1 COUNTY OF OTERO Animal Shelter Manager Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job. DEFINITION This is a full-time, contracted, at-will position that reports to the County Manager, or designee. The Animal Shelter Manager (hereinafter manager ) assists with community education regarding the importance of licensing; promotes responsible pet ownership and pet population; and assists development of community problem solving techniques regarding nuisance animals. The Animal Shelter Manager is in charge of all best practices operation of the County owned Animal Shelter (hereinafter shelter ) responsibilities to include, but not limited to, building and grounds maintenance, budget, adoption programs, pet licensing as per County ordinance or direction, supervision of employees, volunteers, and community service workers, and all related duties. SUPERVISION RECEIVED AND EXERCISED Receives administrative direction from the County Manager. Directly supervises employees in the Otero County Animal Shelter. Carries out supervisory responsibilities in accordance with Otero County s policies and applicable laws; responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. ESSENTIAL FUNCTION STATEMENTS The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position. Essential responsibilities and duties may include, but are not limited to, the following: Provides facility management for the day-to-day operation of the Animal Shelter; Assures proper handling of all animals in the Animal Shelter; Sets standards for and monitors conduct of shelter employees to ensure that humane philosophy is projected to public and implemented in care of animals; Assists with the intake of animals; Performs initial health and temperament screening for all animals entering the Animal Shelter; Identifies and refers animals for veterinary treatment; Coordinates animal health care and spay/neuter with outside veterinarians; Oversees administration of vaccines and drugs; May perform euthanasia by injection as necessary; Animal Shelter Manager Page 1 of 5
2 Coordinates adoptions of animals from the Animal Shelter; Assist the public to locate lost pets, including the viewing of dead on arrival (DOA s) as needed for identification; Restock supplies in all animal areas; maintain adequate supplies, including food, cleaning and disinfectant supplies; Provides public contact and front office management at the Animal Shelter; Assists with public information and programs; Delivers lectures, prepares materials for media broadcasts, and prepares correspondence to report shelter activities through local media outlets and community events to promote animal adoptions and licensing; Organizes various fundraising programs to promote the enhancement of the services provided through the shelter; Assists with the development of policies, procedures and protocols for the operation of the Animal Shelter; Remain current on the State/Federal/Best Practices rules and regulations governing the license process; Communicate with other agencies/departments to provide or obtain current animal licensing information; Ensures the proper maintenance and handling of records and monies received at the Animal Shelter; Answers mail and maintains files of documents such as animal adoption and reports of shelter activities; Balances and prepares deposits for all monies received at the Animal Shelter; Establishes and coordinates work schedules to expedite accomplishment of essential and emergency tasks, issues instructions to workers, examines work results, and provides training to improve performance; Other specialized duties as assigned. QUALIFICATIONS Knowledge of: Operational characteristics, services and activities of an Animal Shelter; Management skills to analyze programs, policies and operational needs; Principles and practices of program development and administration; Operational characteristics, services and activities of an Animal Shelter; Principles and practices of county budget preparation and administration; Principles of supervision, training and performance evaluation; Pertinent Federal, State, and local laws, codes and regulations; Animal restraint and care techniques; Working knowledge of animal behavior. Ability to: Manage, direct and coordinate the work of lower level staff; Select, supervise, train and evaluate staff; Oversee and direct the operations, services and activities of the Animal Shelter; Animal Shelter Manager Page 2 of 5
3 Recognize signs of animal neglect, abuse and cruelty; Determine breeds, species and gender of animals; Develop and administer division goals, objectives and procedures; Identify, evaluate and solve problems; Prepare and administer large and complex budgets; Prepare clear and concise administrative and financial reports; Take digital pictures of the shelter animals and upload them to the Otero County website and ensure that the website information is current; Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; Research, analyze, and evaluate new service delivery methods and techniques; Interpret and apply Federal, State and local policies, laws and regulations; Communicate clearly and concisely, both orally and in writing; Establish and maintain effective working relationships with those contacted in the course of work; Maintain effective audio-visual discrimination and perception needed for: Making observations Communicating with others Reading and writing Operating assigned equipment. Maintain mental capacity which allows the capability of: Making sound decisions Demonstrating intellectual capabilities. Education, Experience and Training Any combination of education, experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education: Minimum of an Associate Degree from a college or technical school in a field of study relating to some or all of the aforementioned Job Description preferred. Experience: Minimum four years of relevant management experience is required with 2 years experience in an animal care and housing or equivalent combination of education and experience. Training: Willing and able to obtain New Mexico State Euthanasia Certification. WORKING CONDITIONS: The working conditions described here are representative of those an employee encounters while performing the essential functions of this job. At those times, the employee is subject to the typical physical requirements and hazards encountered by animal shelter employees. Environmental Conditions: While performing the duties of this job, the employee regularly works in outside weather conditions and is regularly exposed to fumes or airborne particles, animal transmitted diseases, exposure to fractious, frightened, dangerous animals, mental and emotional stress from euthanasia, and continual contact with irate/emotional pet owners and victims. The employee frequently works in high, precarious places and is frequently exposed to wet and/or humid conditions and vibration. The employee is occasionally exposed to toxic or caustic chemicals. The noise level in the work environment is usually loud. Physical Conditions: ENDURANCE-MOVING ABOUT: Frequently (1/3 to 2/3 of the time) - Move from location to location WALKING: Periodic (Occurs on every shift) -Move about on foot. LIFTING/CARRYING: Periodic (Does not occur on every shift) - Lift by manually raising or lowering an objective from one level to another (including upward pulling), and or carry (transport) an object, usually holding it in the hands or arms or on the shoulder. Must regularly lift and/or move up to 25 pounds, frequently lift and/or move up to 100 pounds, and occasionally lift and/or move more than 100 pounds. Also may endure physical stress. CONTROLS: Frequently (1/3 to 2/3 of the time) - Use one or both arms and /or hands and/or both feet or legs to move controls on machinery or equipment. CLIMBING/CRAWLING: Occasionally (up to 1/3 of the time) - Ascend or descend stairs, climb trees, or barriers using feet and legs and arms and hands. HANDLING: Frequently (1/3 to 2/3 of the time) - Seize, hold, grasp, turn, or otherwise work with the hand or hands and maintain physical control of tools and/or equipment. SMALL MOTOR SKILLS: Frequently (1/3 to 2/3 of the time) - Feel, pull, grasp, press, apply pressure or otherwise work with the fingers in the use of tools, equipment s, assisting the public or in utilization of code enforcement techniques. TALKING: Frequently (1/3 to 2/3 of the time) - Express or exchange ideas by means of the spoken word to impart oral information to clients or the public. Convey detailed spoken instructions to other workers accurately, loudly, or quickly. HEARING: Frequently (1/3 to 2/3 of the time) - Perceive the nature of sounds by the ear. SEEING: Frequently (1/3 to 2/3 of the time) - Obtain impressions through the eyes of the shape, size, distance, motion, color, or other characteristics of objects. 5 night vision, depth perception, and the ability to adjust focus. SMELLING: Periodic (Does not occur on every shift) - Obtain impressions through the nose of substances organic and chemical. BALANCING: Periodic (Does not occur on every shift) - Maintain body equilibrium to prevent falling when walking, standing, crouching or otherwise moving on dangerous or unstable surfaces. MORE SPECIFIC VISION ABILITIES REQUIRED BY THIS JOB: Close vision for computer work; examining animals for injury, mites, etc.; locating vein for IV injections or to see pupil reflex to determine shock or death; distance vision to see and identify animals in motion, to distinguish species, breed type; color vision to distinguish color of animal, vehicle, collar, or tag; peripheral vision to identify animals while driving; to see and recognize behavioral signals of animals that indicate fear, aggressiveness, etc.; depth perception to judge size and distance; and the ability to adjust focus to distinguish color of animal and breed type.
