3 Final Corrected November 20 th 2012 NPC MRC Meeting Summary The November 20 th 2012 NPC MRC meeting took place at the DNR Pacific Meeting Room at 411 Tillicum Lane, Forks, WA on Tuesday the 20 th from 4:12 to 6:12 PM (meeting begins on audio counter at 00:02:05). We established that we had a quorum of voting members. Appointed committee members present at the meeting were Steve Allison (Hoh Tribe Rep.), Liam Antrim (OCNMS, Ex. Officio), Christopher Clark (Citizen Rep., Clallam County), Rod Fleck (City of Forks), John Hunter (Citizen Rep., Clallam County), Katie Krueger (Quileute Tribe Rep.), Kathy Lear (Clallam County Rep.), Rich Osborne (Coordinator, ONRC), Tami Pokorny (Jefferson County Rep.), John Richmond (Citizen Rep., Jefferson County), Jill Silver (Citizen Rep., Jefferson County) and Chiggers Stokes (Citizen Rep., Jefferson County). Rebekah Brooks (UW ONRC), Louise Johnson (ONP) and Kevin Ryan (USFW) were also present. Ed Bowen requested to defer his public comments to submit during the agenda item on marine debris. There were no additions or changes to the agenda. There were no changes to the October meeting summary. The October meeting summary was approved by consensus. The first update was the Marine Debris/Tsunami Debris Update. Liam Antrim gave an update on marine debris. There is an annex to the State s response plan for government agencies; the State will only respond on private lands when invited by the property owner and will then operate in cooperation with the landowner. The Washington Clean Coast Alliance has its annual meeting on 12/4/12 in Port Angeles. Louise Johnson gave an update on the Park s position. The Park is working on a volunteer program and a plan for how to process debris. Ed Bowen asked for support to approach opportune debris by users of the coast to have a place to deposit materials they recover through the use of dumpsters placed at such locations as Duc Point, to possibly be maintained by such groups suggested as Friends of the Olympic National Park. No one present elected to act on this suggestion and it is perceived it was handled as an FYI No Action. The upcoming MRC Summit may be a good time to discuss next moves on the tsunami debris issue. The second update was on the Northwest Straits Conference. The MRC members who were able to attend gave an update on the conference. Katie Krueger stressed the need for funding partnerships for the committee s own, on-the-ground projects and suggested Sea Grant as a desirable partner. Katie Krueger moved that Sea Grant be made a partner on the MRC Committee; Chiggers Stokes seconded. The motion passed by consensus. The third update was on the Coastal MRC Summit, which Pacific County will be hosting from 12/6/12 to 12/8/12 in Long Beach. *Members must RSVP to take advantage of [hours:minutes:seconds] of audio recording posted on line at: NPC MRC 11/20/2012 DRAFT Meeting Summary 1
4 the free hotel room and meals. Rich Osborne presented an overview of the agenda. Discussion followed on the meaning behind the legislative topic on the agenda. The fourth update was on the Coastal Economic Assessment: Washington s Working Coast. Phase One: Compilation of Information, has been completed. Phase Two is underway with a team of University of Washington grad students gathering data from in the field and undertaking meetings with coastal governments and organizations. The students will be present at the MRC Summit. The fifth update was on the Olympic Coast National Marine Sanctuary, which had its last meeting on 11/16/12 at ONRC in Forks. Liam Antrim gave an overview of the last meeting, which was a joint meeting between the Sanctuary Advisory Council and the Olympic Coast Intergovernmental Policy Council, comprised of the four coastal Tribes and the State of Washington. The education and commercial fishing seats are up for open recruitment on the Sanctuary Advisory Council; current seat holders are reapplying. The next meeting will be on 1/18/13 in Port Angeles. The sixth and final update was the Financial and Fiscal Agent Update. The MRC is on the same budget it has had. The contract is now with the University of Washington. Tami Pokorny gave an update on the status of the involved contracts. Rich Osborne is still waiting on a budget number before he can get paid for his coordinator position. Jill Silver announced that there is currently a part-time MRC coordinator position open for Jefferson County. The only item of new business was Discussion on Articles for the Next West End Natural Resource News. Tami Pokorny led discussion on potential articles for the next edition, scheduled for a February release. The only item of old business was the Washington Coast Marine Advisory Council. Discussion followed over further consideration of how State funding for Coastal Marine Spatial Planning should be reviewed by stakeholders and MRCs in the next biennium. The next MRC meeting is scheduled for 1/15/13. Suggestions for the next agenda included planning for the MRC annual barbeque event, the role the MRC could play in developing a possible science fair at Forks High School to coincide with the barbeque and a presentation of Ian Miller s report on climate change. There were no public comments. The NPC MRC meeting adjourned at 6:12 (1:59:35 on the audio counter). Compiled by Rebekah Brooks.
