1 PROPOSED MINUTES REGULAR BOARD A regular meeting of the Essexville-Hampton Board of Education was held on MEETING Wednesday, June 19, 2013, in the Garber High School Library, 213 Pine Street, Essexville, Michigan. CALL TO ORDER PLEDGE RECITED The meeting was called to order by President Martin at 7:02 p.m. The Pledge of Allegiance was recited. Best wishes were passed along to Charlie and Nancy Rochow on their 48th wedding anniversary. 2. Superintendent Mertz announced that Kathy Wesolowski has submitted a letter of resignation effective June 30, Superintendent Mertz acknowledged Mrs. Wesolowski for the tremendous service she provided to the district for many years. She will be sorely missed. 1. Nathan Cholger, 5th grade teacher and EHEA president, attended a pro-public education rally in Lansing today. He was joined by other teachers, superintendents, parents, board members and legislators. He was inspired by students who spoke about their positive public school experiences, their need for continuing public education, and their recognition that public education is under attack. He has discussed with Superintendent Mertz the need to work together to get the community involved in stopping this attack on public education. 2. Mike Mulders, 840 W. Hampton Road, Essexville, distributed a letter to board members that stated his concern with an issue involving his son at Hughes School. He requested that board members help Superintendent Mertz resolve the issue and asked that the board respond in writing. Mr. Mulders turned in a bill for medical co-pay. REPORT Moved by Mike Rowley, supported by Dean Verhaeghe, to approve the Expenditure Review Committee report in the amount of $1,627, for the month of May 2013 as presented. An interview team, coordinated by Assistant Superintendent Lori Flippin, conducted several interviews and selected Josh Borgerding for the position. Mr. Borgerding was introduced to the board and audience. It was the recommendation of administration that the board approve the hiring of Josh Borgerding as a math teacher at Garber High School with placement at step 1- BA of the EHEA salary schedule. 3 Page 3 CRAMER STUDENT HANDBOOK Cramer administrators have recently completed updates to the Student Handbook. Many of the changes are updates/clarifications of security procedures and language to accommodate the addition of the fifth grade to Cramer. It was the recommendation of administration that the board approve the Cramer Junior High School Student Handbook as presented. Moved by Joe Pergande, supported by Dean Verhaeghe, to approve the Cramer Junior High School Student Handbook as presented. Martin, Lovely, Rochow, Urban, Pergande, Rowley, Verhaeghe GARBER STUDENT HANDBOOK Garber administrators and staff have recently completed updates to the Garber Student Handbook. The updates are minor revisions or clarifications with the exception of a description of the Great Lakes Bay Early College Program. It was the recommendation of administration that the board approve the Garber High School Student Handbook as presented. Moved by Jill Urban, supported by Dave Lovely, to approve the Garber High School Student Handbook as presented. Lovely, Rochow, Urban, Pergande, Rowley, Verhaeghe, Martin MHSAA RESOLUTION Each year the board is required to adopt a resolution for participation in the Michigan High School Athletic Association. While the district does not have to participate in MHSAA to have athletic programs, membership is required to participate in post-season tournaments. It was the recommendation of administration that the board approve the MHSAA resolution as presented. Moved by Joe Pergande, supported by John Martin, to approve the Michigan High School Athletic Association (MHSAA) resolution which includes Cramer and Garber as presented. Rochow, Urban, Pergande, Rowley, Verhaeghe, Martin, Lovely The changes in the school lunch requirements and the rising cost of products has SCHOOL had an impact on our food service program. Chartwells recommended revised LUNCH RATES pricing for our lunch program as well as offering a secondary menu to the 5th grade TO BE students at Cramer Junior High School next year. The cost for lunches at the K-4 INCREASED level would be increased by 5, from $1.75 to $1.80; lunch prices for grades 5-12 would be increased 10, from $2.00 to $2.10. All other meal and milk prices would remain the same.
4 Page 4 It was the recommendation of administration that the board approve the meal price increases for the school year as presented. Moved by Jill Urban, supported by Mike Rowley, to approve the meal price increases for the school year as presented. Urban, Pergande, Rowley, Verhaeghe, Martin, Lovely, Rochow Krystal Hoernlein was introduced as the new Chartwells assistant in the food service program. BUILDING CLOSURE PROCESS FINAL REPORT In May of 2010 the Board took action to close Hughes Elementary School. At the December 6, 2011, Board of Education meeting the Board discussed a detailed plan for the closing of Hughes at the end of the school year. Superintendent Mertz provided an update on the implementation and conclusion of the building closure plan. On June 17, 2013, closing papers were signed with the Bay-Arenac Community High School. There are only a few staffing matters that need to be handled as well as some projects at Verellen and Cramer before the 4th and 5th graders attend their new schools in the fall. Discussions continue to be held with representatives of the City of Essexville regarding the park project at Hughes. After many months of hard work and planning, the district is finally ready to put this chapter behind us. Mr. Mertz thanked the entire staff, but particularly district employees at Hughes, Verellen and Cramer for their outstanding sense of dignity and class throughout this entire process. ECSE PROGRAM RESOLUTION ADOPTED At the December 6, 2011, Board of Education meeting discussion took place regarding plans for Verellen Elementary School that included the transfer of the Early Childhood Special Education (ECSE) program. Our district preschool children needing these services originally went to a program in the Bay City Public Schools under a cooperative agreement that we had with the BCPS. A few years ago, Bay City Schools no longer had room for the program and we were forced to start our own program. The Bay-Arenac I.S.D. would like to take over this program and have it located at Hughes where they will be renting eight rooms for early childhood programs. This will be a perfect fit for the ECSE program. BAISD has agreed to offer positions to our staff members who work in the program (one teacher and one paraprofessional). While we will still need a special education teacher for the district, this program transfer to the ISD will result in a cost savings. It was the recommendation of administration that the board adopt the ECSE Program Board Resolution as presented. 5 Page 5 BUS DRIVERS CONTRACT Tom Trombley reviewed the contract that was tentatively agreed to with the United Steelworkers Bus Drivers Unit. The contract is for three years on language, and includes a wage freeze. The drivers will have an opportunity for payment for several snow days, increased unpaid time-off, spring cleaning was added, and all Right to Work language was updated. It was the recommendation of administration that the board approve the agreement with the United Steelworkers - Bus Drivers Unit contingent upon bargaining unit ratification. Moved by Mike Rowley, supported by Charlie Rochow, to approve the agreement with the United Steelworkers Bus Drivers Unit contingent upon bargaining unit ratification. Roll Call Yes: Rowley, Verhaeghe, Martin, Lovely, Rochow, Urban, Pergande CUSTODIAL / MAINTENANCE UNIT CONTRACT Tom Trombley reviewed the contract that was tentatively agreed to with the United Steelworkers Custodial/Maintenance Unit. The contract is for three years and has been TA d by the union. Right to Work language was updated, probationary time was increased, and the five furlough days were dropped. It was the recommendation of administration that the board approve the agreement with the United Steelworkers Custodial/Maintenance Unit. Verhaeghe, Martin, Lovely, Rochow, Urban, Pergande, Rowley EHEA CONTRACT The district s negotiating team has met with the Essexville-Hampton Education Association representatives and are working to finalize details of the contract. The contract will cover language for three years with wage/benefit reopeners in years two and three. Right to Work language was updated, and sub teaching and Washington D.C. coordinator language was added. Teachers may receive up to a 1% off schedule payment for the school year based on student enrollment. Any new revenues due to student growth above the projected 1,794 blended student count will be calculated into a one-time payment with a maximum of 1% in Schedule A gross wages. It was the recommendation of administration that the board approve the agreement with the Essexville-Hampton Education Association contingent upon bargaining unit ratification. Moved by Joe Pergande, supported by Dean Verhaeghe, to approve the agreement with the Essexville-Hampton Education Association contingent upon bargaining unit ratification.

STATEMENTS FROM PUBLIC President Martin referred the Mulders issue as a personnel issue to be discussed in Executive Session. Nicole Lyman reported that the Bully Project has received a grant for $8,400 from the Bay Area Community Foundation s Youth Advisory Committee. The grant will be used to support the completion of a unique anti-bullying curriculum created by Mrs. Lyman and film director Adam Dustin. During the school year, staff and students were engaged in The Bully Project which was a series of videos supported by accompanying lessons targeting issues surrounding exclusion, bullying, and other similar topics. Bully Project 2 is slated for completion this summer and will be implemented at Garber for the upcoming school year. Forty students at Garber will not only be able to participate in the videos as actors and extras, but they will also have the opportunity to shadow Adam through the film making process, shoot scenes, edit the film, and create new videos themselves through the creation of a new film school. Many schools around the state and nation have expressed a desire to implement the curriculum in their own school. The Bay Area Community Foundation has provided the support to change the lives of our students and staff, and has created the opportunity for our district to share this curriculum with others. EXECUTIVE SESSION President Martin requested that the board move into Executive Session for the purpose of discussing collective bargaining negotiations and a personnel issue. Moved by Joe Pergande, supported by Dave Lovely, that the board of education and those persons recommended by Superintendent Mertz, namely Lori Flippin, Tom Trombley and Steve Lenar, move into Executive Session for the purpose of discussing collective bargaining negotiations and a personnel issue at 7:55 p.m. Lovely, Rochow, Urban, Pergande, Rowley, Verhaeghe, Martin Superintendent Mertz cautioned board members about discussing the issues brought forth by Mr. Mulders in Executive Session. This is not a topic that is allowed to be discussed in Executive Session. RECONVENE Moved by Joe Pergande, supported by Charlie Rochow, to reconvene the regular meeting. Rochow, Urban, Pergande, Rowley, Verhaeghe, Martin, Lovely President Martin called the meeting back into open session at 8:20 p.m.
7 Page 7 MULDERS ISSUE DISCUSSED Discussion was held in open session regarding Mr. Mulders s concerns and how to proceed. It was the contention of the board that Mr. Mulders requested that the Board of Education look into this matter. Moved by Joe Pergande, supported by Dave Lovely, that a committee be formed to look into the Mulders issue; further, the committee will be comprised of John Martin, Dave Lovely, and Joe Pergande. Urban, Pergande, Rowley, Verhaeghe, Martin, Lovely, Rochow ADJOURN Moved by Joe Pergande, supported by Mike Rowley, to adjourn.
