Research My research focuses on public governance puzzles with two special interests: regulatory enforcement and inspections, and the relationship between trust and control. Regulatory enforcement and inspections Regulatory enforcement is about influencing behaviour. In my research I apply insights from public management/administration, law, psychology and organization studies to build (and test) theory that improves our understanding of the effectiveness of different regulatory strategies. Activities include: Recent research projects into the dynamics of multiple motivations for compliance, subsidized by the CCV (with van Wijk, VU) and into the role of trust in regulatory policy (with Paauw-Fikkert and Prof. Robben, IGZ). Ongoing is research into trust approaches to regulatory enforcement. Expert to the Peijs Committee who advised the cabinet on a trust approach to regulating business. Editing book Trust in regulatory regimes, with Prof. Verhoest (University of Antwerp). Initiated and co-supervising a group of external PhD candidates researching regulatory enforcement. Their employers facilitate 2 days/week research time. Initiated and designed a post-academic course on Internal and external supervision (intern en extern toezicht). 2
3 Regularly giving lectures and workshops to inspectorates and other enforcement organizations. Trust and control in public governance puzzles As more and more public governance challenges are characterized by simultaneous high complexity and high value conflict, also called wicked problems, extant governance theories fall short. The underlying assumptions of these theories either assume no trust or that trust and control are substitutes: when you trust, you don t control and when you control it signals that you don t trust. In my research I build (and test) theory about the contingencies for control and trust to support each other and the role of trust in collaborative relationships. Activities include: For the Samson Committee, the Verwey-Jonker Institute and VU researched the governance arrangements for dealing with (risks of) sexual abuse of children in government care. Through master assignments and master theses analysed a wide range of different tasks performed by street-level bureaucrats, among others inspections (with Bannink, VU). Current project on role of teams in street-level work. Performed research for STOWA on collaboration between water boards and local authorities (partly with Prof. van Ees, RUG). Edited volume with Prof. Verhoest (University of Antwerp) on trust in regulatory regimes also addresses inter-organizational relations. Chairing NIG research colloquium on Trust in Public Administration with Prof. Bouckaert (KU Leuven) and Prof. Van de Walle (EUR) that focuses on trust between public organizations and public trust in government (organizations).
