1 Central Pollution Control Board Parivesh Bhawan, East Arjun Nagar Delhi Tender Notice C-12014/62/2007-Tech Dated: March 04, 2011 To Sub: Quotation for Supply and Installation of Data Recovery software. in Central Pollution Control Board, Parivesh Bhawan, Delhi Sir, Sealed Quotations are invited on behalf of Central Pollution Control Board from a reputed and experienced IT firm/company for supply and Installation of Data Recovery software. CPCB is interested in purchasing the software having the following capabilities: A. Recovery : 1. Windows Data Recovery : Software should offer wide range of Windows data recovery to recover and restore lost data from deleted/formatted Windows FAT & NTFS Partitions. 2. Linux Data Recovery : Software should recover lost Linux files from Redhat Linux. 3. MSSQL Database Repair : Software should repair corrupted.mdf files, tables, views, indeces, trigger and stored procedures. 4. Word Repair : Software should repair damaged DOC, DOCX, DOT, DOTX files of Microsoft Word. 5. Excel Repair : Software should repair Excel FIX recovers cell data from corrupted MS Excel files, all modern versions including 97, 2000, XP, 2003 and Power Point Repair : Software should repair/recover content from a severely damaged ppt, pptx, etc files. 7. Access Repair : Software should repair access database on MS Access 97, 2000, 2002, XP, 2003 and 2010.

2 8. CD/DVD data Recovery : Software should recover corrupted files from CD and DVD, It should fast scan disk sectors, rescue the damaged files and copy the correct data to hard disk. 9. Outlook Express Repair : Software should repair Outlook Express folders if these are damaged or corrupted. 10. Outlook PST Repair : Software should restore destroyed or damaged PST files of Microsoft Outlook mail client included into the Microsoft Office package. 11. BKF Repair : Software should repair corrupt bkf files created using NTBackup.exe, Veritas Backup.exe or any other backup solution. 12. ZIP or RAR Repair : Software should fix CRC errors in.zip and.rar files, so that data can still be uncompressed in ZIP or RAR. B. Compatible: The software should be compatible with Windows 7, Vista, XP, Server 2000, 2003 and Should Support MS Exchange Server 5.5, 2000, 2003, 2007 and 2010 The admin license should be provided for multi-users for lifetime. You are requested to submit your quotation based on our terms & conditions as set forth hereunder: C. Terms & Conditions: 1. Only those companies which have ISO 9000/2008 Certification shall submit the quotations. Copy of valid certificate should be attached, without certificate, financial bid will be rejected. 2. Company should have well established Service Centre at Delhi, proof to be attached.. 3. The Company should have supplied Data Recovery Software to Government Departments, Banks and Public Sector Units. A proof of executing such supply orders to any three Departments/ Banks/ PSUs shall be enclosed alongwith the bids and names, phone numbers and address of the responsible officials should be provided. In the absence of such information/ documents, the financial bids will not be considered. 4. The quotation has to be accompanied with an EMD of Rs.6000/- (Rs. Six 2

3 Thousand only) as Demand Draft/FDR in favour of Central Pollution Control Board, Delhi. The EMD should be valid for at least six months. The EMD of unsuccessful bidders shall be returned after award of work to successful bidder. The EMD of successful bidder shall be returned after installation of software satisfactorily, however no interest will be paid. Any bid received without EMD will be rejected summarily. 5. The software to be supplied should be upgradable for all kinds of data recovery under the future version of Operating System and other software. The bid should include the upgradation cost for next two years & support as and when 6. The price should be quoted as per specification, price bid format attached at Annexure I 7. The payment will be made after receipt of invoice (in duplicate) and successful supply & installation of the said software. No advance payment will be made % security (as Performance Bank Guarantee (PBG) of total cost of software supplied excluding Taxes) will be retained for a period of one year. 9. Applicable Taxes shall be deducted at source. 10. Quotation being submitted must be signed by an authorized person representing the company/ firm. 11. You are requested not to erase or mutilate any word(s) or figures occurring in your quotation, bad quotation may be ignored. The overwriting is not allowed. 12. It may be noted that mere quoting the lowest rates will not entitle any firm to get the work order. 13. The Chairman, Central Pollution Control Board reserves the right to cancel any or all the quotations without assigning any reasons thereof. 14. The quotations shall be valid for 04 months from the date of their opening. 15. The terms & conditions, taxes etc. if any, should be clearly mentioned in the quotation. No additional payment will be made in case of any revision/ changes in the terms/ taxes, after the bid is submitted. 16. In the event of any dispute, the decision of the Chairman, Central Board shall be final and binding on both the parties. 3

4 D. Submission of Proposals The proposal should contain quotation and technical proposal. (i) (ii) Quotation should be enclosed in a sealed cover super scribing the words Quotation for Supply and Installation of Data Recovery Software containing Price-bid Format as attached (Annexure I). Quotation should include total cost of the proposal (including taxes etc.) Please note that Quotation should contain filled price-bid in prescribed format only (iii) Technical Proposal should be enclosed in a sealed cover super scribing the words Technical Proposal for Supply and Installation of Data Recovery Software and it should include brief profile of the company, year of establishment; organizational structure; list of relevant projects carried out in last two years and other relevant information. Please note that Technical Proposal should not indicate prices (iv) (v) (vi) (vii) EMD should be enclosed in a sealed cover super scribing the words EMD for Supply and Installation of Data Recovery Software. (Please do not keep the draft of EMD in the envelope containing quotation). Quotation, Technical Proposal and EMD envelopes should be enclosed in a separate sealed cover super scribing the words Quotation, Technical Proposal with EMD for Supply and Installation of Data Recovery Software. The sealed quotation should be dropped in the quotation box kept at reception (ground floor) of Parivesh Bhawan in the name of the Member Secretary Central Pollution Control Board, Parivesh Bhawan, East Arjun Nagar, Shahdra Delhi-32 latest by 3:00 pm on March 21, If required, companies may be asked for demonstration of Data Recovery Software proposed. 4
