4 II. Program for the Proposed Data Center A. Introduction The is actively pursuing the relocation of the existing Data Centers in various State Office Building to a centralized location. B. Existing Conditions The Capitol Complex is served by various data centers in State Office Buildings in the Capital Complex. The State of Kansas is interested in moving the Office of Information Services (OITS) Data Center from the Landon State Office Building to the State Defense Building, located at 2722 SW Topeka, Blvd., Topeka, Kansas. The State Defense Building approximately 55,098 gross square feet with 28,423 square feet on the lower level and 26,675 square feet on the upper level. Other Data Centers have sprung up around the campus in Curtis, Docking, Eisenhower and other small agencies. The infrastructure for these centers is weak, as some do not have features like redundancy, proper cooling systems, size of electrical services, size of backup power, age, and disaster protection. It has been observed some have been used improperly for storage. This project is an effort to consolidate the data center function of various agencies in a properly supported, designed, and secured location. C. Applicable Codes The consultants shall evaluate the building for code compliance. The following code summary is included as a reference only. International Building Code (IBC), 2012 Edition. a. Chapter 11, Accessibility, is deleted. See Item M below. b. Additionally, The Life Safety Code (NFPA 101) will also be applicable for Occupancies described in Item I. and J below. International Building Fire Code (IFC), 2012 Edition International Residential Code (IRC), 2012 Edition International Existing Building Code (IEBC), 2012 Edition International Mechanical Code (IMC), 2012 Edition International Plumbing Code (IPC), 2012 Edition International Fuel Gas Code (IFGC), 2012 Edition 1
5 International Energy Conservation Code (IECC), 2012 Edition or ASHRAE The codes and standards referenced in the Referenced Standards Chapters in the IBC, IFC, IRC, IMC, IPC, IFGC and IECC shall be applicable except for NFPA codes noted in Item I and J below. The NFPA editions noted in Items I. and J. shall be applicable. A list of pertinent statutes and regulations can be found at the Kansas State Fire Marshal website at K.S.A et. Seq ADA Standards for Accessible Design (2010 ADA Standards) Kansas State Boiler Code (K.S.A et seq) available through the Office of the State Fire Marshal (OSFM) at D. General Considerations 1. State Defense Building The Adjutant General is planning to vacate space in the State Defense Building and relocate its operations to Joint Base Forbes Field. The current State Defense Building was built in 1977 and half buried in the ground to protect it from most disasters. The building has two floors with an elevator. The building has two raised floor areas - conference and meeting rooms. The heating and air conditioning has recently been refurbished. The facility is currently served by 750 kva electrical service. Westar Electric reports the peak usage for the service was 300 kw. The lowest usage was in December with 184 kw. The average usage is approximately 250 kw. 2
6 The existing facility is equipped with a 1200 kva, 800 kw backup generator. The current Data Center space at the State Defense Building is a 20 ft. by 80 ft. addition to the existing building. The Adjutant General s office currently utilizes 750 SF of the addition for their data center. The remaining 680 SF of the existing data space is available for expansion. The data center has a gaseous suppression system covering the whole addition. They are using an APC hot aisle/ Cold aisle arrangement with 4 direct expansion APC cooling condensers outside to the east. The current data room will move out to the Joint Base Forbes Field over the course of the next couple of years. The current facility does not have an OITS connection to the OITS network. Currently the Kansas Highway Patrol is hosting some of their Data Center equipment at this facility. They are connected to the KANWIN Network through Cox Communications. The Cox Communication link is only 200 megabits. The OITS office relocation plan for the State Defense Building is for OITS to occupy approximately 22,000 square feet of office space. The planned move will be for OITS to move its personnel into the initially vacated space on the 1st floor of the State Defense Building. This space currently houses 105 people. Training and Shared spaces will be available to both OITS and the Adjutant General until the Adjutant General vacates the building. The Adjutant General is interested in keeping telecommunications separate and secure during joint occupancy with OITS. 2. Parking The facility has parking on four sides approximately 33 in front, 38 north of the building, 34 in the south lot, and 60 in the east lower lot. Existing parking around the facility will be utilized. 3. Data Center General Requirement The data center shall be configured for reliability and designed to resist tornadoes, flooding, by its locations-bombs, and other natural disasters. The facility shall have hardened walls for security. The facility shall be designed to withstand terroristic threats (Homeland Security), and catastrophic events (i.e. tornado, power outages, flood. etc.). The data center shall be provided with data room cooling, power protections systems, diesel engine driven generation equipment, fuel storage, cooling equipment, electrical switchgear, and redundant electrical service. The data room inside the building will be constructed out of the existing space, in the east side of the lower level, in the State Defense Building. The room is located in the lowest level of the building, in a block reinforced room, protecting it from explosions. The building security for walkin attack will be provided by electronic door security. The existing doors may need to be modified to move equipment into the building. Data Center doors need to be 42 wide and 80 tall. Door coming in from the loading dock needs to be raised to at least The concrete floors will need to be sealed. The room is currently being programmed to have standby power provided by On-Site generators. The power to the facility will provide redundancy for equipment failures. 3
7 A Tier I data center requires the following (Uptime Institute, LLC, Data Center Site Infrastructure Tier Standard: Topology, 2.4) 1. Single non-redundant distribution path serving the IT equipment. 2. Non-redundant capacity components. 3. Fault-tolerant site infrastructure with electrical power storage and distribution facilities guaranteeing % availability. This would allow minutes or hours per year. In phase 1, the existing data room equipment will be extended. In phase 2, the room in its final configuration will be approximately 2500 square feet. It is to include new UPS, PDUs, RPPs, and in-row cooling. Provide integral cable tray for IT Cabling and power wiring. The rooms will be configured as a Tier IV data center. A Tier IV data center requires the following (Uptime Institute, LLC, Data Center Site Infrastructure Tier Standard: Topology, 2.4) 1. Multiple independent distribution paths serving the IT equipment. 2. All IT equipment must be dual-powered and fully compatible with the topology of the site s architecture. 3. All cooling equipment is independently dual-powered, including chillers, and heating, ventilating and air conditioning (HVAC) System 4. Fault-tolerant site infrastructure with electrical power storage and distribution facilities guaranteeing % availability. This would allow minutes per year. The initial plan is to work with 20 racks to accommodate one leg of the cloud and some for networking equipment. The growth of the data center will be determined by funding, scheduling of the moves out of the other data centers. They currently have space needs for 74 racks. They have 100 racks planned in total. They are planning a 2 to 3 year transition. The cabling shall be integral to the racks. Racks should have built in cable trays. Adjustments to the ceiling, lighting, fire alarm, and existing convenience outlets might be necessary to accommodate the equipment. Nothing is planned in phase 1. A man trap double door security entrance will not be needed; if the outer exit door is sealed off. The set of doors between the hall and data center; dock and data center are to be key carded. Minor adjustments to openings may need to be completed to allow equipment to be moved into the space. Adjacent Space shall be provided for storage, secure storage, receiving and package breakdown. Existing space is available for receiving and package breakdown and will be shared with the Adjutant General while they occupy the facility. 4
8 E. Data Center Phase 1 In phase 1, the existing 680 SF of east data room will be utilized for the relocation of OITS equipment. Twenty (20) existing OITS racks will be moved into this existing space. The approximate load will be 130 kva. UPS, and cooling equipment will need to be purchased, and installed. The room is currently provided with a gaseous fire suppression system. Space will be prepared for 5 outside air conditioning condensing units and installation of 5 in-row cooling units. Existing electrical service will be expanded and used to serve this load. Phase 1 will also include the moving of 5 racks (34kVA) of equipment from the Department of Revenue into existing space to be prepared for connection. F. Data Center Phase 2 In Phase 2, the facility shall be equipped with redundant incoming power, redundant generating capacity, and redundant cooling. The Data Center shall be equipped with traditional or scalable UPS. The plan is to provide building support for a data center in the basement of the building. 1. Room Renovation The existing 2500 square feet of office space on the lower level of the east side of the existing building will be converted into a data room. The existing wall partitions, ceilings and lights will be removed, as necessary. The room will be sealed up for the fire suppression system. New man trap security doors will be added to this area. New general lighting will be added to the room. 2. Data Center Cooling At this point, the existing east data center will be operating on the 9 direct expansion cooling units. An option would be to add 18 more cooling/condenser units plus 2 units additional for some redundancy to the units (N+2). This option allows the continuation of using the direct expansion cooling systems. The direct expansion equipment could be changed out with two new chillers to the system each capable of handling the total load and the interior units converted or changed to chilled water system. Additional chilled water cooling units will be added to the new data center room. The existing direct expansion cooling units can be replaced one at a time in the existing data center to the new chilled water cooling units. Redundant chilled water pumps and piping will be added. Cooling for the data center shall also be 100% redundant. The cooling units shall be sized to cool 500 kw of computing power. It shall also be capable of being scalable as the data center is built out and still be able to operate properly. Condensing units shall be designed to resist terroristic threats, and catastrophic events (i.e. tornado, power outages, flood. etc.). Location for the needed circulation pumps, expansion tank, etc. will have to be determined. Space in the existing mechanical room may be available. 5
9 3. Fire Suppression The existing fire sprinkler system will need to be removed and a new gaseous (FM200) fire suppression system will need to be installed. The room will need to be sealed for the system to function properly. A new gaseous fire suppression system will be added to the room. 4. Electrical The consultants shall evaluate and recommend the most cost effective design, and properly sizing utility-supplied, transformers, electrical service equipment, generators, and UPS equipment. The data center is programmed to require approximately 400 kw of load in order to support the desired IT equipment and associated computing equipment. The estimated power usage effectiveness (PUE) is a simple ratio of the total power entering the data center divided by the power used by the information technology equipment. The value of 1.8 is assumed for this data center, resulting in a total power usage of approximately 900 kw. If a power factor of.8 is assumed, the total power consumption of the data center will be approximately 1125 kva. A new redundant incoming power services shall be provided. A new 1125 kva transformer will be added to the facility. It will be connected to new electrical service equipment. The existing 750 kva transformer will have to be changed to an 1125 kva transformer to have the capacity to carry the whole load. This new transformer will need to be added to the new switchgear. Double ended switchgear will be added with tiebreaker between the new service from Westar and the existing service. Electrical switchgear shall be designed to have full redundancy with a main-tie-main configuration. The capacity shall be sufficient to carry the full load of the IT equipment, accessories, and cooling equipment. Utilize the existing 120/208 volt, 3 phase, 4 wire configuration. The switchgear shall be mounted internally and protected like the generators and data room from threats. Another UPS will need to be added to the system for the new room. A back up UPS will need to be added for the existing UPS equipment. Redundant uninterruptable power supplies (UPS) shall be provided for the IT Loads. This may be standalone units or scalable within the Data Center. Power Distribution units (PDU) will be provided in the data center. These PDUs shall be incorporated into the rack system that is provided as a part of the interior data center layout. 5. Underground Fuel Storage Tanks Existing fuel storage tanks for backup fuel for the generators will be used. 6
