant changes from checklist auditing fall under the Management Responsibility and Detailing elements in the Standard. Under Management Responsibility, responsibility for the direction of the quality management system is now more focused on the executive manager. The executive manager now must perform a formal review of the quality management system including procedures for addressing customer complaints. In Detailing, fabricators must define the process for creating and checking drawings and have effective systems in place to qualify detailing subcontractors. Quality management system conventions that may be new to some structural steel fabricators include document and record control requirements, corrective action procedures, and internal audit procedures. While planning for some additional work is smart, many fabricators find that their existing documentation simply needs to be edited and their existing procedures just need to be tweaked. Under checklist certification, fabricators were accustomed to documenting a minimum of four procedures. Under the Standard, there are 12 additional areas that must be addressed but remember, simplicity is the key! QMC s auditors have observed that uncomplicated manuals and simple procedures are most effective because they are easiest to understand and implement. If you re already an AISC Certified Fabricator, chances are good that you are already doing most of what is required. You ll just have to record those procedures in writing. A question I m frequently asked by fabricators is, Why would I want to put myself and my company through this? My response is to repeat what other fabricators have told me time and time again: It was worth it, and we are a better fabricator because of it. AISC Certified Fabricators who haven t been audited to the Standard should start getting ready now. If you are feeling overwhelmed, let QMC help. Please visit their website at IN MEMORIAM The North Central Texas Chapter has lost one of its founding members. On January 9, Jack Earl Rosenlund died at the age of 83. Born on October 18, 1922, in Ft. Worth, Jack attended Texas Christian University for two years before enlisting in the Navy, where he was sent to Southern Methodist University in the V-12 program. Upon receiving his Bachelor of Science in Civil Engineering in 1944, he was commissioned as an officer in the SEABEES, the Civil Engineering Corp. After a two year stint in the Philippines during World War II, Jack earned his Master s Degree at the University of Minnesota. Returning to Texas in 1946, he was the Chief Structural Engineer at George L. Dahl, Architects and Engineers until 1962, when the firm Terry, Rosenlund & Co. was established. It would later become Rosenlund & Co., Consulting Engineers. Jack was a registered engineer in ten states, while his firm served as structural engineer on numerous signature buildings. The Eminent Conceptor Award was presented to Rosenlund & Co. for the Dallas City Hall in 1979 by the Consulting Engineers Council of Texas. Jack was also involved in the design and construction of the Dallas Memorial Auditorium, DFW Airport, the Republic National Life Building addition in Dallas, the Dallas Public Library (downtown), various buildings at SMU and East Texas State University, as well as various training centers for General Motors. In 1986, Jack was chosen as the Engineer of the Year by the Dallas Chapter of the Texas Society of Professional Engineers. He also served as a member of the voting committee to approve the 1986 revisions to the 1983 American Concrete Institute Building Code, commonly known as ACI 318. In 1987, Jack was elected Fellow of the American Concrete Institute as well as a Lifetime Member of the American Society of Civil Engineers. He is survived by his wife, Peggy, three daughters, and five grandchildren.
