1 ALPHA GAMMA SIGMA SCHOLASTIC HONOR SOCIETY BYLAWS OF THE COLLEGE OF MARIN ALPHA SIGMA CHAPTER Section 1 - Name ALPHA GAMMA SIGMA, INCORPORATED (Amended September 2012) ARTICLE I. NAME AND MISSION This chapter shall be known as the Alpha Sigma chapter of Alpha Gamma Sigma, Inc., the California Community College Honor Society (hereafter referred to as ΑΓΣ). Section 2 Mission The mission of the organization shall be to foster, promote, maintain, and recognize scholarship among the students of College of Marin, as well as service to ΑΓΣ, the College of Marin and the community; to develop programs offering cultural, social, and enrichment experiences; to promote service to the college and the community; and to emphasize the development of leadership, character, and good judgment. Section 1 Application for Membership ARTICLE II. MEMBERSHIP A. Punctual applications must be submitted by the end of the sixth week of the semester B. Late applications must be submitted by the end of the eighth week of the semester C. Applicants must provide their name, phone number, student ID number (M00 number) mailing address, address, cumulative grade point average (GPA), number of completed units, and attached dues. D. All applications are subject to approval by the Board and/or Faculty Advisors. Section 2 - Initial Membership A community college student is eligible for initial membership by completing 12 semester or 18 quarter units in a maximum of 3 semesters or 5 quarters at any institution of higher education and having a cumulative grade point average (G.P.A.) of at least No units acquired more than two years prior to application for initial membership shall be used prohibitively. Students must also be currently enrolled in a minimum of 6 units at the College of Marin. 1

2 Section 3 - Temporary Membership All life members of the California Scholarship Federation and those who graduated with a minimum G.P.A. of 3.50 at the high school level shall be invited to become temporary members during their first semester in a community college and shall have, upon payment of dues, all the privileges of membership except that of holding elective office. Section 4 - Continuing Membership An initial or temporary member may obtain continuing membership by: A. Achieving for the previous semester or quarter not less than a 3.00 GPA in courses at the community college district, AND B. Maintain a cumulative GPA of 3.00 or better. C. Continuing members will receive one semester grace if the member s semester GPA falls below 3.00, but their cumulative GPA is 3.00 or above. There shall be no two consecutive grace periods. In the event that a student takes all classes credit/no credit, then that semester will count as the grace period if they are a continuing member. D. Continuing members must reapply for membership each semester. E. A continuing member shall be entitled to wear the officially adopted silver pin of the organization. Section 5 - Permanent Member Student members may apply for permanent membership during the semester in which they complete a minimum of 60 semester or 90 quarter units in degree appropriate courses with at least half of them completed at a community college. Applicants with as few as 54 semester or 81 quarter degree appropriate units may be eligible for permanent membership provided they have enough units graded CR to make up the required total. Applicants must also meet the requirements of Paragraphs a or b below: a. The member has maintained a cumulative GPA of 3.50 or better in all recognized college work and has been a member of ΑΓΣ, Inc., for at least one term OR b. The member has maintained a cumulative GPA of 3.25 or better in all recognized college work and has been a member of ΑΓΣ, Inc., for at least two terms. A. In determining eligibility, units must be counted beginning with those most recently completed and going back chronologically until the number of units is reached. If any units from a semester (or quarter) are used to establish eligibility, all units in graded courses on that and all intervening transcripts must enter into the calculation of the G.P.A. B. Any course completed two years or more prior to application for permanent membership, whether at a community college or other institution, shall not be used to prohibit any person from becoming a permanent member, provided these units are not used to meet the minimum number of required units. 2

3 C. Permanent membership is not granted automatically. Student members must apply for this status through their chapter s advisor(s), who determine(s) the eligibility of applicants. D. No chapter may grant permanent membership status unless it meets the criteria of a chapter in good standing. After reinstatement of a chapter s good standing status, any of its members who had been denied permanent membership because of the lack of good standing may reapply. E. Continuing members with permanent membership status will not be expected to pay state membership dues. F. Any permanent member shall be considered an alumni member. G. Only persons who qualify for permanent membership shall be entitled to receive the Alpha Gamma Sigma Permanent Membership Certificate. H. A permanent member shall be entitled to wear the officially adopted gold pin of the organization. I. Permanent members shall be entitled to wear gold stoles upon graduation from a community college. Section 6 Membership Requirements for Scholarship A. Members who are currently in a grace period may not apply for scholarship. B. Applicants must have a cumulative GPA of 3.00 or higher. C. No members of a chapter may apply for scholarships unless that chapter meets the criteria of a chapter in good standing. ARTICLE III. MEMBERSHIP REQUIREMENTS Members must fulfill the following specifications before the announced deadlines for membership requirements: A. Completion of a minimum of 16 community service points B. Completion of a minimum of 14 ΑΓΣ service points C. Completion of a minimum of 6 community involvements points D. Completion of a minimum of 6 college and cultural activity points E. Attend all of the general meetings. If a member is unable to attend a meeting he/she must watch a video of the meeting found on our website, and submit 5 key points from throughout the video. In order to have the notation marked on members transcripts they must have either attended all of the general meetings or submitted the key points from the meetings in which they have missed to the chapter s address, F. Members who do not complete the requirements above by the assigned semester deadline will not be eligible to receive the notation on their transcript and will not be considered active members. 3

4 Section 1 Officers ARTICLE IV. OFFICERS, ELECTIONS, DUTIES The elected officers of the Alpha Sigma Chapter shall: A. Consist of a president, vice-president, secretary, treasurer, inter-club council representative, web and technology coordinator, service events coordinator, social events coordinator, publicity coordinator/artistic director, and TAD coordinator (only available during the Spring semester.) B. Maintain at least one official office hour per week, which will be posted on the Alpha Sigma office door. C. Remain in contact with the board and advisors throughout the semester. D. Attend the mandatory weekly board member meetings and two of the four bi-monthly general member meetings. E. Fulfill their position responsibilities as outlined in section 2. F. No elected officer shall hold concurrent office or serve on any budget advisory committee in any other club or organization on the College of Marin campus. Exceptions may be made on a case-by-case basis and must be approved by a unanimous vote by the current elected officers. This vote may be revoked should a conflict of interest arise later. G. Should amendments need to be made to any bylaw or to transact organizational business, a quorum of half of all board members must be present to vote. A majority of the quorum is necessary to amend or make changes. Section 2 - Duties of Elected Officials A. The President shall: a. Appoint committees and committee chairs as necessary. b. Prepare the agenda for each meeting in cooperation with the vice president and secretary. c. Have the right, but not the duty to serve as ex officio member of all committees. d. Call special meetings when necessary. e. Perform other duties applicable to the office of president. f. Update and maintain club bylaws and points guidelines. B. The Vice President shall: a. Assume the duties of President in the absence of the latter. b. Assist the President and other board members when needed. C. The Secretary shall: 4

5 a. Record and publish minutes of all meetings. b. Maintain correspondence for the chapter. c. Prepare and publish the agenda for every board member meeting in cooperation with the President and Vice President. d. Perform other duties appropriate to the office of Secretary as designated by the President. e. Act as chapter historian. f. Make sure that all active members have completed their point requirements. g. Provide point sheets to ΑΓΣ Advisors for scholarship consideration in a timely manner. h. Provide a final count of all active members who have completed their points to the advisors at the end of the semester. D. The Treasurer shall: a. Deposit and withdraw money from the Alpha Sigma accounts as directed by the board. b. Keep accurate ledgers of all monies received. c. Pay bills for the Alpha Sigma chapter. d. Keep the board up to date on the financial status of all accounts. E. The Inter-Club Council Representative shall: a. Regularly attend meetings of the Inter-Club Council (ICC). b. Act as Alpha Sigma s voice at all ICC meetings and events. c. Update the board on ICC issues and developments. F. The Web and Technology Coordinator shall: a. Update our website, with up-to-date information on upcoming events, meeting times, etc. b. Videotape all of the meetings and upload them onto our website. c. Work with emerging technologies to keep ΑΓΣ technologically up to date. G. The Publicity Coordinator/Artistic Director shall: a. Promote awareness of ΑΓΣ on campus and in the community. b. Solicit new members through publicity campaigns. c. Create posters and flyers announcing upcoming meetings and events. d. Promote ΑΓΣ events on campus. H. The Social Events Coordinator shall: a. Organize and plan all aspects of social events. 5

6 b. Keep records of who attended social events and how many points they earned. I. The Service Events Coordinator shall: a. Organize and plan all aspects of service events. b. Research volunteer opportunities in the community, to provide opportunities for members to take part in. c. Keep records of who came to service events and how many points they earned, and submit the records to Secretary after each activity is completed. d. Update a list of independent community service opportunities students can participate in. J. The Fundraising Coordinator shall: a. Research fundraising opportunities, both on campus and in the community. b. Organize and plan fundraising events for members to partake in. c. Keep records of who came to fundraising events and how many points they earned, and submit the records to the Secretary after each fundraising event is completed. d. Work with the Treasurer in counting all monies earned after a fundraiser. K. The TAD Coordinator (Spring Semester ONLY) shall: a. Plan all aspects of the annual Teacher Appreciate Dinner (TAD.) b. Promote TAD. c. Solicit restaurants in the community for donations for the dinner. d. Keep track of the TAD budget and all reimbursement expenses for the event. e. Keep records of who came to the TAD, who assisted in setting up the events, as well as who assisted with cleaning up the event, and submit the records to the Secretary after the event is over. L. The Newsletter Editor in Chief shall: a. Be in charge of corresponding with a newsletter committee in order to get articles completed in a timely manner b. Be in charge of editing all articles that will be published to make sure they are free of grammatical errors and that the content is appropriate to send to the board of trustees, college president, and various faculty members Section 3 - Election of the Board A. The election of the Board Officers listed above (in Section 2) shall take place at the final general meeting each semester. B. Election requires a majority vote of all present active members. 6

7 C. Terms of office shall be for one semester. D. One person may fill no more than one office simultaneously. E. You must have been an ΑΓΣ member for one semester prior starting your position as an ΑΓΣ board member. Exceptions may be made on a case-by-case basis and must be approved by quorum of the current elected officers in such cases of replacement. F. Shall a board member drop out and need to be replaced; the President may appoint a general member to fill the position. Should the President choose not to appoint a general member an election will be held. Section 4 Removal of a Board Member Shall a board member not be fulfilling their duties the following procedures must be followed. 1.) The President shall meet with the individual and an advisor and give them a warning and review their job description with them. 2.) The President shall meet with the individual and an advisor and come up with a plan of action on what the board member needs to do in order to stay in good standing and keep their position. A deadline will be met with expectations written out and the President, advisor, and board member will all have to sign and date the form. 3.) If the expectations are not met by the deadline established the board member will have to resign from his/her position. ARTICLE V. AMENDMENTS TO THE BYLAWS Section 1 - This revision supersedes all previously adopted bylaws of Alpha Sigma. All chapters' bylaws must be in agreement with the state bylaws; therefore state chapter bylaws changes supersede this document. Section 2 - Amendments to these bylaws may be initiated quorum of at least half of the board members. At which point half of the board members are president the majority decision will take effect. 7
