1 2.1 Introduction Howard Primary School Construction Management Plan The Howard Primary school project covers the construction of a new three storey block next to a live school and includes alterations to the existing building and two new external play areas. Anticipated works include: Substructure: completing a cut and fill exercise to civilise the ground to allow works to commence, compacting ground ready for a ground bearing slab to be cast and completing beam and block flooring. Enabling works to the existing structure to allow the new block to be constructed. Superstructure: erection of a timber frame structure based over one to three storeys according to which section of the school is being erected. Fit-out works to provide additional classrooms/teaching spaces and facilities to be provided. External works/landscaping, formation of a small car park area and 2No play areas. Adaption and upgrading of existing drainage and incoming services to cater for the new build element. This site is located off Nottingham Road on a live school site. This means that the school s entrance remains on Dering Place and Barham Road, however, construction access and egress will be via Nottingham Road. This ensures construction traffic and operatives are kept separate from the school s users. The closest train station is South Croydon and is located approximately 0.6 miles away. There are also nearby bus routes so the site is easily accessible via public transport, walking and or by using nearby cycle routes. Driving to site will be discouraged as there is limited parking available on local residential streets and it is obviously chargeable. There will also be no parking available on site. Part of the building will be a founded on a concrete ground bearing slab with the remainder of the building based on beam and block flooring. The structure will be timber framed with a combination of windows, brickwork and render forming the facade.

2 . 2.2 Summary of Construction Phases Main Construction Works 06/05/ /06/2015 (TBC) 2.3 Relationship to the Development Control Requirements Leadbitter will be utilising the construction management plan (CMP) as a live document in conjunction with the construction phase health and safety plan, which forms part of our reporting and monitoring process. This is done by; Including and maintaining the CMP in all subcontract orders and ensuring they work to it. Ensuring that all supply chains adhere to CMP and are made aware of the requirements. Updating our site waste management plan which monitors weekly waste and recycling and skip lorry movements as well as recording all transport movements on site. Planning weekly deliveries and logistics on site. 2.4 Supply Chain Management Leadbitter s site management team will take responsibility for organising all deliveries and will take full control of all site logistics, throughout the course of the project. All deliveries will be pre booked with a minimum of 48 hours notice (on a first come first serve basis) however some items with long lead in times will be booked in in advance according to programme. The space available is confined so the majority of materials will be delivered on a just in time basis so that on site storage can be kept to minimum and no deliveries then have to be turned away Delivery Booking and Scheduling Generally the booking system will be arranged on site weekly (or a minimum of 48 hours in advance) by logging all deliveries ahead of time, reviewed daily and planning deliveries in line with the forklift availability (when on site) and just in time procedures. All deliveries are will be recorded via a delivery booking in system within the site office for all sub-contractors to see and monitor Off Site Fabrication & Consolidation The timber frame, timber cassettes and the steel stair case will be fabricated off site to save site traffic and construction time. During procurement, other items will be reviewed in terms of off-site manufacture and purchasing/supply of materials will be reviewed to see if it is feasible to deliver materials cut to size where possible to minimise wastage FORS All contractors and the supply chain must be members or be in the process of applying for the TFL s Fleet Operation Recognition Shame which this is mandatory. Further information can be found on FORS is a free membership scheme that is helping van and lorry operators in London to be safer, more efficient and more environmentally friendly. All suppliers and haulage

3 companies will be encouraged to register with the Freight Operator Recognition Scheme administered by Transport for London. FORS scheme was set up to recognise companies with an excellent accident record and promote the following: Creates safer drivers which significantly reduces collisions. Will encourage suppliers to improve in fuel economy associated with our project. Provides a system to identify 'at risk' drivers, allowing LBTR and our suppliers to target training and incentives effectively. More certainty with deliveries and collections. Promote less journeys to and from site LEZ & ECO stars All subcontractors site transport and deliveries must comply with the regulations of the London Low Emission Zone (LEZ), non compliance is not acceptable and all applicable vehicles will need to be confirmed as compliant to Leadbitter prior to starting or delivering to site Waste Management Leadbitter have and will incorporate a site waste management plan on site which will monitor and control all waste generated and removed from site as well as potential deliveries off site and packaging methods involved. Our Project Waste Management Plan (PWMP) is prepared and administered by the site /project manager and details how waste will be managed and reduced. On the Howard Primary School Project we will review integrating London Borough of Croydon s targets within our design development and operational strategies. Opportunities we believe are as follows: 1. Cut and fill works Retain any excavated material on site where possible for use backfilling areas where possible. Use approved muckaway contractor. 2. Use recycled and sustainable products Explore opportunities to use recycled materials within the project particularly for protective and temporary works. Ensure products selected for use within the project have future recycling potential. Use sustainable products where feasible i.e. all timber will be FSC. 3. Delivery & transport strategy Where possible select subcontractors and suppliers that are based locally. Eliminate delivery of unnecessary packaging to site/encourage subcontractors to purchase materials from suppliers who opt for minimum packaging. Recycle packaging materials.

4 Encourage subcontractors to provide shared transport. Re-use packaging where possible i.e. Euro pallets. 4. Waste management & recycling Appoint a project waste management champion. Reduce / eliminate excess material being delivered by completing accurate measurement of material requirements, managed by just in time delivery from local sources where possible. Negotiate with suppliers restocking initiatives to ensure surplus materials can be returned for reuse if detailed take-offs have not been completed previously to allow for materials plus 5% wastage. Provide point of generation waste segregation. Provide segregated skips in the compound area for separation of waste on site prior to removal. If this is not possible due to restricted space on site, offsite segregation will be arranged. Implement recycling initiatives using local recycling companies for metal, timber, plasterboard etc or appoint a waste management company who will segregate waste such as that from skips off site. Leadbitter will segregate and recycle waste, wherever possible with targets set within the Site Waste Management Plan (SWMP) for each waste element Use of Alternative Modes Not applicable to this site Local Site Access Routes Main access and egress to site will be off Nottingham Road which has links to the A23 London Road that merges with the M23 and M25. These Motorways link into a national network. There are also links to the A232 which then lead on to the M25 Eastbound. All deliveries will be timed between site hours starting at 8am and on site security will be on site at 7am to strictly enforce and move on early arrivals. The latest deliveries will be allowed in by 4pm to allow time for off-loading. Delivery times will be discussed with the School to prevent additional traffic at school peak times. Due to the location of the site access and the close proximity to the school, there may be delivery restrictions these are expected to be 08:30-09:00 and 14:45-15:30. These hours will be agreed with the school prior to construction works commencing Staff Travel Plans Due to the compact nature of the site and site logistics constraints, there will not be parking facilities on site. The use of alternative means of transport such as cycling, walking and the use of the public transport network to and from site will be encouraged. Anyone choosing to use their car to travel will be heavily discouraged from parking near the site so as not to cause disruption to delivery vehicle flows and local residents this will be part of the site induction and toolbox talks. Parking is also quite limited on neighbouring roads and all falls within pay and display/permit zones. All parking and staff travel will be reviewed as an ongoing concern and monitored throughout and car sharing will be encouraged if there are no other travelling alternatives for some trades on site.

5 This is embedded within the contractors Contract and also in daily inductions and tool box talks. We estimate that the number of personnel working on the site will peak at about 30 operatives not including the site team. Public Transport Facilities: Bus and Tram There are a number of bus stops in the surrounding areas of the project giving high frequency services throughout the local area and beyond. The closest bus stop is located on Warham Road (off Nottingham Road). The location of nearby bus stops can be found on the Bus Stop Location Map within Appendix D to this report. The details below indicate the bus services that serve the surrounding roads and give access to other transport facilities within the area, including transport interchanges. Note: All relevant transport data visit Transport for London s website at , Trains The nearest railway station to the project is South Croydon Station, which is just 0.6 mile to the south east of the development. South Croydon is operated by Southern Railway and has frequent services to destinations such as London Victoria, London Bridge, Caterham, Tattenham Corner, Gatwick and East Grinstead. The site is easily accessible from South Croydon station with a 5 minute cycle route or a 10 minute short walk. Other close railway stations include East and West Croydon Stations which are are roughly mile from the project.

6 Leadbitter wish to utilise the use of SELTRANS policy, as a Considerate Contractor we recognise the benefits that the policy has with regards to use of public transport and safe and efficient vehicle movement. South-East London Transport Strategy (SELTRANS) SELTRANS was introduced in 1998 as a partnership between the seven London boroughs of Bexley, Bromley, Croydon, Greenwich, Lambeth, Lewisham and Southwark, transport providers and operators, and business and passenger interests to improve bus and rail services, to reduce dependence on the car and increase accessibility. The objectives of the strategy are: To provide public transport initiatives as a viable alternative to the use of the car to reduce traffic congestion, improve urban environment, help economic regeneration and sustain town centres; To develop traffic restraint measures complementary to the initiatives for the above objective in order to reduce car use and encourage use of environmentally-friendly forms off transport - bus, rail, walking and cycling. To provide for safe and efficient movement of vehicles Site Operation and Access Times Site working throughout the construction period will be as follows: Monday through to Friday 8.00 am until 6.00 pm Saturday 8.00 am until 1.00 pm (as and when required) In exceptional circumstances where deliveries are required outside of these hours Leadbitter site team will contact Croydon Council in advance to seek approval. There will be turnstiles set up with finger print recognition for entering and leaving site.

7 The site will be utilising a telehandler for all material movements between locations on site as well as directly off delivery vehicles for a fast and quiet turnaround. Site storage of materials will be located within the loading area, however due to Leadbitter s policy of just in time delivery we do not envisage this to become congested with materials as any deliveries will be located immediately to where it is required or held in the storage area for a short time. Furthermore all deliveries and site logistics will be planned a minimum of 48 hours in advance to enable haul road time to be booked and planning of large deliveries, this extends to where the delivery is coming from and envisaging any travel problems on the day as well as estimated time of arrival. Leadbitter will be setting up site accommodation to the West of the site, for site welfare and office facilities. All vehicles will enter site via the main entrance into the haul road unloading area, it has been assessed that all standard construction vehicles apart from articulated lorries will be able to turn within this area. Major vehicular plant deliveries that have to be delivered will use a low load articulate lorry. We therefore expect to request our sub-contractors to not use articulated lorries for deliveries. There will be roughly 2-6 deliveries a day throughout the period of main construction works on site. This may therefore total 2 8 lorries a day for duration of project. Certain days will not have any deliveries at all. Delivery loads will include concrete, rebar, bricks/blocks, timber, prefabricated sections and external / internal material for the building: Leadbitter will monitor all noise and dust levels throughout the site clearance/groundworks stage and construction process thus stopping any excessively noisy/dust emitting works immediately. We will investigate the reasoning behind the occurrence and discuss with the contractor why they deviated from their agreed Risk assessments and method statements. Wheel washing will be implemented throughout the works utilising a jet washer and a road sweeper will be available for the duration as and when required to ensure that Nottingham Road, the access road and surrounding roads used by site traffic are kept clean. All measures to protect trees contained within the Aboricultural report have been detailed at design stage with tress to be protected highlighted. As such, protection measures will be in place throughout the course of the project to ensure these trees are not damaged or removed. Further hoarding around the site perimeter will be in place for exclusion of the general public and site security, routes within the site perimeter will also be hoarded to maintain Health & Safety requirements of vehicles and pedestrians, and this is also in adherence to Considerate Constructors Scheme which will be implemented on all Leadbitter projects Loading/Unloading Locations Site storage of materials will be located within the loading area however due to Leadbitter s policy of just in time delivery we do not envisage this to become congested with materials as any deliveries will be located immediately to where it is required or held in the storage area for a short time. Due to the compact nature of the site entrance, Leadbitter will request that all subcontract delivery vehicles are a maximum size of a rigid axle lorry, to ensure that the vehicle can enter the site safely, turn around and exit without issue. The maximum size/length of a vehicle entering

8 site must be no greater than 6-axle although smaller vehicles will be encouraged especially as deliveries will be just in time Crane and Lifting Operations There will not be a tower crane on this site due to the size and duration of the project. There will be a series of single day mobile crane activities, for example when installing the frame/wall, floors and roof structures. The mobile crane will be set up adjacent to the final scheme play area, with enough space for delivery vehicles to still enter and exit the site safely. All lifts will be carried out over the Leadbitter site at no point will a lift be carried out over the live school. 3.1 Contractual Arrangements Leadbitter have not fully progressed their procurement strategy to know who all the suppliers and their transport providers will be. As the project progresses each subcontractor will be issued this CMP prior to commencing on the project and the plan will be a numbered document within their order, making the plan a contractual document. 3.2 Common Procurement Not Applicable 3.3 Contractor Handbook Leadbitter will incorporate a shortened revised version into sub contracts and include highlights within the site induction. 3.4 Integration of Neighbouring Sites Vehicular access to the school will be maintained at all times, via Nottingham Road. Regular co-ordination meetings will be held with the school to ensure that a proactive approach is taken to minimise disruption. A good relationship with the School has already been developed and will continue to be fostered as the works progress on site. Leadbitter is committed to maintaining an ongoing rapport but will also be building up relationships with local residents. 3.5 Data Collection Leadbitter will review their logistics data collection and take steps to ensure that it meets the format standards within the TFL system. Each delivery driver will be required to log in with the gateman. The form that will be populated includes information on the type of vehicle, distance travelled, and who the delivery is for. Each operative will log in each day, and identify the distance travelled and method of transport. The above data can then be used to help to identify the emissions relating to site transport and identify trends and areas for improvement.

9 4.1 Review Meetings and Data Sharing Leadbitter will share all information relating to supply chain logistics with Croydon Council as and when required. 4.2 Targets This will be reviewed during the course of the Project.
