1 INTERMEDIATE DISTRICT 287 CLASSIFICATION DESCRIPTION CLASSIFICATION TITLE: Principal/Program Supervisor (Special Education) INCUMBENT NAME: REPORTS TO: Executive Director of Special Services & Educational Programs DEPARTMENT: Special Education BARGAINING UNIT CLASSIFICATION Unaffiliated (Administrator) FLSA DESIGNATION: Exempt PART I SUMMARY OF SCOPE OF CLASSIFICATION This class is accountable for the overall operation of a building and for promoting an atmosphere conducive to learning in alignment with the District Mission, Core Values and Strategic Directions. The principal is an educational leader of the District and the instructional leader of the building, responsible for keeping current on educational trends that affect the school. PART II MINIMUM KNOWLEDGE, SKILLS AND ABILITIES A. EDUCATION AND EXPERIENCE: Master s degree in special education or related field plus four (4) years of professional level experience working in an educational setting. CHARACTER REQUIREMENT: In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made prior to appointment. B. CREDENTIALS: C. LICENSURES, CERTIFICATIONS AND OTHER REQUIREMENTS: K-12 principal license and director of special education license; OR Director of special education license and enrollment in a principal licensure program; OR K-12 principal license and enrollment in a special education director licensure program; OR MN K-12 principal license and any special education licensure (if eligible for a waiver for special education funding) Incumbents in this class may be required to possess a current Minnesota Motor Vehicle Class D Operator License. D. CONTINUING EDUCATION REQUIREMENTS:

2 Principal s license 125 clock hours of supervisory education in five years. Teaching license 125 clock hours in five years. E. KNOWLEDGE, SKILLS AND ABILITIES: 1. Considerable knowledge of and ability to apply management principles and techniques and educational administration; 2. Considerable knowledge of relevant Federal and State statues, guidelines and regulations; 3. Knowledge in staff development with intentions to build leadership capacity in others with focus on student learning and development; 4. Knowledge of the philosophy and methods of education and teaching; 5. Knowledge of the principles and practices of education for special needs population; 6. Considerable problem solving and decision making skills; 7. Demonstrated skills in instructional and organizational leadership, management, and communication in engaging students, staff, family and community; 8. Ability to plan, organize, direct and control an educational program; 9. Demonstrated ability to navigate intercultural issues with sensitivity and awareness and with a high level of cultural proficiency; 10. Ability to drive cultural diversity and inclusiveness throughout building; 11. Ability to effectively use data based decision making to design instruction, in order to impact learning of all students; 12. Ability to prepare and present clear and concise written and oral reports; 13. Ability to establish and maintain cooperative relationships with program staff, the Board and District administration, the Minnesota Department of Education and other State agencies, member districts, public school systems, local education agencies, parents, students and others contacted during the course of work; 14. Ability to understand differentiated and personalized instruction and continuous improvement with ability to implement school wide instructional initiatives, monitor extent of implementation and direct revisions as required; 15. Administrative ability; 16. Ability to manage budgets with varying sources and levels of revenue; 17. Ability to work with individuals from diverse backgrounds.

3 PART III POSITION SUPERVISES Supervises teachers, professional support staff, and clerical staff assigned to the educational program. PART IV ESSENTIAL FUNCTIONS The following identifies the primary and essential functions of the position and is not intended to be an exhaustive listing of all duties. 1. Plans, organizes, directs and controls the operations and activities at a District facility or major educational program(s); 2. Coordinates all educational services provided by the facility or program; 3. Supervises educational staff in academic, vocational, and special education programs; 4. Evaluates staff performance; 5. Allocates resources within the educational program in order to maximize efficiency and effectiveness of service; 6. Ensures that the educational program is in compliance with Federal and State regulations and district policies and procedures; 7. Organizes staff schedules and school calendar to meet State and District guidelines and program needs; 8. Recommends policies and procedures that are consistent with the goals and objectives of the District and Federal and State mandates; 9. Provides consultation to staff in curriculum development and program planning; 10. Evaluates the effectiveness and efficiency of existing educational programs; 11. Revises educational programs and plans, develops, and implements new programs; 12. Oversees extra-curricular activities and projects; 13. Directs the maintenance of educational records; 14. Prepares written and oral reports; 15. Assists in the preparation and administration of allocated budget; 16. May direct the recruitment, screening and selection of professional staff. 17. Foster a culture of innovation and facilitate action on innovative ideas in order to achieve our mission.
