1 Webelos Outdoor Weekend 2016 Pack Leaders Guide Sept 23 rd 25 th, 2016 Camp James Ray Scout Reservation Calling all WEBELOS! Come and spend the weekend with more than 400 other Scouts and Scouters from Eagle Trail District up at beautiful Camp James Ray. The adventure will start at 5:00pm on Friday, September 23 rd and continue non-stop until 9:00am on Sunday, September 25 th. Camp James Ray Scout Reservation is located on the shores of Lake Texoma, only about 60 miles from Allen. You should be able to simply type Camp James Ray into your smart phone to find it. The official address is at Camp James Ray Scout Reservation, 71 Camp James Ray Road, Pottsborro, Texas. Webelos Outdoor Weekend (WOW) is an awesome opportunity for Webelos (and their parents) to experience some of the fun that they can look forward to once they become Boy Scouts. Simply camping with a boy scout troop will demonstrate how it really is the Scouts, not the adults, who run things. You and your scouts will have the opportunity to set up tents, enjoy a boy-scout cracker-barrel, and help cook breakfast in the morning. The best part of this is that the boy scouts from the troop will be helping your Webelos to learn how to do these tasks and you should be able just stand back and just watch. On Saturday after breakfast and cleanup (yes, you will be amazed as the boys will actually clean up after themselves), the activities will start. The troops will be setting up stations where your Webelos can go and learn about some of the various Boy Scout activities, and just have fun. These activities are expected to include making fire, shooting things, throwing things, eating donuts, playing games, hiking and exploring. Lunch will be provided in order to maximize the Webelos opportunities to see everything. We are looking to provide some OA demonstrations and possibly short hike. And, as if all that is not enough, when the day s activities are done, everyone will return to their campsite where the Webelos will get to help cook dinner and then the night will be topped of with a real Boy Scout campfire program where the Webelos will get to do a fun skit. Cost for all this will only be $15.00 plus food for meals excluding Saturday lunch.

2 Webelos den (pack) registration needs to be done online through the district web site Once again, the cost of participation will be $ per scout/adult. The registration must be completed no later than Sept 19 th, A health history form is required for each Scout and accompanying adult and needs to be brought to check in on Friday night. It is strongly encouraged that you find a troop who is attending WOW and make arrangements to camp with them. They will be able to assist you in planning for this event, and they will be there ready to help you at any time during WOW. WOW is also great opportunity to see the various boy scout troops in action and should make the process of choosing which troop to join easier. You will find that each troop has a different and unique personality. If you need assistance in finding a troop to camp with for WOW, please contact us and we will make every effort to help pair you up with a troop ahead of the event. If you have already made prior arrangements with a troop please let us know. Otherwise, any Webelos / Packs who have not made prior arrangements will be paired with a troop upon arrival. Multiple Packs may be camping with each troop. The Concept and Purpose Keeping with the meaning of WEBELOS (WE will BE Loyal Scouts); Webelos Outdoor Weekend is an outdoor program activity designed to be fun first and aid in the Webelos to Scout transition. As a Boy Scout level camping event, Webelos are invited to spend the weekend in a Boy Scout led environment. This camping weekend will showcase the Boy Scout tenants of a boy-led troop and the patrol method of scouting. It will also help the Webelos work towards their Arrow of Light as they camp overnight and participate in the various Boys Scout activities. These activities will include BB guns, Fire building, Tomahawks, Sharp Instruments, knot tying and games, religious services, campfire program and more. By the end of the weekend the goal is for the Webelos to be very excited that they are about to become a Boy Scout. This is a great opportunity to visit and see troops in the Eagle Trail District. Packs are strongly encouraged to work with a troop near their pack and arrange to camp with that troop. Since Webelos and their parents will be there it is a great chance for both to see how the various troops function and to make it easier to find a troop which is a good fit for both the boys and adults. Who - Every Webelos I and II and his Parents Every Webelos (Webelos 1 and II) in the Eagle Trail District is invited to attend Webelos Outdoor Weekend. All Webelos Dens participating will be camping with a Boy Scout troop and each participant will receive a cool looking boy scout patch. Since this is an official Boy Scout Campout the National BSA guidelines do not allow Tiger, Wolf and Bear Cub Scouts or siblings to camp overnight. They are welcome to come up to camp on Saturday and see the various activities and enjoy the campfire, but they will have to make their own arrangements for lunch and dinner.

3 Although the structure is different from Cub parent weekend campouts, BSA policy still requires an adult to accompany each Webelos Scout. Parents are also invited to either just spend the day or to camp with their sons. Webelos will be under the supervision of their parents/guardian or designated adult. Packs are responsible to make sure they maintain two deep leadership. Each pack/den is requested to partner with a troop prior to the event who will act as their host. The Schedule Webelos Scouts will begin site preparation Friday night to be ready for the Webelos Saturday s program. Friday, between 5:00 PM and 9:00 PM is scheduled for Pack sign in and camp setup. The flag ceremony will open the events on Saturday morning at 8:45 AM at the flagpole near the activity Center. Between 9:00 AM 4:30 PM Bear/ Webelos will rotate to Scout skills hands on activities. The camp wide campfire will start on Saturday night at dusk, approximately 8:30 PM with Troop, Pack and Den skits. Scouts (and adults) will want to get a good night's sleep because Webelos Dens will start preparing breakfast at 7:00 AM Sunday. Closing ceremonies will begin at 9:15 AM. A more detailed agenda and camp information will be available upon check-in. 4 Leadership Bear/ Webelos Scouts must be under adult supervision at all times. The welfare of the individual Scout is the direct responsibility of the adult leaders. It is the leader s responsibility to control the actions of their Pack, and organize free time activities for the boys. All Scouts and adult leaders must be registered with Eagle Trail District. Be friendly, courteous, patient, helpful, and considerate to the boys, parents, and staff members. The area you occupy is your Camp Home for the weekend. Pack Leaders should participate with their boys in all camp activities, such as openings, closings, religious ceremonies, campfire, and special events. Logistics Each Pack will need to furnish their own food, as well as equipment for preparing their meals unless they coordinate with the Troop with which they are camping. The key here is that food (for all meals except for lunch on Saturday) is the responsibility of each unit, and will not be supplied by the district. Dishes and other washing must be done in the campsite. Latrine Bathroom sinks are for hand washing only. Stoves and lanterns using propane fuel may be used with adult supervision. Only propane or self starting charcoal may be used. The use of Coleman fuel, white gas, gasoline, or charcoal lighter fluid is prohibited for this event. Each Pack is to perform a Cub Scout BSA approved skit at the campfire.(the troop you are camping with will be glad to help with this if you need ideas) Please note that you may be sharing accommodations (tent sites) with other units so that we can serve more Scouts. Vehicles Units are allowed to bring one vehicle down to camp Friday night / Sunday morning for unloading/loading only. Vehicles will require a Camp Pass to remain in the camp. There will be NO vehicles allowed in the camping or program areas on Saturday expect for those required by the staff. If you arrive on Saturday you will have to walk your equipment down. Suggestion: If you will be arriving on Saturday, work out with one of the adult in your pack arriving Friday night to bring the bulk of you gear with them on Friday evening. Saturday arrivals will NOT be allowed to drive down to ensure safety of the scouts. 5 Fires Do NOT leave fires unattended; when extinguished, it must be cold to the touch. Campsites are assigned to assure complete use of campsite space. Fire rings are shared, which can be a fun way to meet people. Fires can only be built in the established fire rings, no ground fires outside the fire rings. Do NOT move the fire rings. Do NOT build new fire rings. Do NOT dig holes for fires or grease pits. Each Pack provides its own fire protection. If a Fire Ban is in effect, only propane stoves are allowed for meal preparation. What to Bring? Webelos Scouts and their parent are advised to bring their Scouting Spirit!, as well as their tent, sleeping bags or bedding supplies, a towel, basic toiletry articles, water in a jug or thermos, a warm jacket and gloves, insect repellent, a flashlight, rain gear, as well as comfortable clothes, a hat, sturdy shoes and socks. The Class A Webelos uniform is to be worn at all opening and closing ceremonies and religious services. Remember, that weather can be unpredictable and you should prepare your Pack for a rainy weather camping experience. Do NOT bring alcoholic beverages, archery equipment, axes and/or hatchets, firearms, fireworks, glass containers, sheathed knives or pets. INSECTS AND POISONOUS PLANTS As always, be prepared to defend yourselves against mosquitoes, chiggers, and ticks. You should also come prepared to treat poison ivy.

6 >>>Camp Rules<<< 1. ALL units MUST CHECKIN with the registrar upon arrival where you will receive information concerning areas available for camping. 2. No personal vehicles in Camp. 3. ALL vehicles must be parked in parking space for safe emergency evacuation and must remain in DESIGNATED parking areas during the weekend program. Roads must be kept clear for emergency vehicles. 4. If you need to leave the campgrounds for any reason you must notify the Staff. 5. This is a tent camping weekend. No RV s, campers or tent trailers. 6. No younger siblings are allowed in camp for program participation or the overnight stay. 7. No electronics such as video games, CD, mp3 or tape players, laser pointers, radios [non-- communications], etc. Enjoy nature and let others enjoy it too. 8. ALL fires will be in established fire circles only and must be attended and thoroughly extinguished before leaving camp. 9. No brush gathering or timber cutting will be allowed. 10. All units MUST have their campsites inspected prior to check out by the before leaving. 11. Deposit all camp garbage in the dumpsters located by Dining Hall and near the camp office in regular garbage bags and tie off the openings. 12. No dishwashing in outdoor pumps, bathrooms or spigots. 13. NO ONE is allowed in or near the lake. Fishing is allowed during free time with adult supervision only. Poles, hooks and bait must be provided by participants. ANYONE in the lake will be escorted from camp and will not be allowed to return. NO REFUNDS! 14. ALL ACCIDENTS AND INJURIES MUST BE REPORTED TO THE FIRST AID STATION AND/OR RANGER IMMEDIATELY! 15. ALL spare propane tanks must be stored and locked in your vehicles. National Policy on the use of fuels must be followed. 16. Scouting is a smoke free environment. Youth may not use tobacco in any form. No Smoking in the vicinity of any youth or inside of any structure is allowed; adult smoking must be done away from all participants. All evidence must be removed by the adult and kept off of camp grounds. 17. NO FIREARMS [including pellet, bb and paintball guns] or FIREWORKS of any type are allowed in camp. 18. NO ALCOHOLIC BEVERAGES ARE ALLOWED AT BSA EVENTS! 19. ABSOLUTELY NO PETS ARE ALLOWED! other the appropriately licensed service animals 20. Please Be Courteous. Don t cut through other people s campsites and stay on designated trails. NO SHORTCUTS! 21. Do A Good Turn by doing a service for the camp. For example, pick up garbage that you may see. 22. Scouts must use the buddy system while in camp when not accompanied by the guardian. 23. If a scout and an adult are sharing one tent, then the adult must be a parent or guardian of the boy. Adults sharing tents with youth is discouraged. 24. NO ONE IS TO RIDE IN THE BACK OF A PICKUP. You must have seatbelts for each person in the vehicle. 25. The MAXIMUM speed in camp is about 10 miles per hour. If there are youth around then one must drive NO faster than walking speed (about 3 MPH). 26. Instructors on the BB and Archery range have a heavy responsibility for your child s safety. They can and will ask anyone that is not serious to leave the area. Please help them to keep the ranges safe. 27. Remember that we are here for the boys and that we must let them have fun

Sheath Knives NOBODY needs these, nor will they be allowed in camp. Electronics Games, Radios, TV s, Toys, etc. (please leave them in the vehicles) Fireworks or Noise Makers Miscellaneous NO bats, hardballs or other items that could cause harm. Please check in no later than 9pm so the unit leader can attend the Leader s meeting that night and the unit can complete campsite setup prior to lightsout. Webelos check in between 5pm & 8pm on Friday evening OR Saturday Morning prior to 8:30 AM am. 9 Units can checkout anytime Saturday night before or after the campfire (up to 10pm) or on Sunday morning after the Scout's Own Service. All campsites must be vacated by noon on Sunday.
