2 Invitation from session planner, Dr. Steve Patterson: Continuing Dental Education & training opportunities that focus on the interests and needs of the public health workforce are limited and hard to find. Here in Alberta, a longstanding tradition exists at the University of Alberta, of providing quality training and learning opportunities designed to enhance the work and practice of dental public health professionals. Our last such training session was two years ago in Calgary. We invite you to participate in the 13 th Alberta Dental Public Health Training sessions, designed for improving the work of our dental public health workforce. These sessions designed at reasonable cost for the participants, are to be held this year in Edmonton, at the University of Alberta on May 8-9. This year features our keynote speaker, Dr. John Featherstone, Dean of the School of Dentistry, University of California, San Francisco, who is a world-renowned researcher on Caries Management by Risk Assessment (CAMBRA), as well as a group of other excellent presenters and topics. As a special support to members of the Canadian Association of Public Health Dentistry (CAPHD) we offer the early-bird registration to you. We hope to see all of you in Edmonton at the University of Alberta, on May 8-9 th as our ability to continue to offer such valuable training to dental public health depends on the ongoing support for these events! 5 Speakers: Dr. John D. B. Featherstone, Ph.D, Dean and Distinguished Professor, School of Dentistry, University of California San Francisco Dr. John Featherstone is Dean of the School of Dentistry at the University of California, San Francisco (UCSF) and Distinguished Professor of Preventive and Restorative Dental Sciences. He holds a Ph.D. in chemistry from the University of Wellington (New Zealand). His research over the past 38 years has covered several aspects of cariology with emphasis over the last 15 years on caries management by risk assessment. He has received numerous National and International awards, most recently the Norton Ross Award for excellence in clinical research from the American Dental Association (2007). He has published over 240 papers. He is a Fellow of the American College of Dentists. Dr. Peter Cooney, BDS, DDPH, MSc, FAGD, FRCD(C), Chief Dental Officer of Canada Dr. Peter Cooney completed his Specialty, Masters and Fellowship in Community Dentistry. He joined Health Canada in 1991 and worked with the First Nations and Inuit Health Branch (FNIHB) in Manitoba Region. In 1997, he became the National Dental Officer of the Medical Services Branch (now the First Nations and Inuit Health Branch or FNIHB). From 1999 to 2003, he was the Director General of the Non-Insured Health Benefits Division of FNIHB. Dr. Cooney is a past President of the Canadian Association of Public Health Dentistry and a former Chief Examiner for the specialty of Dental Public Health with the Royal College of Dentists of Canada. He was appointed Chief Dental Officer of Canada in October 2004 and is on the Executive of the International Chief Dental Officers Public Health Section of the FDI - World Dental Federation. Dr. Luke Shwart, DMD, MBA, Dental Public Health Officer, Alberta A 1976 graduate of the University of Manitoba, Dr Shwart first practiced in Winnipeg, and in 1980 joined Calgary s Dental Public Health program as a clinic dentist. He started managing the program in 1997, and helped coordinate Calgary's Early Childhood Caries Conference in In 2009 he became Dental Public Health Officer for Alberta Health Services. Dr Shwart also serves on the Commission on Dental Accreditation of Canada, and is a former President of the Canadian Association of Public Health Dentistry. 5

6 Dr. Ed Peters, DDS, MS, dip ABOMP, FRCD(C), University of Alberta Dr Peters is Professor and Head of the Division of Oral Pathology, Oral Medicine and Radiology as well as the Infection Control Officer in the School of Dentistry, University of Alberta. He has served for the last 9 years as the dental representative on the Alberta Expert Review Panel for Blood Borne Infections in Health Care Workers. His research interests are in clinical pathologic studies of oral disease and infection control. He is active in publishing or presenting continuing education courses and scientific presentations at the provincial, national and international levels. As well, he participates in the histopathologic diagnostic service of the Oral Pathology Laboratory and maintains a busy part-time clinical consultation practice in Oral Medicine. Dr. Melissa Potestio, BSc, MSc, PhD, Alberta Health Services Dr. Melissa Potestio has a PhD in Population Health/Health Research, a Master s degree in Epidemiology/Health Research and a Bachelor of Science in Biomedical physiology and kinesiology. Dr. Potestio was a scientist in Research and Innovation, Population and Public Health from 2011 to 2013 but recently became the Assistant Scientific Director for the Critical Care Strategic Clinical Network, Alberta Health Services. In addition to her role at AHS, Dr. Potestio is an adjunct assistant professor in the department of Community Health Sciences, University of Calgary. Dr. Steve Patterson, DDS, MPH, Cert. Addiction Studies, University of Alberta Dr. Patterson graduated from the University of Alberta (DDS 1986), the University of Washington (MPH 1996) and completed a Certificate in Addictions Studies (2001). He is Associate Chair (Academic), School of Dentistry, Faculty of Medicine & Dentistry, University of Alberta and has received the W.W.Wood Award for Excellence in Dental Education (2005) and the Bisco National Dental Teaching Award (2013). He also received the Barb Tarbox Award of Excellence (2012) for work in tobacco reduction. Dr. Patterson is an Associate Dental Public Health Officer for the Province of Alberta, a consultant dentist for First Nations Inuit Health, Alberta Region, and has been a past President of the Canadian Association of Public Health Dentistry. 6

7 Presentations: KEYNOTE PRESENTATION Caries Management by Risk Assessment In the Public Health Environment Dr. John Featherstone, Friday a.m. This presentation will summarize the science behind the caries balance concept, which is the key to caries management by risk assessment in clinical practice in the public health environment. If pathological factors prevail caries progresses. If protective factors prevail the caries process is halted or reversed. Pathological factors, including acidogenic bacteria, salivary dysfunction, and dietary carbohydrates are related to caries progression. Protective factors, which include antibacterials, salivary calcium, phosphate and proteins, salivary flow, and fluoride in saliva can balance, prevent or reverse dental caries. Remineralization is the natural repair mechanism for non-cavitated carious lesions. The course will describe the tools to implement caries management by risk assessment. Implementation in dental practice provides patients with genuine hope and success in the management of their oral health. Benefits to participants: 1. This course will provide the knowledge and skills to manage dental caries, especially in high-risk individuals who keep returning for further restorative work. 2. Participants will be able to put the knowledge they learn into practice on their next office day for the better oral health of their patients. Educational Objectives: 1. To understand the process of dental caries as an infectious and transmissible disease. 2. To learn about the pathological and protective factors related to caries initiation, progression and prevention. 3. To understand the principles of clinical intervention in the caries process, and how to put this into dental practice. OTHER PRESENTATIONS Why Oral Health is an Important Public Health Issue? Dr. Peter Cooney, Thursday a.m. This session will look at a public health approach regarding access to preventive, health promotion and treatment services for the general population and also vulnerable groups. The availability of successful preventive interventions and different treatment options is crucial to improve the oral health status of populations and individuals. We will discuss practical examples of how different approaches will allow for decisions which can be translated into health improvements. The importance of oral health in maintaining good general health will be discussed and similar risk factors which influence different oral and general diseases will be considered. Some examples in different areas of Canada will examine the importance of access to care in managing and providing service in dental programs. 7

8 COHI in the Alberta Region: Preventive Service Model for First Nations Dr. Steve Patterson, Thursday a.m. The Children s Oral Health Initiative is a federal prevention program designed for First Nations and Inuit populations. It is based on a population based approach to prevention in the Alberta Region. This presentation will consider the basis for this population approach, the current implementation of this program in the Alberta Region and consider opportunities for collaboration in the prevention of dental disease between federal and provincial programs. Provision of Preventive Dental Services Through Alberta s Oral Health Action Plan Dr. Luke Shwart, Thursday p.m. In 2010 AHS Executive approved the Oral Health Action Plan, which outlined evidencebased strategies to prevent dental disease among Albertans who are vulnerable and disadvantaged. This presentation provides an update, including facts and figures about the accomplishments, and a forecast of how the plan should evolve in the future. "Use of MediTech Oral Health Database for Dental Public Health Services" Tracey Hanson, Kristen Becker, Thursday p.m. This presentation will share learned lessons and initial field experiences related to the use of the Meditech Database for recording and documenting dental public health services in the South Zone of Alberta Health Services. This information will be shared by those who have had first-hand experience with this computer program. Pampalon Deprivation Scales: Informing the School Targeting Process Dr. Melissa Potestio, Dr. Steve Patterson, Thursday p.m. The Pampalon Index is based on the work describing a material and social deprivation index for health planning in Canada. This presentation will consider the concepts used in this index of deprivation, the methodological aspects of the index, how it has been used in Alberta Health Planning and recent work to apply this to targeting of dental public health services. Dental Infection Prevention and Control: Review of the Key Issues Dr. Ed Peters, Friday p.m. This presentation will present the principles and practical issues underlying infection prevention and control (IPC) in dentistry. The evidence basis and the significance of the precautionary principle in the evolution of dental IPC guidelines will be discussed. What s the Right Thing to Do: Is There a Different Ethic for Public Health? Dr. Steve Patterson, Friday p.m. Dental professionals are governed by both explicit and implicit codes of behaviour. Most professional organizations have written Codes of Ethics, which for the majority speak to the professional-patient relationship. Public health is a distinct specialty and unique mode of practice that calls for its own ethical behaviour. This presentation will investigate the expectations of public health ethics and how this intersects and sometimes conflicts with the traditional biomedical codes of ethics that deal with individual interactions. 8
