Transcription

1 Finance Superintendent, Finance Department, Bellevue, OH. The City of Bellevue, Ohio, is seeking a full-time Finance Superintendent. This is an exempt salary position that is appointed by the City Auditor. The Finance Superintendent works in a fiduciary relationship with the City Auditor to plan, direct and coordinate all financial and accounting functions for the City as well as maintain all City accounting records and prepare financial statements and reports as required. Responsibilities will also include the training, supervision, evaluation and assignment of work of the finance clerks. This position requires a high degree of trust, confidence, reliance, integrity and fidelity. The ability to exercise prudent independent judgment, integrity and loyalty to the City are essential job qualifications for the position. Graduation from an accredited college or university with a Bachelor s degree in finance or accounting and experience in the financial operation of government is preferred. 3 Page 2 of 6 Note: In accordance with the U.S. Department of Labor physical demands strength rating, this is considered sedentary work. ESSENTIAL FUNCTIONS OF THE POSITION 1. The Finance Superintendent works in a fiduciary relationship with the City Auditor to plan, direct and coordinate all financial and accounting functions for the City, maintain all City accounting records and prepare financial statements and reports as required. 2. Works in a confidential, continuing relationship with the City Auditor and is privy to confidential information to be used by the City in collective bargaining and otherwise in City processes. 3. Assists the City Auditor in the preparation for the conduct of collective bargaining, including, but not limited to, completing cost analyses of the City s and the Union s proposals and counter-proposals and presenting the results of such cost analyses to the City s negotiating team. 4. Performs office work directly related to the management and operations of the Finance Department. Exercises independent judgment with respect to operational, administrative, and managerial matters of significance. 5. Assists the City Auditor in directing departmental operations and establishing organizational goals and objectives; assists in development of City-wide budgets and policies, procedures, goals and objectives; communicates and implements policies and procedures; monitors expenditures; gathers, compiles and calculates financial and statistical data. 6. Assists in personnel oversight and functions; participates in employee selection and hiring process; trains, supervises, evaluates and directs subordinate personnel; assigns tasks, provides direction and ensures work complies with organizational standards; reviews and analyzes work product of subordinate personnel; plans and prepares work schedules; assists in planning work projects, setting priorities and allocating material and personnel; evaluates performance of subordinate personnel; issues oral and written warnings; authorizes overtime; reviews and approves time records; assesses leave requests. 7. Causes to perform and/or performs record functions; prepares and maintains information of a confidential or sensitive nature; maintains City filing system; retrieves documents and files, sometimes from other locations or facilities. Responsible for the processing of payroll and human resource functions. 8. Performs public relations functions; receives and responds to routine inquiries in person or via telephone; provides assistance to general public.

Serves as System Administrator for the software programs implemented by the Finance Department; enters information, prepares reports and types documents; reviews records and reports generated by computer to ensure accuracy and consistency; responsible for maintaining the security of data (e.g., performs proper back-up and storage procedures, etc.). 10. Serves as confidential aide to the City Auditor; completes or assists with completion of special projects or assignments; handle matters of a confidential or sensitive nature; arranges appointments and schedules; ensures proper maintenance and repair of office equipment; orders office supplies. 11. Evaluates, analyzes and assesses requisitions and purchase orders. Trains Finance Clerk(s) to enter requisitions to create purchase orders and to reconcile purchase orders to invoices submitted and to make payments to vendors. Performs such functions on an asneeded basis. 12. Evaluates, analyzes, assesses and accurately reconciles daily receipts to totals as well as County and State reporting documents. 13. Trains Finance Clerk(s) to enter and post daily receipts. Performs such functions on an as-needed basis. 14. Trains and supervises Finance Clerk(s) in receiving and responding to inquiries regarding accounts payable and receivable related issues. Performs such functions on an as-needed basis. 15. Evaluates, analyzes, assesses and accurately prepares and provides financial reports to City Auditor, Administration, City Council, Department Heads and others as needed. 16. Evaluates and analyzes time sheets. Trains and supervises Finance Clerk(s) in accurately entering and posting time sheets. Performs such functions on an as-needed basis. 17. Maintains and oversees all documentation of employee payroll and hours worked. Trains and supervises Finance Clerk(s) in maintaining all documentation of employee payroll and hours worked status along with employee personnel files. 18. Oversight of journal entries and corrections to journal entries and works with other Departments to prevent errors or omissions. 19. Monitors the financial transactions of the City s Departments for compliance with the budgets approved by City Council. 20. Attends meetings typically during, but occasionally outside, normal business hours. 21. Trains and supervises Finance Clerk(s) in preparing 1099 s and W2 s. Performs such functions on an as-needed basis.

5 Page 4 of Assists City Auditor with revenue and expense budgeting along with Human Resource records and benefit accounting. 23. Trains and supervises Finance Clerk(s) in preparing and submitting the annual cost reimbursement to the County Commissions in accordance with the Ohio Revised Code. Performs such functions on an as-needed basis. 24. Acts as the City s liaison with the City s health insurance provider. 25. Maintains confidential employee health insurance files. Trains and supervises Finance Clerk(s) in maintaining confidential employee health insurance files. 26. Trains and supervises Finance Clerk(s) in preparing and submitting documents to the Ohio Public Employee Retirement System and the Ohio Police and Fire Pension Fund. Performs such functions on an as-needed basis. 27. Evaluates, analyzes, assesses and accurately determines paycodes to ensure proper pension reporting. 28. Assists the general public regarding utility billing issues, service shut-offs, service complaints, landlord-tenant issues, and related issues. 29. Trains and supervises the Finance Clerk(s) in assisting the general public regarding utility billing issues, service shut-offs, service complaints, landlord-tenant issues, and related issues. 30. Trains and supervises the Finance Clerk(s) in entering and posting water and sewer payments received; applying penalties; balancing receipts; balancing billing; preparing delinquency notices; preparing shut-off lists, preparing shut-off letters. Performs such functions on an as-needed basis. 31. Trains and supervises the Finance Clerk(s) in preparing bills for water and sewer services and submitting the bills to the City s billing company. Performs such functions on an asneeded basis. 32. Trains and supervises the Finance Clerk(s) in preparing tap-in, meter purchases, water construction and sewer tap-in sheets; copying and distributing copies to customers and service representatives; preparing and issuing receipts to customers. Performs such functions on an as-needed basis. 33. Compiles information and works with administration to prepare for any litigation. 34. Demonstrates regular and predictable attendance. 35. Maintains integrity and loyalty to the City and its administration.

6 Page 5 of Advises and assists the City Auditor in making discretionary investment and banking decisions. 37. Trains and supervises the Finance Clerk(s) as provided herein and as directed by the City Auditor. 38. Performs any other tasks as directed by the City Auditor. OTHER DUTIES AND RESPONSIBILITES: The Finance Superintendent must establish and maintain a fiduciary relationship with the City Auditor that is characterized as one of trust and confidence and is more than the ordinary relationship of employer and employee. The Finance Superintendent will be privy to confidential information related to the City s collective bargaining relationships with the employees exclusive representative bargaining units and other City processes. For example, the Finance Superintendent will be charged with preparing or substantially assisting in the preparation and evaluation of cost analyses regarding not only the Employer s proposals and counter-proposals during and prior to the collective-bargaining process, but also the Unions proposals and counterproposals. The position of Finance Superintendent requires a high degree of trust, confidence, reliance, integrity and fidelity. The ability to exercise prudent, independent judgment, integrity and loyalty to the City are essential job qualifications for the position of Finance Superintendent. EXEMPT FROM COLLECTIVE BARGAINING UNIT: The City of Bellevue s Finance Superintendent is not a public employee within the meaning of Section (C) of the Ohio Revised Code. The Finance Superintendent is a confidential employee, a management level employee and a fiduciary of the City Auditor. R.C (C)(6); R.C (C)(7); R.C (C)(9); R.C (K); R.C (L). MINIMUM ACCEPTABLE CHARACTERISTICS: Knowledge of: Finance and financial, billing and accounting protocols and procedures; City of Bellevue policies and procedures;* City of Bellevue goals and objectives;* public relations; office practices and procedures; records management; human resources management; employee training and development; supervisory principles and practices; public administration. Skill in: evaluating, analyzing and assessing financial data; supervising subordinates; training subordinates to handle the perfunctory and clerical functions of the Finance Department; computer operation; adding machine or calculator operation; use of modern office equipment; motor vehicle operation. Ability to: exercise independent judgment and discretion in matters of significance; act in a fiduciary relationship with the City Auditor; maintain confidentiality of all confidential and sensitive information; train, oversee, manage and discipline subordinates; carry out detailed
