2 Jefferson County Public Health Public Health Director 1 JEFFERSON COUNTY Located in the North Olympic Peninsula on the Northwest tip of the continental US, Jefferson County stretches 2,100 square miles from the Pacific Ocean to Puget Sound. The Olympic Mountain range goes through the center of the county, with national and state parks scattered throughout the land. Port Townsend is the center of this vibrant rural community with an active arts and tourism scene, maritime recreation, and diverse economy. A full time population of 30,000 citizens call Jefferson County home. COUNTY GOVERNMENT Jefferson County is governed by a Board of three County Commissioners, representing different geographic areas. There are several separately elected officials as well as six County departments with Directors appointed by the County Administrator. BOARD OF HEALTH The Jefferson County Board of Health is composed of the three County Commissioners, a representative of the City of Port Townsend, a Jefferson Healthcare Hospital Commissioner, and two citizens. The Jefferson County Board of Health governs JCPH (the Local Health Jurisdiction), sets Public Health priorities, and works with the department to provide services and build catalyst partnerships for a community plan. THE DEPARTMENT Jefferson County Public Health is a productive department within the government of Jefferson County. With a dynamic management team and supportive staff, JCPH comprises Community Health, Environmental Health, Water Quality, and some human services, including Developmental Disability support. Services are provided throughout Jefferson County. The Department also manages contracts for local vendors.

3 Jefferson County Public Health Public Health Director 2 PUBLIC HEALTH DIRECTOR The Public Health Director plans, directs and evaluates work for JCPH. This is in coordination and collaboration with community partners in Jefferson County. Works with the Health Officer, Board of Health, the County Administrator, Behavioral Health Boards and the Public Health managers in the development and management of community health programs and procedures to accomplish local, state, and federal public health goals and policies. Salary: Starting salary $71,893 - $96,618 annually, DOQ, Hours: 40 hours/week, may include evening or weekend hours. Status: Exempt, full-time, with benefits. Closing Date: open until filled: First review date: February 16, COMMUNITY HEALTH DIVISION Current services include epidemiology, community assessment, communicable and chronic disease prevention, family support services including Women Infants and Children (WIC), Nurse Family Partnership (NFP), and support for children with special health care needs. Additional local services include family planning, immunizations, international travelers clinics, school nursing, and school based primary clinics. All Community Health services are provided throughout the county by JCPH or in partnerships with Jefferson Healthcare, schools, or other vendors. The Community Health operating budget is $1.9 million. ENVIRONMENTAL HEALTH DIVISION Director of Environmental Health, Water Quality Manager, and staff. The Environmental Health Division of JCPH manages a drinking water program to review water availability and quality, a solid waste program that permits and monitors the performance of waste facilities, a liquid waste program that reviews, issues, and monitors septic permits and systems, a food program that licenses and inspects food services, monitors shellfish quality and licenses public pools and spas. The Water Quality team monitors the health of marine waters and shellfish, and a Conservation Futures program that preserves open space, working farms, and habitat.

4 Jefferson County Public Health Public Health Director 3 CANDIDATE PROFILE JCPH is looking for a motivated individual with a strong background in public health, skilled at working in teams and building partnerships with the goal of developing and managing innovative, evidence-based, and culturally appropriate public health services within communities. The ideal candidate will: Provide assistance to the Board of Health (BOH) in formulating policies and making decisions on Public Health within the County. Perform policy development and program design with identified goals. Provide financial management and resource allocation: direct management team and financial staff in budget development, monitoring, tracking, reporting and expenditure approval of Department and Division budgets, to assure appropriate use of public funds, and ensure that contractual obligations are met and the Department and County goals are achieved within available resources. Perform strategic planning with the BOH to identify local health needs using statistics and local health data. Policy is set by data and quality review process. Community Health Improvement process is ongoing work of the Public Health Director. Meet with community to improve outcomes in local systems. As a key leader, the Public Health Director is responsible for working to improve the Health of Jefferson County residents, know local data & build partnerships. They are also administering, planning, organizing, directing, and evaluating the programs, services, and policies of JCPH with the Health Officer, Board members, and the County Administrator. This person works to develop and manage public health programs and procedures to accomplish local, state, and federal public health goals and policies.

5 Jefferson County Public Health Public Health Director 4 QUALIFICATIONS Knowledge of Public Health and how other systems interface: healthcare, health care reform, behavioral health organizations and local needs, natural resource agencies, developmental disability service system, environmental health and substance abuse services systems in Washington State. Ability to build a team of skilled professionals who can respond to public health emergencies or emerging issues as well as maintain an on going local system. Ability to read and write common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write/track grants, speeches and articles for publication in a professional manner. Ability to effectively prepare and/or direct preparation of strategic plans, reports and budgets to management team and County, public, and/or boards. Knowledge of laws, management, and administrative practices. REQUIREMENTS Master s degree in Public Health or related field; or combination of related undergraduate education and experience that equates to a master s level degree and five (5) years of progressively responsible and relevant duties including at least one (1) year as manager of discrete work unit with direct responsibility for performance of a team and/or individual subordinates; or equivalent combination of education and experience.
