Item at next meeting BC Stated that the description of the working group might be adjusted to cover its wider purpose. 2.6 MS Asked the Group to agree Lucy Gick to chair meetings. 2.7 Discussion on information on site hoardings UW, MS, SC, MT The Group agreed that they would like to see hoarding used for art work. For example: Images of trees Involvement of local children Different side of the hoarding for different information. Noted Hoardings and community designs to be considered at future meeting 3. UPDATE ON THE REPLACEMENT HOUSING PROGRAMME Item Member Comments Action Status 3.1 AM Briefly updated the Group about the enabling In future works, informed the group that hoardings this item have been installed on three of the first to be phase sites and advised the construction is provided due to start in Jan and Feb. by Lovell 4. LOVELL PRESENTATION OF THE CONSTRUCTION MANAGEMENT PLAN (CMP) Item Member Comments Action Status 4.1 MT Provided a reminder to the Group of the purpose of the Construction Management Plan (CMP), which concerns servicing of the sites, method of construction (noise and dust), traffic management, including subcontractors etc. The Plan would be updated on a regular basis The CMP also included a new initiative called CLOCS (safety of cyclist); area plans showing the routes that the contractors have to take to minimise impact on the surrounding area. Ian Jerrett, Lovell s project manager, will be based at the main compound site near 2
3 Swallowfields. AM Stated that the CMP and updates will be an item on the agenda for each meeting. 4.2 Provided an overview of project: Robert Street Car Park, Rydal Water, Varndell Street Corner, Newlands, Cape of Good Hope and St Bede s are the first six of Phase one sites. 3 sites had been hoarded. Still outstanding are St Bedes, Cape of Good Hope, and Varndell Street Corner Works due to start in Jan/ Feb, including piling and setting up the site welfare facilities. s will be informed by notice boards outside each site indicating existing and upcoming works, potential levels of noise indicated with the use of traffic light red, amber and green. 4.3 MS Asked how Lovell are planning to inform nonresident leaseholders. He advised the Group that the leaseholder services have addresses of the leaseholders but he prefers updates on construction by s. 4.4 UB Asked about the main colour of the hoarding. 4.5 SC Advised the Group the colours are red and white. Mentioned that a lot of earth came on the pavements and that they have not been swept yet. to take action Stated he would ensure that payments would be kept clean 4.6 Provided an example of an issue raised at the Meet the Contractor event. A resident had raised concerns on access for disable residents during temporary footpath closures at Varndell Street The site constraint plan for this site (considered at the last meeting) has now been changed to accommodate disable residents. 4.7 SC and Requested if the updated plans could be e- UB mailed to the working group members. Also whether the CMP could be made available online Plan and CMP to be made available AM and BC Agreed to updated constraint plans and make CMP available online 4.8 Stated that in response to concerns raised by a resident in the Tarns, additional fencing had 3
4 been installed to protect their property with addition hoarding boards and Heras fencing 4.9 SA Had raised his concerns with Lovell regarding a blind corner by Robert Street site close to the entrance to Patterdale block. He mentioned that this spot is a dark area and would attractive to bicycle thieves so it is best to close it off UB Questioned whether the deliveries take account of school timing and walking routes for school children MT 4.11 SC 4.12 MS 4.13 SC 4.14 SC BC 4.15 PM Advised the Group that they will do their utmost to arrange all the deliveries outside school hours. Asked about the number of lorries deliveries for each site? Advised it would be different volumes of lorries for different stages of the construction for example for excavation were talking about tens of lorries. Also a logistics manager will be in charge of co-ordinating deliveries. Asked about the forthcoming activities and the process of warning the residents. He also asked to be informed via s along with having updates online Reiterated the site noticeboards will be the main way of informing residents and they can also communicate the updates to Camden. Asked if the main works are kicking off within the next 4 weeks. Main works to start at the end of February Wanted to see construction and HS2 replacement homes news in Camden Magazine. Informed the Group that web pages, currently in development will include updates on the replacement housing programme. Stated that there had been a lots of robberies in the estate and they made arrangements for Rachel (Fairbairn) from Camden and PC Julian (The local Safer Neighbourhood Team) to join their meetings. Lovell RLO to provide regular updates on construction activity BC to e- mail the link to the webpages to the residents SA Lots of calls generated to his colleagues and also to Camden s Community Safety teams. He is the new PC covering Regent s Park Estate SC Asked when the cranes would be going up. 4
5 Advised the cranes would start to go up end of February 5. Also if the Group know of anyone, please ring the vulnerable residents list from Housing 5.4 BC Stated that, in addition to the s to the Working Group members, details of the meetings and the minutes will be available on Camden s website. AOB Item Member Discussion Points Action Status 6.1 AM Advised the group will be consulted on the following future activities: Landscaping, block naming and children s art work on hoardings. 6.2 Discussion on Mitigation and Compensation MS, PM, JZ, SC A number of concerns were raised regarding mitigation measures, compensation for leaseholder: HS2 are offering compensation related to their works Camden Council has not offered any compensation. Questioned on whether terms of leases had changed as a result of the replacement housing scheme Information is lacking on whether there were any benefits of the replacement housing scheme to residents of the 5 AM to communicate concerns to request to the Senior managers
6 wider estate. Consideration should be given to informing vulnerable residents in the wider estate Would want an article in Camden Magazine 6.3 JZ AM Raised concerns on implications of service charge. An important work stream will be changes to Service Charges as a result of the demolition of the red blocks and the new replacement blocks. Work has commenced.
