1 Fitness to Practise FTP Training Advisor Job Profile About the HCPC The Health and Care Professions Council (HCPC) is the regulator of 16 different health and care professions, set up to protect the public. To do this, we keep a register of professionals who meet our standards for their training, professional skills, behaviour and health. The organisation employs around 200 employees, who work in nine departments - Registration; Fitness to Practise; Education; Communications; Policy & Standards; Operations; Human Resources; Finance and IT. About the Fitness to Practise Department The Department is currently made up of 75 members and is split into three sections Case Management, Adjudication and Assurance & Development. - The Director of Fitness to Practise heads up the Department and is a member of the Executive Management Team (EMT). The Director is responsible for the overall leadership and management of the Department - The PA to the Director of Fitness to Practise provides administrative and secretarial support to the Director of Fitness to Practise Case Management - The Head of Case Management reports to the Director of Fitness to Practise and is responsible for the management and leadership of the Case Management function of the Fitness to Practise Directorate - The Head of Investigations reports to the Head of Case Management and is responsible for the management and leadership of the Investigations and Administration functions of the Fitness to Practise Directorate - The Investigations Managers reports into the Head of Investigation and manage and lead the Case Team Managers and the Case Support Manager. - Case Managers are responsible for the management, investigation and presentation of fitness to practise cases. There is a Case Team with specific responsibility for the management of registration appeal cases, prosecution of offences and health and character cases

2 - The post of Case Support Manager reports into the Investigations Manager and manages and leads the Case Support Officers o Case Support Officers provide case management support to the Case Manager - Case Team Managers report into the Investigation Managers and manage and lead a team of Case Managers, the Case Team Manager Advancement Team leads the team which specialises in the progression and advancement of cases. - The Administration Manager reports into the Head of Investigations and manages and leads the team of team administrators o The Team Administrators provide general administrative support to the Department and its employers. The Team Administrators are the first point of contact for queries into the department Adjudication - The Head of Adjudication reports to the Director of Fitness to Practise and is responsible for the management and leadership of the adjudication function of the Fitness to Practise Directorate - The Adjudication Manager reports to the Head of Adjudication and manages and leads the Hearings Officers and Hearings Team Managers. The post holder is also responsible for the delivery of panel member training alongside the Investigations Manager - The Hearings Team Mangers reports to the Adjudication Manager and is the main point of contact for queries about the hearings teams work. The post holder also acts co-ordinator for Investigating Committee Panel meetings o The Hearings Officers report to the Hearings Team Managers and are responsible for the officering of Fitness to Practise hearings and for ensuring appropriate support is provided to all those (and in particular witnesses) who attend hearings - The Scheduling Manager reports into the Head of Adjudication and manages and leads the team of Scheduling Officers o The Lead Scheduling Officer reports to the Scheduling Manager and is the main point of contact for queries about upcoming hearings 2

3 o The Scheduling Officers report into the newly created post of Scheduling Manager and are responsible for the scheduling and listing of fitness to practise and registration appeal panel hearings Assurance & Development - The Head of Assurance and Development reports to the Director of Fitness to Practise and is responsible for the management of the fitness to practise quality assurance and planning function. - The Quality Compliance Manager reports to the Head of Assurance and Development, and manages the Quality Compliance Officer posts. The post holder also is responsible for co-ordinating and developing the audit framework, and for responding to Freedom of Information and Data Protection Act queries. o The Quality Compliance Officer reports to the Quality Compliance Manager and is responsible for ensuring carrying out audits of compliance with FTP policies and procedures, and providing feedback to team members Vacancy We are currently recruiting for a FTP Training Advisor to join the team. The FTP Training Advisor reports to the Head of Assurance and Development. The post holder is responsible for managing the learning of Fitness to Practise Department employees and key stakeholders

5 Job Description Fitness to Practise Training Advisor Department: Reports To: Salary Band: Fitness to Practise Head of Assurance and Development Band D Main Purpose of Job To co-ordinate the department-specific learning of Fitness to Practise (FTP) employees and key stakeholders To lead the development and delivery of department-specific training materials and methods for FTP employees, in particular to support the running of FTP processes and procedures, including the department s Case Management System. To co-ordinate the development and delivery of training for FTP Partners (Panel Chairs, Panel Members and Legal Assessors) and key suppliers. To set up and run systems for evaluation of department-specific training for Fitness to Practise employees and Panel Members, and to improve existing Fitness to Practise business processes and systems. To work in close collaboration with and share information with the HR and Partners teams on all key aspects of training management, delivery and evaluation Position in Organisation Liaises closely with the FTP Management Team, Adjudications Manager, Investigations Managers, Scheduling Manager, Assurance and Development team and the HR and Partners teams. Liaises with all levels of employees particularly Human Resources, Finance, IT, Communications, Registrations, and HCPC Management. Liaises where necessary with HCPC Partners to develop and evaluate training materials. 5

6 Scope of Job Runs department-specific training within FTP for employees, key suppliers and FTP Partners, in particular training on FTP systems, processes and policies Responsible for department-specific training needs analysis (TNA), training plans, training delivery, training evaluation and outcomes both for individual employees and across the whole FTP team. Assist with forecasting and monitoring training expenditure within FTP Assisting the Fitness to Practise Management Team with managing projects in relation to the fulfilment of the Fitness to Practise Department s operational and strategic. Dimensions and limits of Authority Consults with the Head of Assurance and Development, Head of Case Management, Head of Investigations, Head of Adjudication and Head of FTP Service Improvement on any complex issues and refers matters as appropriate. Works in close collaboration and shares information with the HR and Partners teams about relevant aspects of training needs analysis, management of training programmes and training evaluation. Skills, Knowledge and Abilities Essential Educated to a degree level or equivalent skills and knowledge. Experience of coaching individuals and / or groups. Ability to identify and analyse training requirements within a complex operational environment. Experience of designing and/ or delivering high quality training including training in the use of computer based systems. Understanding of regulation, ideally in a health related area. Effective administrative skills including the ability to draft correspondence and reports as required, and to run training programmes. A high level of written English and oral communication skills, including the ability to communicate professionally with people from all backgrounds using a variety of different communication channels. 6

7 Sound working knowledge of window based software packages, including word processing, spreadsheets, databases, electronic mail, and the internet, as well as experience of generic electronic scheduling or case management system or similar. Planning and organisation skills with the ability to meet deadlines / targets. Proven knowledge and understanding of working and contributing to projects across multifunctional teams. Desirable An understanding of approaches to workload planning An understanding of e-learning techniques and involvement in the creation and / or delivery of e-learning packages. Experience and understanding of working in a case management and/or adjudications environment. Duties and Key Responsibilities Your principal duties and key responsibilities will be those set out below. In addition to those duties, HCPC reserves the right to require you to undertake additional or other duties within your capacity as may from time to time be reasonably required and necessary to meet the needs of the HCPC. Management and Operational responsibilities Induction Develop an effective departmental induction programme. Monitor and review progress of new employees in learning FTP systems and processes through questionnaires and discussions with line managers. 7

8 Departmental training plans Design and implement the delivery of the Fitness to Practise Department training plan, making recommendations to FTP Management Team on future training needs and modes of delivery. Develop training plans to support ongoing and long term improvement of the Fitness to Practise Department employees knowledge of and skills in delivering the work of the FTP department Programme design and delivery Design and produce Fitness to Practise department-specific training material, to meet agreed objectives of individual trainees. Develop department-specific training and development programmes based on the needs of the HCPC and the Fitness to Practise Department Design and deliver training programmes which equip fitness to practise employees with the knowledge, practical skills and competencies to carry out work-related tasks. Design and deliver training on the FTP Case Management System, identifying any individuals who require additional support. Design and deliver induction and refresher training on core Fitness to Practise approaches and processes for key suppliers, and monitor effectiveness. Evaluation Develop and implement systems to effectively evaluate department-specific training programmes and methods within FTP and suppliers. Budget Consider the cost of planned programmes and monitor departmental training expenditure to ensure training spend remains within allocated budget. Partners Develop and implement systems to identify training needs, co-ordinate the production of training materials and review training methods for Fitness to Practise Partners Monitor and evaluate training delivery and outcomes for both professional and lay Panel Members and stakeholders 8

9 Communications To effectively train and develop Fitness to Practise employees, providing support and advice on the relevant procedures and legislation. To communicate and promote HCPC and increase an understanding of fitness to practise processes and procedures to a range of internal and external audiences. To ensure effective communication channels with senior managers, team managers, line managers and the HR and Partners team to determine department-specific training needs. General Responsibilities To be knowledgeable regarding all aspects of the processes, procedures and work of the HCPC and to be familiar with the relevant legislation regarding Fitness to Practise processes. Contribute to developing and managing procedures within the department to improve efficiency. To carry out the responsibilities of the post with due regard to the HCPC's Diversity Policy and to treat colleagues and other HCPC stakeholders with respect and dignity at all times. 9
