2 GENERAL INFORMATION Stanislaus County is recruiting human resource professionals to fill current and future vacancies in Human Resources Management. There are currently at least four full-time positions available. Two positions will be assigned to the Human Resources Unit in the Chief Executive Office and at least two others are assigned to the Community Services Agency and the Health Services Agency. The management series is part of the unclassified service of the County. As such the incumbent shall be an at-will employee of County government and designated management for labor relations purposes and FLSA Exempt for purposes of determining overtime eligibility. Final appointment will be at the Manager I, II or III classification level dependent upon the qualifications of the selected candidate and the location of the position. The Health Services Agency (HSA) serves as the local Public Health Department and operates a network of outpatient medical programs and services. HSA includes medical offices in six locations throughout Stanislaus County, provides traditional public health services, health education programs and participates in the Valley Consortium for Medical Education (VCME), a California nonprofit public benefit corporation which trains resident physicians. The HSA has approximately 500 full-time and 100 part-time employees, facilitates an active volunteer program, and hosts formal and informal internships. The HSA holds strongly to its vision of Healthy People in a Healthy Stanislaus by developing its services with the community in ways that support community need. THE DEPARTMENTS The Chief Executive Office offers a variety of leadership and management opportunities in support of the County s commitment and vision to be a county that is respected for its service in the community and is known as the best in America. The Chief Executive Office provides for the overall sound and effective management of County government pursuant to Board policy and the adopted County budget. Chief Executive Office staff works closely with representatives from all County departments to support our goal of delivering excellent services throughout our community. The Community Services Agency (CSA) is dedicated to enhancing the quality of life in our community. Comprised of over 1070 employees and with an annual operating budget of over $325 million, CSA is the largest social service organization in Stanislaus County and provides services to over 175,000 residents. The Agency is organized into three Divisions: ACFSD, StanWORKs Division, and the Finance and Operations Division. CSA offers services in: Adoptions, Child Protective Services, Foster Connections, Medi-Cal, Adult Protective Services, Child Care, CalFresh, General Assistance/Relief, CalWorks, Foster Care, In Home Supportive Services, and Welfare to Work. CSA provides a broad range of social services to the community CSA partners with County government agencies and numerous community based organizations to create culturally responsive and accessible services. ABOUT THE POSITIONS The Chief Executive Office Human Resources Division is responsible for coordinating Countywide labor relations, position classification, salary administration, EEO programs, personnel policy administration, records management and employee recruitment. Reporting to the Human Resources Director, Management Consultants are required to perform simple to highly complex duties in all areas of human resources and to serve as consultants to other human resources personnel assigned in County departments. CSA s Human Resource Unit is responsible for bringing excellent customer service to our diverse workforce in a timely, efficient, and reliable manner. This is accomplished by providing internal departments with information, advice, policy, training, support, and expert assistance on human resource issues. The HR Team cooperates to address the needs of a flexible and responsive workforce that, in turn, delivers effective and efficient services to the community of Stanislaus County. They also work with employees and

3 supervisors to manage leaves of absence in compliance with FMLA and ADA laws and, additionally, ensure compliance with state and federal employment laws. The HR Team s dedication to CSA s employees translates into being a valued source of human resources knowledge by building trust and effective working relationships. The Human Resources Manager at the Health Services Agency reports to the Managing Director of the Health Services Agency. The Human Resource Manager is responsible for the management of human resources, labor agreement compliance, personnel matters, salary administration, recruitment, disability management, equal rights and ADA compliance. The HR Manager plays an essential role on the Agency s Management Team and serves as a direct liaison with County leaders on HR matters. The liaison must work successfully with members of the management team and personnel at all levels of the organization to ensure policies and procedures are administered consistently. Incumbent will handle difficult and specialized payroll and human resources work of a varied and confidential nature often involving the exercise of independent judgment and initiative based upon skills, knowledge and abilities. The incumbent will prepare reports for internal and external users and will also be responsible for supervising, training, and evaluating the work of assigned staff to ensure efficient operations of the division. TYPICAL DUTIES CEO Human Resource Managers (Consultants) Consult with department and centralized County leadership staff regarding personnel matters and assist in providing mentoring and coaching; Consult with department leadership staff in matters regarding the administration of the County s discipline ordinance, coordinating such activities with the Chief Executive Office and County Counsel; Advise department personnel on best practices in managing human resources; Administer employee training programs, including conducting annual training needs assessment and coordinating course content and delivery with internal and external training providers; Administer and support employee discipline process in consultation with Department Management, Internal Affairs, Chief Executive Office and County Counsel; Prepare necessary reports, plans and policies related to human resources operations; Coordinate all phases of employee recruitment and selection process for the County; and All County Human Resource Managers Review, interpret and provide guidance on current or proposed County ordinances/policies, State and Federal laws and regulations, and County labor agreements; Administer Department Equal Rights Program, including investigating EEO grievances; Consult with department management staff and designated employee representatives on labor relations issues within the scope of union representation; Assist department managers in the planning, implementation and management of recruitment, workforce development, payroll, discipline, and other human resource functions including committee participation as requested; Compose written reports; Represent department and make presentations to management staff and other agencies; Participate on County management team for labor negotiations as needed; Suggest enhancements to local personnel policy and work with County staff on implementation; Develop and present staffing reports and statistical reports as necessary; Assign and/or supervise the duties of subordinate employees engaged in human resource activities including recruitment and selection, payroll, leaves of absence and risk management, safety and return to work programs, or training and development and complete evaluations as required; and Plan, implement, and direct human resources projects as assigned.

4 SKILLS / ABILITIES Analyze complex administrative issues, define problems accurately, conduct thorough research and make logical, practical recommendations; Prepare and present comprehensive management reports, statistical data and recommendations; Review, interpret and provide guidance on current or proposed County ordinances/policies, State and Federal laws and regulations; Work independently as well as harmoniously with departmental personnel and other business partners; Manage assignments to completion in a timely manner; Make public presentations; Establish goals and objectives, participate in strategic planning and outcome measurement; Display innovation and creativity in managing operations and problem solving; Facilitate training and group interactions; Promote positive relationships with business partners and the general public; Define key business processes and develop recommendations for improving service efficiency and quality; Maintain confidential information according to legal standards and/or County policies; Communicate effectively orally and in writing. Work such hours as are necessary to accomplish the requirements of the job; Apply sound administrative judgment to analyze and resolve simple through complex organizational issues; Remain abreast of developments in the fields of Human Resources and/or Risk Management programs; Lead, facilitate and develop project teams; and Sit and/or stand at a desk for extended periods. KNOWLEDGE OF Effective practices in Human Resources and Risk Management related programs including employee recruitment, training, classification, safety, payroll, benefits, recognition and retention; Considerable knowledge of general Federal and State employment laws affecting public sector employers; program planning, evaluation and monitoring; Formal and informal aspects of the legislative process on local, State and national levels and their impact on County government; Methods and techniques of conducting analytical studies, developing recommendations and presenting findings; Principles and practices of leadership, supervision, training and personnel management; Management and supervisory authority with respect to enforcement of County policies and procedures; Methods and techniques for effectively representing the County, including public presentations and working with a variety of individuals from various socioeconomic, cultural and ethnic backgrounds; Methods and techniques of providing quality customer service to County staff and members of the public; The use of modern computer systems and software applications relevant to assigned areas of responsibility; and The role of technology in improving business processes QUALIFICATIONS Education / Experience Manager I Entry level position requiring a minimum of one year of experience in human resources management (labor relations, position classification, salary administration, EEO programs, personnel policy administration, records management, leave of absence, disability management, and employee recruitment) and graduation from an accredited four-year college or university with a degree in

5 business administration, communication or closely related field. (Progressively responsible experience in a related area may be substituted for the required education on a year-for-year basis.) Possession of a Master s degree in business or public administration is highly desirable. Manager II The Manager II position requires a minimum of three years of work experience in human resources management (labor relations, position classification, salary administration, EEO programs, personnel policy administration, records management, leave of absence, disability management, and employee recruitment) and graduation from an accredited four-year college or university with a degree in public or business administration, accounting, or a closely related field. (Progressively responsible experience in a related area may be substituted for the required education on a year for year basis.) Possession of a Master s degree in business or public administration is highly desirable. General Qualifications Applicants must possess and maintain a valid California Driver s License and remain free from repeated preventable accidents; Pass County-paid pre-employment drug screening and job-related background investigation; Perform job duties in a manner assuring a safe working environment for oneself and others; and Maintain confidential information according to legal standards and/or County regulations as required. Manager III This is a journey level position requiring a minimum of four years of experience in human resources management (labor relations, position classification, salary administration, EEO programs, personnel policy administration, records management, leave of absence, disability management, and employee recruitment) and graduation from an accredited four-year college or university with a degree in public or business administration, accounting, or a closely related field. (Progressively responsible experience in a related area may be substituted for the required education on a year for year basis.) Possession of a Master s degree in business or public administration is highly desirable. Proof of education is required for verification purposes at the time of application.
