Box Nairobi, Kenya Title of the assignment: Junior Consultant position: Private Sector, Public Private Partnerships, and Regional Integration Brief description of the Assignment: The African Development Bank (AfDB), Eastern Africa Resource center (EARC) would like to recruit a Regional Consultant for the establishment of the Regional PPP (RPPP) Advisory Hub to be based at the EARC Office in Nairobi, Kenya 1. The following describes the main activities in this assignment. A. PPPs and Private Sector development and integration: Activities include support in the establishment of the PPP knowledge Hub in EARC, preparation for a capacity building workshop and trainings on PPPs and Project Financing and promoting private sector operations, as well as other analytical undertakings in industrial development in the East African region. Specifically: 1. Assist with a senior consultant in the design and timely implementation of PPP capacity building activities, including the preparations of PPP legal and regulatory assessments for selected RMCs in the EARC region 2. Support in desktop research regarding PPPs environments as well as experiences in the EARC region at national and regional levels; compile data and information on the PPP related activities and initiatives by other DPs in the EARC region and assist in the preparation of potential PPP pipeline projects in the region disaggregated by sector and country. 3. Identify regional and international entities and structures that assist governments in the development of PPPs (projects, training, policy framework, etc.), document their experiences and best practices as well as lessons learnt, 4. Collect all publications (studies, reports, papers, etc.) that include relevant information to the implementation and development of PPPs, 5. Develop a classification methodology of all publications collected in manner that makes it easily accessible to users, 6. Assist in the design of a capacity building program on PPPs and Assist in the organization of a regional workshop on PPPs, 7. Write briefs summarizing the main messages and findings of the reports and summarizing main trends in the data collected, 8. Provide editorial and presentation assistance in the preparation of reports, summaries, and policy notes as required. B. Regional Integration support: Activities include support in the preparation of the new eastern Africa Regional Integration Strategy paper *EA-RISP_ and finalization of related analytical underpinnings that EARC is working on including: financial sector development and integration, bilateral trade and regional integration, and regional issues on the NTBs. In these areas the consultant will be expected to: 1. Review and prepare summaries of research, analytical, and consultancy reports on relevant topical areas as assigned. 2. Undertake desk research and prepare reports on Bank-led initiatives as assigned 1 The EARC, based in Nairobi, Kenya, is composed of 13 countries in Eastern Africa including the 5 EAC member countries (Burundi, Kenya, Rwanda, Tanzania Uganda) and 7 non-eac members: Djibouti, Eritrea, Ethiopia, Seychelles, Somalia, South Sudan and Sudan.

2 3. Collect data; prepare analysis and graphical presentations, as guided, on related issues, and to support the preparation of the regional integration related analytical underpinnings. 4. Introduction / Background: The African Development Bank, Eastern Africa Resource Center (EARC) would like to hire a Junior Consultant to support activities and operations in the following areas: Regional Integration, Public private partnerships and Private Sector Development. The consultant will work closely with and report to the Chief Regional Economist, for general and administrative supervision particularly in areas related to regional integration, support to the establishment of Public Private Partnerships (PPP) Hubs and planning and implementations of capacity building activities and initi9atives in the areas of PPPs and regional Integration issues. 2. Objectives of the Assignment: The objective of the assignment is to support the activities in the above referenced areas that the AfDB EARC is currently working on and to coordinate the preparation of planned workshop and training seminars in the EARC region. 3. Main activities and deliverables: The deliverables include the following: - 1 database (e-library) including relevant publications on PPPs classified using a user friendly methodology - 1 database summarizing data on the main characteristics of PPP legal and regulatory documents in the EARC RMCs projects (including as appropriate PPP pipeline of projects) - Briefs summarizing main messages and trends in data, - Support to the successful implementation of at least one regional capacity building workshop on PPPs and project Financing in the EARC - Summary briefs of the main messages of regional analytical briefs on the preparation of the regional Integration Strategy paper for eastern Africa - A comparative database of business climate and financial sector development indicators for EARC countries comparing them with SSA and other sub regions - Submit easy to follow up soft and hard copies of all reports along with all related data, should be provided to the Bank at the end of the assignment.

3 4. Administration/reporting: The consultant will report to the Regional Director, EARC, but for day to day administrative and supervision, he/she reports to the Chief Regional Economist, EARC. 5. Duration of the assignment: The initial contract will be for a period of 6 months subject to the performance of the consultant and availability of requirement and budget. 6. Qualifications and Experience required: The consultants who can apply should have the following minimum qualifications: a) Masters degree in Economics, Public Finance, Public Policy or related disciplines from a recognized university b) A minimum of 2 (two) years relevant professional experience related to private sector development, PPPs, regional integration and investment, and industrial competitiveness. C) Proven ability to distil complex existing information to come up with clear message, and preferably with an ability to use econometric software (Stata, Eviews, etc.) and conduct econometric analysis; d) Client and results oriented individual, with strong analytical and communication (both verbally and in writing) skills, sense of accuracy and attention to detail. e) Ability to work in a multi-cultural environment and to build effective working relations with government entities or different stakeholders types (colleagues, private sector, Development Finance Institutions, academia, etc.). f) Outstanding communication and writing skills in English and competence in the use of Bank standard software (Word, Excel, Access, PowerPoint) and economic software. g) Knowledge of the Eastern Africa region will be an advantage. h) Knowledge on the Eastern African private sector development and PPPs landscape, as demonstrated by prior related assignments, would also be a strong advantage. j) Strong analytical and data collection and modelling skills, experience in capacity building and coordination of workshops and events in related areas would be a plus. 7. Remuneration: A monthly lump sum (honorarium) as agreed between the consultant and the Bank will be paid at the end of each month while the final payment will be done upon satisfactory conclusion and delivery of all output as indicated in the terms of reference and presentation of all claims (e.g. mission claims) to the Bank
