Nolenslaan VM Amstelveen The Netherlands tel Leo Huberts (1953) is full professor of Public Administration at the Department of Political Science and Public Administration at the Faculty of the Social Sciences of VU University Amsterdam in The Netherlands, co-director of the department s research program New Public Governance (and the research group on the Quality of Governance), and actively involved in Study Groups on Quality and Integrity of Governance in the International Institute of the Administrative Sciences (as co-chair), the European Group of Public Administration and the Ethics Section of the American Society for Public Administration. Huberts studied Political Science and Public Administration at Nijmegen University, did his PhD at Leiden University at the Department of Sociology on the Influence of Protest and Pressure on Government Policy (finished in 1988), worked at a private research institute afterwards and joined the department of Political Science and Public Administration at VU University Amsterdam in 1990 as assistant professor in public administration. He was appointed as professor in Police Studies and Criminal Justice (sponsored chair) in 1997, as full professor in the Integrity of Governance in 2004 (strategic chair) and as full professor in Public Administration in Research Huberts main areas of research concern systems of governance and power, and the quality, integrity and ethics of governance. He is author or editor of more than twenty books on influence on governmental policy, power theory and measurement, police administration and integrity, public corruption and fraud and on integrity management, including Leo Huberts & Alain Hoekstra (Eds.) Huberts published many articles in journals as Public Integrity, Public Administration Quarterly, Public Administration Review, American Review of Public Administration, Administration & Society, and Crime, Law and Social Change. Huberts participates in the research program New Public Governance of his Department, with a specific responsibility for the Research Group on Quality of Governance he founded in 2002 (then more specifically on Integrity of Governance). This subprogram includes research projects on the amount and nature of political and administrative corruption in The Netherlands, the history of corruption, police corruption and integrity, the strategies and instruments to protect organizational integrity (including the importance of 'leadership'), local, national (and corporate) integrity systems, the relationship between public and private ethics and values and the tensions between what might be called the values of good governance (integrity but also democracy, effectiveness and rule of law). In line with this, the research has developed towards an agenda on the Quality of Governance. Huberts co-founded (2003), co-chaired ( ) and is now member of the Study Group on Ethics and Integrity of Governance of the European Group of Public Administration and is since 2012 founder and co-chair of the Study Group on Quality of Governance of the global association in Public Administration (IIAS). Together with many others he co-organized and co-chaired international conferences on Ethics in the Public Service (Noordwijkerhout 1998), a workshop at the Second Global Forum on Fighting Corruption and Safeguarding Integrity (The Hague, 2001), the First Transatlantic Dialogue on Ethics and Integrity of Governance in Leuven in 2005 (EGPA Study Group together with the Section on Ethics of the American Society for Public Administration), the First Global Dialogue on Governing Good and Governing Well in May 2009 in Amsterdam (VU, EGPA, ASPA and others) and the launching workshop of the IIAS Study Group on Quality of Governance (Amsterdam, 2012). Teaching In the past Huberts teached courses in decision-making theory, the methodology of the public administration discipline, the methodology of measuring political influence, police management and organization, public integrity and the ethics of public administration. Until 2014 he (also) teached the introductory first year courses on Governance and Policy (introduction in Public Administration, 200+ students), now he teaches the master seminar on Theories of Public Administration (120 students) and the post academic course on Quality and Integrity of Governance (with De Graaf). Additionally many lectures and introductions are given at conferences and meetings of scholars as well as practitioners. General Management Huberts has been a member of the management team and research director at the Departments of Public Administration and Organization Science from 2003 until 2009, he became head of that department in 2007 and was afterwards head of the Department of Governance Studies (2009 and 2010). Since September 2013 he is member of board of the Faculty of the Social Sciences (for research; since june 2014 also vice dean).
