3 Awards The BCA Construction Productivity Awards Best Practices and Innovations will be awarded to organisations which have developed or introduced and implemented best practices or innovative ideas (i.e. building products, construction methods, work processes or equipment) in improving construction productivity. Productivity Improvement Projects (PIP) supported under the Construction Productivity and Capability Fund (CPCF) can also be considered for the award. This award aims to: (i) Recognise consultants, builders and / or specialist contractors for their best practice and innovative ideas in promoting construction productivity; (ii) Encourage consultants, builders and / or specialist contractors to be forward looking in adopting best practices and innovative ideas to increase construction productivity; and (iii) Promote a creative culture in the construction industry to develop and use best practices and innovation to achieve productivity gains. 3

4 Assessment The best practices / innovations nominated will be assessed by an Assessment Panel appointed by the Building and Construction Authority. Submissions will be assessed based on the following criteria: (i) (ii) (iii) Productivity impact; Cost effectiveness; and Creativity. The decision of the Assessment Panel shall be final. The discretion of the Assessment Panel to confer or withhold an award is absolute. No correspondence relating to any decisions will be entertained by the Assessment Panel or BCA. Eligibility All best practices / innovations, which have been carried out in operations or projects in Singapore are eligible for consideration. The submitted practice or innovation should already be implemented for a reasonable period of time and there should be sufficient results and evidences to back up the submissions. Awards (plaques and certificates) are given to the respective winning individuals or organisations. 4

5 Entry Entries for the awards must be submitted using the prescribed nomination form. The procedure for entry comprises two stages: - Stage 1: The proposing firm or individual makes a nomination using the prescribed form. Other materials which MUST be included in the submission are: 1. A submission write-up of not more than ten-page length in print and digital format (Microsoft Word format). Please refer to the attached guide for the write-up. 2. Colour photographs are to be submitted in digital format (in high resolution JPG). Additional materials or documents in digital format may also be submitted. The nomination form, photographs, submission write-up must reach the secretary of the Assessment Panel NOT LATER THAN 16 January Please submit the nomination form along with the attached checklist. An incomplete submission will not be accepted. Special Notes 1. Each submission needs only one Nomination Form which should be submitted by the company representative or individual. 2. In deriving the merits of the best practices and innovations, all best practices and innovations must have been implemented in Singapore construction sites. 3. Nomination Form can be photocopied and used for submission. 4. Information which is required in digital format shall be submitted in a CD-Rom. Stage 2: Shortlisted nominations shall make a presentation to the Assessment Panel in February / March The Assessment Panel will interview the company representatives to clarify the best practices and innovations as well as other details and aspects related to the submission. In addition, feedback on the innovative 5

6 aspect of the best practices/ innovations might also be requested from other parties such as the developer/ main builder/ sub-contractor/ consultants/ users etc. The Assessment Panel will have at its discretion the right to reject any entry which has incomplete documentation or which fails to comply with the above requirements at any stage of the competition. Terms and Conditions All materials submitted in connection with the entries shall become property of the Building and Construction Authority (the BCA). Award recipients are required to share information on their successful best practices and innovations with the construction industry. This sharing of information may take the form of presentations, seminars, exhibitions and/or the hosting of company visits. The BCA reserves the right to use any material submitted in connection with the entries in any way deemed fit, without payment of fees or royalties, and regardless of the results of the Award. This includes, but is not limited to, the publication and/or exhibition of photographs, materials and/or names. The Assessment Panel reserves the right to defer judgment on any shortlisted submission if at any time during the assessment process, any development or incident arises concerning any party linked to the nominated best practice or innovation, which is likely to result in adverse publicity to the Awards, the BCA and/or the construction industry. The duration of any such deferment shall be at the sole discretion of the Assessment Panel. The BCA reserves the right to withdraw or withhold any award, if in the opinion of the BCA, the conferment of such award might result in any adverse publicity to the Awards, the BCA and/or the construction industry, because of any development or incident concerning any party linked to the recommended award-winning best practice or innovation. The duration and extent of any such withdrawal or withholding shall be at the sole discretion of the BCA. 6

7 Announcement of Results Winners will be informed and the results released to the press. 8 ASSESSMENT CRITERIA The Assessment Panel judges the submissions based on three main areas of Productivity, Cost Effectiveness and Creativity. Specific requirements under each of these main areas are as shown below: S/N Criteria 1 Productivity 1.1 Does the innovation help the company save manpower, time and etc? 1.2 Is the innovation easily replicated? (Easily implementable at different sites)? 1.3 How extensive has the innovation been adopted throughout the industry? 1.4 What fundamental technical constraints are lifted? (Please give an example of the technical constraint that have been solved) 1.5 Are processes/products enhanced by the new innovation/ technology? In what ways do the innovation enhance the processes/ products? Weightage 3 points 1.6 Does the innovation offer opportunity for further enhancement? (E.g. a tool that can be modified to suit different needs or it has some function to allow add-ons in the future). 1.7 Does this innovation change the basis of competition or force competitors to be productive? 1.8 Does the innovation lead to any positive secondary impact? 10 GUIDELINES FOR THE SUBMISSION WRITE-UP A write-up of not more than ten-page length MUST be submitted to provide more information on the best practices and innovations nominated structured according to the assessment criteria and using the guidelines below: a. Description of submission To provide a description of the practice or innovation and to state the main objectives for its implementation and describe how these objectives are identified. b. Productivity The applicant must demonstrate that the practice or innovation has helped to significantly improve construction productivity in a project or across the industry, and also built up the applicant s capabilities and competencies. The practice or innovation can be in the form of a technique, process or product that has helped to improve the productivity on site. c. Cost Effectiveness The applicant must demonstrate that the cost of adoption is practical for construction operations. In addition, applicant must show that the operational cost of the practice of innovation must not be too costly for companies to maintain and to continue using it. The applicant must demonstrate that the innovation does not increase project cost significantly and is yet effective, practical, implementable and replicable. d. Creativity The applicant must demonstrate that the practice or innovation represents a new or a significant modification of an existing process or product to address the needs of the industry/construction sites, thus leading to higher level of productivity. Uniqueness of the practice or innovation should be highlighted. e. Why the Submission Deserves An Award Description in not more than 200 to 300 words on how the practice or innovation has provided benefits to the following areas: - 10
