2 TINLEY PARK AN OUTSTANDING OPPORTUNITY Completion of Fire Officer Training, Incident Command, Fire Service Management, NIMS 100, 200, 300 & 700. Completion of Hazardous Materials First Responder, Basic First Aid, EMT, CPR and AED current certification or equivalent training or education. Must be a minimum of twenty-one (21) years of age or older at time of hire. Must be currently certified as an Illinois State Fire Officer II, Fire Officer III preferred, and extensive experience as a Fire Officer, some of which shall have been at the level of Assistant Fire Chief, Deputy Chief or Captain level. Current and valid C-PAT card. Must possess or be able to obtain by time of hire, a valid motor vehicle license (CDL Class B). The Village of Tinley Park, with a current population of approximately 60,000, is located in the dynamic and rapidlygrowing I-80 corridor of Metro Chicago. The Village is the 14th largest city in Metro Chicago. The Village is currently seeking a seasoned, highly experienced, exceptional and dynamic candidate for the position of Fire Chief. This important position serves as administrator of the Fire Department and oversees daily operations. It also ensures that the Fire Department contributes to the long-range plans of the Village. The Village government has a history of successful elected and appointed leadership, is stable and is well-managed. Resources have been appropriately allocated to provide for a first-class Fire Department and the model of the Department currently being utilized is expected to remain in place for a long-time into the future of the Village. ȦBOUT THE CANDIDATE Minimum Qualifications: A Bachelor s degree from an accredited college or university in Fire Science, Public Administration or a closely related field and ten (10) years of fire department experience, including experience with a part-time paid-in-place and/or combination department. Experience managing Emergency Medical Technicians and/or Paramedics will be a plus. A related Master s degree is preferred. Knowledge, Skills, Abilities and Experience: Advanced knowledge of modern fire suppression, fire prevention, emergency medical services principles, procedures, techniques and equipment. Extensive knowledge of the geography of the Village including location of streets, water mains, fire hydrants and the major fire hazards in the Village including nature and location of hazardous premises, principal building and construction types, fire communications equipment, fire hydrants and other water resources. Considerable knowledge of applicable laws, Village Ordinances, Departmental standard operating procedures and regulations. Skill in exercising sound judgment in evaluating situations, complex problems and making decisions. Ability to train and supervise subordinate personnel; Ability to communicate effectively in verbal and written form; Ability to effectively give and receive verbal and written instruction; Ability to plan, organize and present clear and concise reports on a variety of fire related matters; Ability to establish and maintain good working relationships with elected officials, employees and the general public; Ability to recognize and define fire hazards and to recommend effective corrective action; Ability to meet the physical requirements to safely and effectively perform the assigned duties; Ability to meet the desired minimum qualifications; Ability to work irregular or protracted hours and to respond directly to emergencies; Ability to be available and/or reachable twenty-four (24) hours per day, 365 days per year, with the exception of scheduled leaves of absence and or scheduled vacation time.

3 Experience in managing a part-time paid-in-place and/or combination Fire Department including Emergency Medical Technicians and/or Paramedics; Experience in and working knowledge of Local Government operations; Experience with Federal, State, and local laws, regulations, ordinances and policies of firefighting operations including OSHA, NFPA, IFSTA, SARA, Title III, Hazmat operations and model building codes; Experience in planning, financial management, budget preparation, decision making, report development and writing; Experience in addressing the complex needs of commercial, residential and industrial environments in both urban and suburban communities. Other attributes sought in the next Fire Chief of Tinley Park include well-developed interpersonal skills, ability to effectively manage people in a non-unionized environment, ability to recruit firefighters, be visible in the community, be partial to effectively utilizing a mutual aid system, and be committed to diversity. Other characteristics of the next successful Fire Chief include a forward-thinker, an effective team member with other Village Departments, an advocate for members, able to stay at the cutting edge of what is happening in the fire service, adaptable and astute to the political climate in the Village. As Fire Chief for the Village of Tinley Park, the successful candidate will be challenged in the areas of: Leadership and administration. Compliance. Budget creation and administration. The position of Fire Chief is appointed by the Village Mayor and approved by the Board of Trustees. The position is reappointed on an annual basis. Duties and Responsibilities: Leadership and Administration: Provide administrative direction and leadership, acting as spokesperson for the Fire Department; Respond courteously and tactfully to a demanding and diverse public in answering questions, explaining Departmental policies and handling complaints. Communicate with the Village Board, Village Manager and other Village Officials, community leaders and outside agencies in order to provide expertise, coordinate activities, exchange information and/or resolve issues. Direct and participate in the research of alternative approaches to fire operations, hazardous material handling, fire and life safety and emergency programs; implement direction from the Village Board and/or Village Manager; Attend, chair and participate in a variety of meetings, boards and commissions. Plan, organize, administer and direct, through subordinate level managers, the activities, operations and personnel of the Fire Department; Command Departmental resources in response to major fires, significant catastrophic events and other related emergency situations; Manage, develop, design, evaluate, amend and approve departmental policies, rules, regulations, goals, standard operating guidelines, objectives and priorities. Along with maintaining programs and best practices, there are areas of the Department s daily operations that require attention in order to maintain an acceptable level of overall performance in Fire Suppression and Prevention activities. Overall, education and communication regarding the dangers of fire and fire prevention is the priority for the citizens of the Village, but resources will be applied to the following Fire Suppression and Fire Prevention functions/activities: Staffing & Administration Response Times and Services. Fire Alarm Services Fire Investigations and Inspections. Plan Reviews Public Education. ABOUT THE POSITION Under the general direction of the Village Manager, the Fire Chief performs a variety of technical, administrative and supervisory work in assisting with the day-to-day operations and long-range planning of the Fire Department including, but not limited to: organizing, directing, controlling and implementing fire prevention, inspection, education, and fire suppression activities to minimize or prevent the loss of life and property by fire and emergency medical conditions.

4 Establish, formulate and develop short- and long-term plans, goals and objectives for the efficient and effective operation and continual improvement of the Department; Assess progress and performance in achieving goals and alleviating deficiencies; Make recommendations relative to the long-term needs for maintaining and improving effective operations. Supervise, evaluate and delegate the performance of assigned staff; Review and participate in the selection and motivation of staff; Approve hiring, training, promotions and assignments; Discipline and recommend termination of employees as appropriate. Compliance: Maintain compliance in conformance to Federal, State and locally recognized policy making entities; Properly interpret and make decisions in accordance with laws, regulations, Village Codes, Ordinances and policies. Formulate and secure approval, implement and evaluate effectiveness of all policies of the Fire Department. Budget: Direct the preparation of the annual Fire Department budget; Identify and prioritize needs; Supervise and control expenditures; Assure compliance with established fiscal policies of the Village. Develop and revise long-range capital plan to keep pace with development; Plan and organize short-term and longterm operations and activities of the Fire Department and fire protection needs of the Village; Plan Departmental operations with respect to equipment, apparatus and personnel and further supervise the implementation of such plans in accordance with established policies, rules, procedures and budget. Risk Management: Maintain and promote safe and healthy working conditions throughout the Department. Ensure that organizational-wide risk management and loss control policies and procedures are implemented. Implement and maintain risk management and loss control procedures and practices within the Department. Assure that equipment, facilities and programs have safety measures built into them, and that appropriate regulatory requirements are adhered to within the Department. Hold supervisors accountable for implementing Department risk management programs and activities. ABOUT THE TINLEY PARK FIRE DEPARTMENT IIn November, 1901, twenty firefighters came together to form the Tinley Park Volunteer Fire Department. One hundred years later it grew into a professional team of nearly 100 members dedicated to protecting the lives and property of everyone in the Village.

5 Today, the Department is no longer volunteer and it has grown dramatically. The Department is uniquely designed to meet the needs of Village residents with a part-time paid-in-place firefighting team that works diligently to ensure smooth operations in four Village fire stations situated throughout the community. Comprising four divisions including Personnel, Operations, Maintenance and Training, the Department staff of approximately 150 includes the Fire Chief and four full-time staff members, part-time Deputy Chiefs, Assistant Chiefs, Lieutenants, inspectors, clerical assistants and paid-on-call firefighters. The Village s Fire Prevention Bureau is a nationally recognized and accredited agency. The Tinley Park Fire Department serves the community in a variety of ways through fire suppression and prevention activities, public education, pyrotechnics and radio alarm programs. The Department sponsors several run/walk for safety community events and helps to raise money for charitable organizations. The Village has always contracted-out ambulance services to a private contractor. In 2014, ambulance services were included in the fire stations through a partnership with Kurtz Ambulance Service. One of the challenges facing the Department is updating a plan to deal with some fire stations that either need to be upgraded or relocated. Fire Department Mission Statement: The primary mission statement of the Tinley Park Fire Department is the protection of life, property and the environment by the delivery of effective and efficient fire protection and prevention. ABOUT THE COMMUNITY OF TINLEY PARK It is easy to determine why so many people want to call Tinley Park home. The Village is ideally located in the southwest suburbs of Chicago, where residents can find that perfect balance of small-town charm and big-city amenities. With a population of approximately 60,000, the Village is not exactly a small town, but it maintains the sense of community found in towns with much smaller populations. Tinley Park was named The Best Place to Raise Your Kids in Illinois by BusineesWeek magazine, and that title really says it all. According to the magazine, Safety, along with school test scores, air quality, and affordability, were weighted especially highly in this year s calculations. But we also considered job growth, diversity, and amenities such as museums, parks, and theaters. Real estate research blog Movoto recently released a study naming Tinley Park the ninth-best small city in America in which to move. Tinley Park is a great place to call home!

6 COMPENSATION The Fire Chief for the Village of Tinley Park, can expect a competitive salary in the range of $117,085 to $152,770 per annum depending on qualifications and experience. The successful candidate will also receive a competitive fringe benefit program. Reasonable relocation expenses will be paid to the successful candidate.
