1 REQUEST FOR EXPRESSIONS OF INTEREST AFRICAN DEVELOPMENT BANK CIF coordination Unit Environment and Climate Change Division (ONEC.3) Expressions of interest are being requested for a Junior Consultant Position Brief description of the Assignment: Provide operational support to the Climate Investment Funds coordination team. The consultant will ensure the efficient operation of the offices' support work and related systems by assuming responsibility for the organization and coordination of work flow as well as reviewing, processing and executing a variety of tasks. He/She will liaise with the Bank Group offices across Africa, with the Climate Investment Funds administrative Unit in Washington DC as well as with various services within the Bank's headquarters and assure efficient communication and coordination of activities with various CIF stakeholders and external collaborators. 2 TERMS OF REFERENCE FOR CIF ADMINISTRATIVE COORDINATOR 1. BACKGROUND The African Development Bank (AfDB or the Bank ) is a leading development institution on the continent, focused on promoting economic development and poverty reduction. It engages with the full range and complexity of development challenges in Africa. The Bank has integrated operations, lending directly from the public and private sectors through a variety of instruments. The Energy, Environment and Climate Change (ONEC) Department assists Country Programs / Departments to manage the Bank Group s energy operations in Regional Member Countries (RMCs). Climate change and environmental issues are addressed by incorporating them into the Bank Group supported operations and giving them the visibility required. ONEC includes two energy divisions and a third division which is responsible for environment and climate change operational work (ONEC.3). Through ONEC.3, the ONEC department will identify, design and implement environment and climate change adaptation and mitigation programs and projects. These will either be stand alone or as components of other Bank Group support operations, in particular infrastructure. The AfDB Climate Investment Fund (CIF) Coordination Unit, housed at ONEC.3, coordinates all work related to the CIFs. The CIFs are a pair of funds to help developing countries pilot low-emissions and climate-resilient development. The two funds under the CIFs are: (i) The Clean Technology Fund (CTF). The CTF promotes scaled-up financing for demonstration, deployment and transfer of low-carbon technologies with significant potential for long-term greenhouse gas emissions savings. The AfDB is channeling CTF financing to Africa s Energy and Transport sector by focusing on renewables energies and energy efficiency projects and/or programs. As of November 2014, the AfDB is supporting CTF interventions in South Africa, Nigeria, Morocco, Tunisia, Algeria and Egypt. (ii) The Strategic Climate Fund (SCF). The SCF serves as an overarching framework to support three targeted programs with dedicated funding to pilot new approaches with potential for scaled-up, transformational action aimed at a specific climate change challenge or sectorial response. The SCF finances three programs, namely, the Forest Investment Program (FIP), the Pilot Program on Climate Resilience (PPCR) and the Scaling-up Renewable Energy Program in Low Income Countries (SREP). a. The SREP is aimed at demonstrating the social, economic, and environmental viability of low carbon development pathways in the energy sector. It seeks to create new economic opportunities and increase energy access through the production and use of renewable energy. As of November 2014, the AfDB is supporting SREP interventions in Mali, Kenya, Ethiopia, Liberia and Tanzania, and providing support for the

3 2. DUTIES preparation of new investment plans in Benin, Ghana, Malawi, Madagascar, Lesotho, Sierra Leone, Rwanda, Uganda and Zambia. b. The FIP aims to support developing countries efforts to reduce emissions from deforestation and forest degradation by providing scaled-up financing for readiness reforms and public and private investments. It will finance programmatic efforts to address the underlying causes of deforestation and forest degradation and to overcome barriers that have hindered past efforts to do so. As of November 2014, the AfDB is supporting FIP interventions in Burkina Faso, Democratic Republic of Congo and Ghana. New FIP countries will enter the pipeline soon. c. The PPCR objective is to pilot and demonstrate ways to integrate climate risk and resilience into core development planning, while complementing other ongoing activities. As of November 2014, the AfDB is supporting PPCR interventions in Mozambique, Zambia and Niger. New PPCR countries will enter the pipeline soon. The Junior Consultant will support AfDB/CIF Operations and work under the general supervision and guidance of the Manager, ONEC3 and the AfDB/CIF Coordinator. His/her core duties/responsibilities will include the following: Ensure collection and consolidation of CIF data and information as requested by the AfDB/CIF team or CIF Administrative Unit, and conduct basic analyses of CIF/AfDB data and prepare appropriate presentation in reports, figures, tables, etc. Monitor CIF work programs and deliverables, update databases on a regular basis, and contribute to information management and circulate CIF/AfDB related information when necessary. Support the finance and accounting function of the CIFs, including: ensure timely payments of all bills and payment requests; follow-up and report periodically on the status of payments to all stakeholders; record, up-date and monitor expenditure in accordance with the CIF and AfDB s internal control rules and procedures; keep and maintain daily updates of all the records and all financial transactions captured and entered in SAP. Lead the preparation and logistical planning for various events, e.g. conferences, teleconferences, workshops, negotiations, meetings and missions of the CIF/AfDB team. Oversee all procurement related aspects in relation to the CIF/AfDB administrative unit, including: maintain standard procurement documentation according to Bank s rules and regulations; oversee procurement of goods, works and services; maintain up-to-date procurement master data and transactions using the relevant Bank s application (SAP); support CIF task managers with regard to the hiring of Consultants for CIF projects and activities. Oversee administrative staff to ensure that proper recording and tracking of critical CIF information is undertaken in the Office; use relevant computer skills to produce terms of reference, reports, figures, graphs, etc.; maintain up-to-date work unit project and other files (both paper and electronic).

4 Identify, develop and maintain stakeholder relationships; and suggest ways to enhance CIF work organization and effectiveness. Perform other ad hoc activities as deemed necessary by the Manager, ONEC.3 and CIF Coordinator. 3. SELECTION CRITERIA Relevant Experience: - At least 2 years of relevant experience and maximum 5 years (maximum 32 of age years when signing the contract) - Master s degree in Business Management, administration, finance or any relevant field - The consultant should be a national of one of the member countries of the Bank - knowledge of and some experience in specialized operational support functions (e.g., project management, database management, knowledge management, task management, major event/course planning, etc.) and ability to assist in applying relevant procedures, processes and systems. - Expertise in in the use of standard software (Microsoft Word, Access and Power Point) including expert competence in SAP and Excel. - Ability to work both independently, with minimum supervision and in teams; as well as ability to oversee the work done by the administrative staff of the CIFs. - organizational skills and ability to prioritize and deliver assignments in a timely manner often under time pressures. - Strong client responsiveness/service orientation. - Ability to prepare presentation materials using various software packages with some guidance. - English and French language skills (verbal and written) - Knowledge of CIF and/or climate finance instruments managed by AfDB is an advantage. 4. DURATION OF ASSIGNMENT The contract will commence at completion of the selection process and upon signing of a contract. The contract with the selected Consultant will last for period of six (6) months - renewable based on satisfactory performance. A precise work program will be agreed with the Manager, ONEC.3 and the Coordinator on commencement of the assignment. 5. REMUNERATION The remuneration should be an all-inclusive fee to be negotiated upon contract signature in compliance with the Bank s established remuneration scale considering requisite qualifications and experience.

5 6. EVALUATION OF OFFERS AND PERFORMANCE The prospective consultants offers will be evaluated based on the following criteria: i. General qualification and suitability for the task to be performed 40% ii. Experience in specific assignment described in the TOR 40% iii. Experience with international organizations 10% iv.
