2 THE WILLAMETTE VALLEY REGION Salem, the Marion County seat and the state capital, is one of the area s oldest cities and the third largest city in Oregon. Salem is located in the heart of the Willamette Valley, one of the most fertile and agriculturally productive regions in the world. The area is dotted with cities, farms, and forests and is considered one of the most livable areas of the country, offering a low cost-of-living, quality schools, and mild weather. The principal industries are agriculture, government, food processing, lumber, manufacturing, education, and tourism. Salem has both private and public schools, pre-school through university level. There are four universities and two community colleges within a 30-mile radius. The area is rich with parks, rivers, lakes, and recreational activities, including hiking, fishing, biking, boating, equestrian trails, organized children s sports and activities, Saturday artisan markets, theatre, museums, art fairs, music fairs and the Oregon State Fair. A short driving distance to the east there is world class skiing in the Cascade Mountains. To the west are many beautiful public beaches on the Pacific Ocean. To the north is Portland, Oregon s cultural hub and largest city, and to the south are the rivers and canyons of the beautiful Rogue Valley and the annual Shakespearean Festival in Ashland. Oregon State Capitol Salem, Oregon MID-VALLEY BEHAVIORAL CARE NETWORK Mid-Valley Behavioral Care Network (MVBCN) is a governmental entity organized under Oregon Revised Statutes Chapter 190 by Linn, Marion, Polk and Yamhill Counties. MVBCN s Board of Directors is comprised of the elected commissioners of the four participating counties. MVBCN is a provider and consumer-guided organization that provides services through public and private mental health and chemical dependency treatment organizations. Coordinated Care Organizations in this region contract with MVBCN to manage and provide these services to Oregon Health Plan (OHP) Medicaid members. In 2012, MVBCN was responsible for services for an OHP membership that exceeded 100,000 monthly. MVBCN has twelve staff and an annual budget of $63.5 M. MVBCN contracts with Marion County to provide personnel services, so this recruitment is conducted by Marion County. For further information about Mid-Valley Behavioral Care Network, go to: EXECUTIVE DIRECTOR POSITION The Executive Director provides the vision and strategic leadership for the Mid-Valley Behavioral Care Network; operates successfully in a complex external environment; develops and supports MVBCN relationships with health organizations, pursues appropriate integration of health services; engages and inspires partners in beneficial collaborations; guides the Behavioral Care Network in pursuing its vision while fulfilling regulatory and contractual requirements; the director serves as budget officer; evaluates employee performance and directs the activities of the central administrative office called the Regional Service Center. 2

3 EXECUTIVE MINIMUM DIRECTOR S REQUIREMENTS DUTIES Duties may include, but are not limited to: 1. Acts as liaison for the Board of Directors and MVBCN Regional Advisory Council with public and private agencies, state agencies, the Oregon Legislature, Association of Oregon Counties, commercial health plans, Coordinated Care Organizations, physician organizations, hospitals, the press and the public. Effectively represents MVBCN at community and state meetings, and on appointed bodies including boards of directors for Coordinated Care Organizations. Conducts marketing and business relationships as provided in the strategic and business plans. 2. Develops strategic and business plans, regional operational policies and procedures, and conducts service system planning and program evaluation within the guidelines of a Chapter 190 Intergovernmental Entity. Uses collaborative, inclusive and consensual processes that involve members of the Regional Advisory Council, Board of Directors, county mental health directors, and multiple other community stakeholders. Facilitates and supports MVBCN workgroups and committees to pursue MVBCN purposes and objectives. 3. Designs, directs, implements and evaluates Regional Service Center (RSC) functions and staff as guided by the strategic and business plans. Responsible for assuring a high performance, collaborative culture within the RSC and for promoting the same throughout the MVBCN service delivery system. Ensures compliance with contractual and legal requirements within the RSC and throughout the service system. 4. Responsible for development of the annual budget for the MVBCN service system and RSC; monitors revenue and expenditures; ensures effective financial and budgetary controls; reports financial performance to Board of Directors and MVBCN committees; presents proposed annual budget, in compliance with public budget law, to MVBCN s Budget Committee and Board of Directors. 5. Analyzes service system needs, identifies policy and/or programmatic issues, determines cost-effective solutions, makes recommendations to the Board of Directors and involved parties, negotiates and ensures successful implementation. Designs or directs RSC and service system operational reports using detailed technical information that supports decisions pertaining to the RSC and MVBCN services. Reviews data and prepares or directs regular and periodic reports pertaining to RSC functions and/or service system. Presents or oversees presentations of findings and recommendations to stakeholders. 6. Conducts and coordinates contract negotiation with purchasers including the State of Oregon and Coordinated Care Organizations, and with service providers including hospitals, residential facilities and community providers. Conducts and coordinates contract negotiation with consultants and other contractors. Directs procurement activities in accordance with public contracting rules and directs preparation of contracts. 7. Develops quality standards and directs the evaluation of service providers compliance with standards; ensures service providers compliance with MVBCN s standards and guidelines and those of purchasers and other upstream contractors. 8. Provides supervision of RSC staff; responds to and resolves difficult and sensitive employee issues. 3

4 KNOWLEDGE, MINIMUM SKILLS REQUIREMENTS AND ABILITY Knowledge of managed behavioral healthcare including network management, risk management, financial and incentive models, quality and utilization management, marketing and contracting. Knowledge of the mental health consumer movement in Oregon; demonstrated commitment to peer, advocate and family guidance in administration of behavioral health services; demonstrated knowledge of, and commitment to, peer-delivered services. Thorough knowledge of the methods, principles, techniques and materials or equipment used in providing mental health and chemical dependency services. Knowledge of the principles and political process involved in Oregon s health care transformation; knowledge of the Coordinated Care Organizations in the MVBCN region; knowledge of the organization, policy, rules and regulations for behavioral health services as promulgated by the Oregon Health Authority. Knowledge of the methods, principles and techniques of effective agency leadership and administration; demonstrated ability to plan for, coordinate, direct and evaluate professional, technical and clerical staff; demonstrated ability to establish and maintain effective working relationships and manage the political environment of elected officials, representatives of commercial health plans, representatives of physician organizations and public and private health service organizations from multiple jurisdictions. Demonstrated ability to prepare, present and monitor annual budgets in conformity with public budgeting requirements. Demonstrated ability to prepare and persuasively present clear and concise analysis and recommendations of matters related to healthcare. Demonstrated excellent verbal and written communication skills, embodying a high degree of diplomacy, credibility and persuasiveness to consistently cultivate effective working relationships and group commitment to shared objectives. MINIMUM REQUIREMENTS Master s Degree in social work, human services, clinical psychology, counseling psychology or a related field, AND At least five (5) years of post-master s progressively responsible experience in mental health administration including at least two (2) years direct administrative experience with Oregon Health Plan managed care behavioral health services and three (3) years program management and supervisory experience, OR Any satisfactory equivalent combination of education, training and/or experience relevant to the position. ADDITIONAL NECESSARY REQUIREMENTS: A resume must be attached to the application form in order to be considered for this position. A background check will be conducted on the finalist for this position. Must possess a current driver s license, in the applicant s state of residence, and an acceptable driving history. This position may be subject to the following: Must not be excluded from participation in the federal health care programs (Medicaid, Medicare and other federally funded programs that provide health benefits); AND must not be excluded from participating in federal procurement (Federal Acquisition Regulation) and nonprocurement activities (Executive Order No ). MVBCN does not pay for any relocation expenses. 4

5 MINIMUM REQUIREMENTS THE IDEAL CANDIDATE The Director is expected to apply a high level of creative thinking and collaborative leadership to facilitate MVBCN participation in effective behavioral health services within Oregon s continuing health care transformation. The ideal candidate will understand and capitalize on the opportunities presented by the evolving transformation, with its workforce challenges, expanding integration of health services, and increased diversity of purchasers. The Director will foster the MVBCN culture of high-involvement, collaborative system innovation based on family and peer leadership in mutually appreciative dialogue with service professionals and other stakeholders. Personally the new MVBCN Director will demonstrate a deep confidence in collaborative, inclusive and consensual processes, and evidence a high standard of personal accountability and initiative. COMPENSATION AND BENEFITS Administered through Marion County, MVBCN offers an exceptional compensation and benefits program. The salary range for this position is $82,035 to $109,928 with salary dependent upon the qualifications and experience of the candidate selected. This is a full-time, salaried position, which is not eligible for overtime.
