1 REQUEST FOR EXPRESSIONS OF INTEREST (Individual Consultant) AFRICAN DEVELOPMENT BANK (AfDB) Energy, Environment and Climate Change Department (ONEC) CIF Climate Finance Officer The African Development Bank (AfDB) hereby invites individual consultants to indicate their interest for the implementation of specific activities under the Climate Investment Funds (CIF) as Climate Finance Officer. The CIF are a pair of financing instruments designed to help initiating transformational change towards lowcarbon and climate-resilient development through scaled-up financing channeled through the Multilateral Development Banks (MDBs). The CIF allocates financing through four funding windows: 1. The $5.3 billion Clean Technology Fund (CTF) provides middle-income countries with highly concessional resources to scale up the demonstration, deployment, and transfer of low carbon technologies in renewable energy, energy efficiency, and sustainable transport; 2. The $785 million Forest Investment Program (FIP) supports efforts of developing countries to reduce deforestation and forest degradation and promote sustainable forest management that leads to emissions reductions and enhancement of forest carbon stocks (REDD +); 3. The $1.2 billion Pilot Program for Climate Resilience (PPCR) is helping developing countries integrate climate resilience into development planning and offers additional funding to support public and private sector investments for implementation; and 4. The $796 million Scaling Up Renewable Energy in Low Income Countries Program (SREP) is helping to deploy renewable energy solutions for increased energy access and economic growth in the world s poorest countries. The AfDB serves as an implementing agency of the CIF for projects and programs in African Pilot- Countries. Through the Environment and Climate Change Division (ONEC.3) it administers and manages funds in accordance with its own rules and procedures. This request for expression of interest aims at hiring a long-term consultant for a period of twelve (12) months. The individual consultant will be responsible for overseeing the implementation of private sector operations across the different CIF funding windows and to support ONEC.3 as described hereafter, working under the general supervision and guidance of the Division Manager in ONEC.3 and the different CIF Coordinators. The services to be provided under the assignment include: Support investment officers to develop full project proposals, including full due diligence, based on the concept proposals approved by the CTF Trust Fund Committee, SREP, FIP and PPCR Sub- Committee in the context of the private sector set-asides and Investment Plans; Assess the risks involved in those projects/programs and advice executing agencies and/or project sponsors on appropriate mitigating measures; Support internal teams in the development of CIF Investment Plans; Support the internal CTF and SREP Coordinator with the management of the pipeline and active portfolio; Coordinate and conduct preparation, due diligence, monitoring and supervision missions linked to those projects/programs; Provide advice to executing agencies and/or project sponsors in terms of the financial aspects related to the projects/programs; Provide the required technical skills to the design of Public-Private Partnerships (PPP) or pure private sector projects at national and multinational level; Undertake other ad hoc activities as deemed necessary by the AfDB/CIF coordinator.

2 The consultant should: A university degree in Finance, Economics, Energy or Engineering (or relevant field); Preferably at least 5 years of relevant experience working with Climate Finance Instruments, Renewable Energy Technologies and Private Sector Development; Strong knowledge of AfDB s financial instruments, internal policies and strategies and guidelines; Solid knowledge of Public-Private Partnerships (PPP), Project Finance and Risk Management; Practical experience in the application of various renewable technologies such as geothermal, hydro, solar and wind at both project and program levels; Strong analytic, conceptual and strategic skills; Demonstrably strong customer service orientation as assessed by colleagues and clients; High degree of initiative and strong record of performance with low supervisory requirements to function effectively; Strong inter-personal skills and commitment to work in a team-oriented and multicultural environment; Strong oral and written proficiency in English and/or French and a good command of the other. For the EOI to be considered, the consultant needs to be registered in the AfDB DACON Consultant Database 1. The Environment and Climate Change Division (ONEC.3) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (documents, reference to similar services, experience in similar assignments, etc.). The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank s Rules and Procedure for the Use of Consultants under projects financed by the Bank Group, May 2008 Edition, revised on July 2012, available on the Bank Website at Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. BACKGROUND The African Development Bank (AfDB or the Bank ) is a leading development institution on the continent, focused on promoting economic development and poverty reduction. It engages with the full range and complexity of development challenges in Africa. The Bank has integrated operations, lending directly from the public and private sectors through a variety of instruments. The Energy, Environment and Climate Change (ONEC) Department assists Country Programs / Departments to manage the Bank Group s energy operations in Regional Member Countries (RMCs). Climate change and environmental issues are addressed by incorporating them into the Bank Group supported operations and giving them the visibility required. ONEC includes two energy divisions and a third division which is responsible for environment and climate change operational work (ONEC.3). Through ONEC.3, the ONEC department will identify, design and implement environment and climate change adaptation and mitigation programs and projects. These will either be stand alone or as components of other Bank Group support operations, in particular infrastructure. The AfDB Climate Investment Fund (CIF) Coordination Unit, housed at ONEC.3, coordinates all work related to the CIFs. The CIFs are a pair of funds to help developing countries pilot low-emissions and climate-resilient development. The two funds under the CIFs are: (i) The Clean Technology Fund (CTF). The CTF promotes scaled-up financing for demonstration, deployment and transfer of low-carbon technologies with significant potential for long-term greenhouse gas emissions savings. The AfDB is channeling CTF financing to Africa s Energy and Transport sector by focusing on renewables energies and energy efficiency projects and/or programs. As of May 2015, the AfDB is supporting CTF interventions in South Africa, Nigeria, Morocco, Tunisia, Algeria and Egypt. (ii) The Strategic Climate Fund (SCF). The SCF serves as an overarching framework to support three targeted programs with dedicated funding to pilot new approaches with potential for scaled-up, transformational action aimed at a specific climate change challenge or sectorial response. The SCF finances three programs, namely, the Forest Investment Program (FIP), the Pilot Program on Climate Resilience (PPCR) and the Scaling-up Renewable Energy Program in Low Income Countries (SREP).

4 a. The SREP is aimed at demonstrating the social, economic, and environmental viability of low carbon development pathways in the energy sector. It seeks to create new economic opportunities and increase energy access through the production and use of renewable energy. As of May 2015, the AfDB is supporting SREP interventions in Mali, Kenya, Ethiopia, Liberia and Tanzania, and providing support for the preparation of new investment plans in Benin, Ghana, Malawi, Madagascar, Lesotho, Sierra Leone, Rwanda, Uganda and Zambia. b. The FIP aims to support developing countries efforts to reduce emissions from deforestation and forest degradation by providing scaled-up financing for readiness reforms and public and private investments. It will finance programmatic efforts to address the underlying causes of deforestation and forest degradation and to overcome barriers that have hindered past efforts to do so. As of May 2015, the AfDB is supporting FIP interventions in Burkina Faso, Democratic Republic of Congo, Congo Republic, Ivory Coast, Mozambique and Ghana. c. The PPCR objective is to pilot and demonstrate ways to integrate climate risk and resilience into core development planning, while complementing other ongoing activities. As of May 2015, the AfDB is supporting PPCR interventions in Mozambique, Zambia, Ethiopia, Gambia, Madagascar, Malawi, Rwanda, Uganda and Niger. I. Duties and Accountability The primary purpose of the assignment is to assist AfDB s CIF Coordination unit in all private sector related tasks connected to the CIF portfolio (26 projects to be financed by US$ 1,1 billion of CIF resources). Under the leadership and guidance of the Manager ONEC.3, the CIF Climate Finance Officer shall: Support investment officers to develop full project proposals, including full due diligence, based on the concept proposals approved by the CTF Trust Fund Committee, SREP, FIP and PPCR Sub- Committee in the context of the private sector set-asides and Investment Plans; Assess the risks involved in those projects/programs and advice executing agencies and/or project sponsors on appropriate mitigating measures; Support internal teams in the development of CIF Investment Plans; Support the internal CTF and SREP Coordinator with the management of the pipeline and active portfolio; Coordinate and conduct preparation, due diligence, monitoring and supervision missions linked to those projects/programs; Provide advice to executing agencies and/or project sponsors in terms of the financial aspects related to the projects/programs; Provide the required technical skills to the design of Public-Private Partnerships (PPP) or pure private sector projects at national and multinational level; Undertake other ad hoc activities as deemed necessary by the AfDB/CIF coordinator. The Consultant will be hired to work directly with Kurt Lonsway, Division Manager ONEC3 and the CIF s programs coordinators. II. Selection Criteria We are looking for a proactive candidate who is committed and driven to deliver quality outputs. The key selection criteria for this position are: A university degree in Finance, Economics, Energy or Engineering (or relevant field); Preferably at least 5 years of relevant experience working with Climate Finance Instruments, Renewable Energy Technologies and Private Sector Development; Strong knowledge of the AfDB financing windows and financial instruments;

5 Solid knowledge of Public-Private Partnerships (PPP), Project Finance and Risk Management; Practical experience in the application of the various technologies such as co-gen, geothermal, hydro, solar and wind at project and program levels; Strong analytic, conceptual and strategic skills; Demonstrably strong customer service orientation as assessed by colleagues and clients; High degree of initiative and strong record of performance with low supervisory requirements to function effectively; Strong inter-personal skills and commitment to work in a team-oriented and multicultural environment; Strong oral and written proficiency in English and/or French and a good command of the other. The Private Sector and Financial Specialist should also be proficient in standard MS office applications. III. Contract Duration The contract with the selected candidate will commence at the completion of the selection, upon its signing and last for a period of 1 year renewable based on satisfactory performance. The duty station will be the AfDB headquarters in Abidjan, Cote d Ivoire and may require missions outside Cote d Ivoire. A detailed work program will be agreed on with the Manager, ONEC3 on commencement of the assignment. IV. Remuneration The proposed remuneration will be defined based on the candidate s financial proposal in compliance with the Bank s established remuneration scale considering requisite qualifications and experience. V.
