The easiest way to get to the center is either to go by flight train, or local train (cheaper than the flight train, but not so fast), or flight buss. The flight train costs NOK 170, the local train NOK 90, the flight bus NOK 150. If you go by train you should get off at the stop Nationaltheatret. If you go by the SAS flight buss you should get off at the SAS hotel. We will send you a map and a document including other practical information. Which best practices can the group from Inner-Karst bring from their work to the Ideas Bank s pool of best practices? It is one of the districts in Oslo where you will find a lot of local history and local identity that attracts visitors. The area was established around 1870 when the industrialisation period was growing and people from the country side moved to Oslo. A whole little village in Oslo grew up, consisting of wooden houses build by the new citizens. Today newcomers live side by side with the fourth and fifth generation of the original inhabitants. It has been through an amazing process of regeneration not without conflicts. Through different periods of city planning the existence of this community and the old houses has been threatened. Well-meaning city planners wanted to tear down more or less all the houses in the district in order to build new blocks of flats. The reasoning behind was among other things the health conditions of the inhabitants. But the local civil society has since many years been fighting for the existence and rehabilitation of these old houses. The Vaalerenga Community House was condemned and later occupied by local citizens in the eighties. Through negotiations with the local authorities the local citizens took over the house and started a long process of rehabilitation based on volunteer activity. In 1992 it was officially opened by the Oslo mayor of that time. Today it is used as meeting place and cultural activity. We will meet the chair of the board, Berit Skarholt. She will tell us about both the technical part of the restoring of the old wooden house and as well about the social and cultural process behind. It is a story about the strength and importance of the civil society and local activity in dialogue with local authorities. (In her professional life Berit Skarholt works as director of the department of Spatial Planning and Development in the Agency for Planning and Building Services, a part of the City Administration of Oslo). 6
