13 Review of VET RTO Standards Review of RTO Standards National Skills Standards Council (NSSC) is undertaking a review of the standards for the regulation of VET, focussing on issues of quality. The anticipated outcome of the project will be one national set of standards for the regulation of VET for ensuring quality training outcomes The new standards will aim to be clearly documented, capable of being consistently interpreted by RTOs and regulators, and effectively implemented through nationally consistent regulation.

15 Review of Graduate Qualifications Review of Graduate Qualifications The AQF Council has undertaken a review of the Graduate and Vocational Graduate Certificate and Diploma qualification types in the AQF. the Vocational Graduate Certificate and Vocational Graduate Diploma qualification types will be removed from the AQF the Graduate Certificate and Graduate Diploma qualification types will be retained in the AQF at level 8 and will be available for accreditation, regulation and issuance in both the higher education and vocational education and training sectors.

22 I need a full TAE qualification to deliver, if I am supervised? NO But unless you have the TAE40110 Certificate IV in Training and Assessment, it is an ongoing requirement for you to work under the supervision of a person with the TAE40110 Certificate IV in Training and Assessment or of a person who has demonstrated equivalence of competencies. People commencing in this role (i.e., working under supervision) must hold the TAE10 Enterprise Trainer Skill Set or be able to demonstrate equivalence of competencies within two years of commencement. People already practising in this role must comply with this requirement by 1 July 2013.
23 I need to keep my skills current if I am a trainer YES The AQTF / SNR Standards impose additional requirements for trainers in regard to vocational competency, currency of industry skills and developing the vocational skills applying to a trainer. Trainers and assessors in the VET sector have dual competency requirements to demonstrate the maintenance of the currency of trainer and assessor competencies AND the maintenance of the currency of skills which are specific to the industry.
24 ASQA is the new national regulator I don t need to keep assessment rec NO, not quite The Australian Skills Quality Authority (ASQA) is the national regulator for Australia s vocational education and training (VET) sector. The function of registering registered training organisations (RTOs) in the states and territories is transferring to ASQA in several stages. ASQA also has responsibility for regulating SOME RTOs in Victoria and Western Australi From 1 July 2011, ASQA became the designated authority for all English Language Intensive Courses for Overseas Students (ELICOS) (except where they are delivered by schools).
25 Assessment Records? YES ASQA RTOs must retain evidence demonstrating the validity of their judgement of students competence. An RTO is required to produce in full at audit if requested to do so, completed student assessment items for each student, for: the duration of the RTO s assessment appeal period or a period of six months from the date on which the judgement of competence for the student was made or the duration of the student s enrolment whichever is the longer period.

29 Validation Why do it? NVR Standard 15.5 and AQTF Standard 1 says assessment including RPL must be systematically validated So there is a requirement on RTOs to ensure that any assessment is validated.
30 Validation What is it? do it? Validation is a quality review process. It involves checking that the assessment tools produce valid, reliable, sufficient, current and authentic evidence to enable reasonable judgements to be made AND whether the requirements of the relevant aspects of the Training Package or accredited course have been met. It includes reviewing and making recommendations for future improvements to the assessment tool, process and/or outcomes.
31 Moderation What is it? it? do it? Moderation is the process of bringing assessment judgements and standards into alignment It is a process that ensures the same standards are applied to all assessment results within the same Unit(s) of Competency. It is an active process in the sense that adjustments to assessor judgements are made to overcome differences in the difficulty of the tool and/or the severity of judgements.
32 Validation vs Moderation Validation primarily concerned with continuous improvement of assessment practices and outcomes The outcomes of validation are in terms of recommendations for future improvement to the assessment tools and/or processes Moderation primary purpose of moderation is to help achieve comparability of standards across organisations Moderation requires access to already assessed candidate evidence moderation may also include making adjustments to assessor judgements to bring standards into alignment, where determined necessary.

34 Validation Considerations Validation Considerations Assessment tool - the instrument(s) and procedures used to gather and interpret evidence of competence The quality test of any assessment tool is the ability for another assessor to use and replicate the assessment procedures without any need for further clarification by the tool developer. It should be a stand-alone assessment tool.
