2 THE "SAFETY IN THE NORTH" SEMINAR August 2010, Alta, Norway Welcome to the "Safety in the North" seminar in Alta; in Northern Norway. We look forward to two days of discussing safety in the North from the perspective of legal, political and social sciences, targeting academic researchers. The seminar is hosted by the Scandinavian Institute of Maritime Law at the University of Oslo, and planned in co-operation with the University of Tromsø and the Fridtjof Nansen Institute. The Research Council of Norway has generously financed the seminar. The European Arctic is one of the future global petroleum reserves, and shipping is expected to increase in the area. Climatic changes and the melting of ice may provide new opportunities for petroleum developments and maritime transport. On the other hand, the Arctic is a region where the integrity of marine ecosystems to a large extent remains intact, albeit highly volatile. The potential conflicts are not ignorable, and the new opportunities raise new challenges that need to be dealt with by the Arctic States; in particular by Russia and Norway. These challenges include conservation of the sensitive Arctic environment, developing international obligations, industrial cooperation, and resolution of juridical disputes. In my view, the perspectives of culture, legal practice and politics are ideal analytical vantage points to identify, analyze and discuss these challenges. Welcome to Alta. Continuing with a 15 minutes walk to the a sami holy stone block called Akku. Here we get stories about the sami sjamans (medicine-men) and rituals connected to the holy stones. :00 First we go to Kaafjord, where Hitler during the second worldwar placed a big part of his Kriegsmarine, including the big battleships Tirpitz and Scharnhortz.
