2 President s Welcome Welcome! On behalf of all of the team at ADHA - the Board of Directors, the members of the Conference Committee, the National Advisory Committees and State Chapters it gives me great pleasure to welcome you to the beautiful Gold Coast for our Annual National Conference for. This year s conference theme Leading through challenging times is intended to follow on and expand on our 2012 Conference program content and theme of Quality Expectations vs Financial Viability and Commercial Reality. There is a focus this year, on providing feedback and the challenges faced by the Day Hospital sector, following the implementation of the new National Safety & Quality Health Service Standards (NSQHSS). The NSQHSS have been a major focus for all Day Hospitals and are addressed further on Day 1 (10.40am 12.30pm). An update on the Deloitte s report on Day 2 (9am - 10am) released last year will talk about progress to date. History The Australian Day Hospital Association (ADHA), formerly known as the Australian Day Surgery Association, was started in the early 1990 s and continues as a peak body representing day hospitals. It is to the present day growing stronger. Following the Commonwealth s decision in 2007, recognising day surgeries as Private Day Hospitals, the Association changed its name to recognise this. The Association is now known as the Australian Day Hospital Association (ADHA). The ADHA is the leading Association representing day surgery and procedural services in Australia. The Association delivers a range of services of the highest quality to members. Membership is made up of freestanding Stand Alone Day Hospitals, Affiliate, Individual and Honorary Members, as well as Industry Members. Mission and Objectives Mission Statement - To support and represent day hospitals within the health care environment. Previously Jane was the Business Manager of The Women s Clinic Day Hospital for 7½ years, McCourt Street Day Surgery for 7 years and prior to that she was the Nursing Coordinator, Perioperative Services at St John of God Hospital Subiaco for 10 years. Whilst a Senior Nursing Executive at St John of God, Subiaco Jane was sent on a 7 week sabbatical to the USA in 1997 to explore latest trends in same day surgery visiting Santa Barbara, California, Chicago Illinois & Pittsburgh, Pennsylvania. Jane is passionate about same day surgery and care. Jane has served on the Management Committee of ADHA since 2008 and then the Board of Directors since late Monday, 8.45am am - Key Note Address - Leading through challenging times Speaker Profile: Margie McIntyre, Australian Adventurer, Antarctic Expert, Author and Wildlife Advocate, Inspirational Speaker, Expedition Planner and Classically Trained Singer. Margie McIntyre s quest for adventure has taken her to Antarctica no less than 20 times, and seen her compete at an elite level in Tarmac Rallying, as well as participating in flying, scuba diving, sailing, bike riding and trekking expeditions around the world. A registered nurse who originally ran the family marine importing business, Margie took up full-time adventuring in 1994 when she and her husband, Don McIntyre began planning a year-long expedition to winter-over in Antarctica. Soon they became known as Australia s Antarctic Couple. In 1995 Margie and Don McIntyre spent a year living together, alone in a 2.4 x 3.6 metre box chained to rocks at Cape Denison Commonwealth Bay, the windiest spot on the face of the earth. Only 400 metres from the historic huts of Sir Douglas Mawson, they struggled to survive a frontier experience battling blizzards which at times kept them trapped in their box for up to 20 days. The effects of this self-imposed isolation are the subject of an award-winning documentary and best-selling book 'Two Below Zero'. Hailing originally from Brisbane, before Margie journeyed to Antarctica aged 35, she had only seen snow twice. Her tenacity and determination to complete the 12 month extreme odyssey have provided inspiration for a generation of young adventurers. As a couple, Don and Margie have received many awards and accolades for their endeavours and support of various causes. In 1996 Margie was included on a list as one of Australia's 12 most outstanding women and together they were presented with the Australian Geographical Society s highest honour - a gold medal as Adventurers of the Year, the youngest adventurers at the time to receive the honour. In 2000, the couple ran with the Olympic torch on the day of the Opening Ceremony of the Sydney Olympic Games and have been committed Australia Day Ambassadors since Along with the late Sir Edmund Hillary, Tim Bowden and Sir Peter Durham, they are also Mawson Huts Foundation Ambassadors. From 1993 to 2000, the McIntyre's continued their adventure program, undertaking nine sailing expeditions aboard their own expedition yachts and working on Russian Antarctic tourist ships as lecturers, field guides, boat drivers and as joint Expedition Leaders. In 2000 they purchased a 36 metre, 500 tonne, helicopter-equipped ice ship 'Sir Hubert Wilkins' in Finland. During the next three years they sailed half way around the world and then set out on four Antarctic Expeditions in support of education, research and adventure. To thaw out in 2004, the McIntyre's headed north to the Philippines on a six month treasure hunting expedition looking for gold aboard a Spanish Galleon. They were unsuccessful. 11

12 Speaker Abstracts & Bios (listed in the order the sessions appear on the program) To keep their land legs active and for something different Margie and Don McIntyre took on another challenge - racing Tarmac Rally cars with some success in the Targa Tasmania Rally. Throughout 2003 Margie navigated for Don in various rallies around Tasmania while in 2004, Margie teamed up with a girlfriend entering Targa Tasmania as the only all girl crew in a field of 284 drivers placing second in their division. The successful partnership, with the support of Blackmores, helped raise widespread public awareness of the plight of the endangered Tasmanian Devil. In 2005, Margie s focus returned to her great love, the Antarctic, and for the past six summers she has been the joint Expedition Leader on board the MV Orion, a five star cruise ship. During that time she has helped guide over 1800 visitors to Antarctica and shared her rich experiences and southern ocean tales with them. Back on land in Tasmania during the winter season, Margie has been responsible for logistics planning, Government liaison and Expedition Team sourcing and briefing in preparation for Orion s next Antarctic season. An accomplished inspirational public speaker, Margie has adapted her skills in the field providing the medical back-up in remote areas for her expeditions. During the past 27 years, Margie has also provided the necessary shore-side logistics support and crisis management planning for Don McIntyre as he undertook his life of adventure - from the single handed race around the world in a 50 ft yacht, Buttercup in The BOC Challenge, to the 200 Teddy Bears to Antarctica Expedition, a solo flight in a gyrocopter around Australia or his most recent epic, sailing a 7.5 metre open boat, 4000 miles across the pacific from Tonga to Timor, retracing the legendary voyage of William Bligh. Margie McIntyre, now 52, continues to face challenges - her most recent being the two year rehabilitation from a spinal fusion, the result of her extreme expeditionary lifestyle. Described by her peers as determined, passionate, caring, reliable and highly organised a true team player - Margie has evolved from this life-time of adventure with diverse skills. She has demonstrated the ability to conquer her fears and accomplish the task before her, no matter how daunting. While Don and Margie mutually agreed to go their separate ways in 2010, they remain firm friends having shared a life of adventure and supported each other through some of the toughest situations imaginable. A classically trained singer who practices only occasionally mostly to entertain the wildlife, Margie resides in Battery Point in Hobart and is currently planning her next adventure. Rachel s expertise covers industrial relations, employee entitlements, award coverage, with particular specialty in the areas of workers health legislation, discrimination, managing discipline and dismissal, assessing workplace health and safety compliance, and transmission of business issues. Rachel is a Certified Professional with the Australian Human Resources Institute and regularly presents at national and international conferences on employment and human resources law. Rachel is also a registered migration agent. 12

13 Speaker Abstracts & Bios (listed in the order the sessions appear on the program) Monday, 10.40am 11.10am - Update from the Australian Commission on Safety and Quality in Health Care National set of core, common patient experience questions set for use in day procedure settings The importance of measuring patient experiences and using the information for local quality improvement is well documented. It is reflected in the Australian Safety and Quality Framework for Health Care, the Australian Safety and Quality Goals for Health Care, the National Safety and Quality Health Service Standards, the National Healthcare Agreement (NHA) and the Performance and Accountability Framework (PAF). The Patient Experience Information Development Working Group (PEIDWG), in collaboration with the University of Adelaide, have recently completed reliability testing of the national set of core, common patient experience questions. A test-retest pilot study was used to assess the reliability of these questions for use within day procedure centres in Australia. The results from the study are presented and implications discussed. Speaker Profile: Sheila Matele-Owitt,, BSc Biomedical Science (Hons); MSc InfoSys (DIS); MSc. Public Health (Australian Commission on Safety and Quality in Health Care). Ms Matete-Owiti is as a Senior Project Officer at the Australian Commission on Safety and Quality in Health Care. Her role involves the specification of indicators to measure health care quality. Prior to this, Sheila worked at the NSW Ministry of Health where she evaluated the NSW HIV, Hepatitis C and Sexually Transmissible Infections Strategies and the Aboriginal Implementation Plan. Previous roles include research at the University of Wollongong, Exelixis Incorporated, Abbott Laboratories, South Carolina State University, and Walsh University in the USA. From 2007 to 2008, Sheila represented Australia as the Rotary International Ambassadorial Scholar to the Netherlands. During this period, she completed a MSc Public Health at Maastricht Universities. She is also an alumni of the Sydney Leadership Program run by the Benevolent Society. Sheila is passionate about contributing her skills to improving patient experiences and health outcomes. Speaker Profile: Ms Janet Grant (University of Adelaide). Ms Janet Grant is a Chronic Disease Epidemiologist in Population Research & Outcome Studies, within the Discipline of Medicine at The University of Adelaide. She is also an Adjunct Lecturer in the School of Medicine at the university. Her qualifications include a Master of Public Health from The University of Adelaide and a Bachelor of Arts (Library & Information Studies) from the University of South Australia. She is currently undertaking a PhD on parental body shape at midlife and its effect on adult offspring body shape, chronic disease status and mortality. Ms Grant worked at the Royal Adelaide Hospital in a senior administrative role for over twelve years. She has worked with population health surveys since 1998 and from 2000 to 2002, assisted with research within the Diabetes Clearing House and the establishment of the Gestational Diabetes Recall Register. She has been the Study Co-ordinator of the North West Adelaide Health Study since Janet s work involves the coordination of chronic disease and risk factor related research activities, as well as ongoing maintenance of the study cohort, and preparation and dissemination of analyses and study results via publications and presentations. Since December 2012, she has undertaken project management of the South Australian Consumer Experience Surveillance System (SACESS), which is designed to capture information on patients experiences of the care they receive in SA public hospitals and health centres in order to improve outcomes. 13

Implementation of the National Safety and Quality Health Service Standards has raised a series of challenges and issues for health services, regulators and national coordination. In present preliminary results from assessments to date, we will explore the challenges and issues and what that means for services. Discussion will also include where next for the National Safety and Quality Health Standards and accreditation processes. Speaker Profile: Margaret Gaynor Banks, BSc, Grad Dip (Physio), MHA, Grad Cert Management, Dip AICD, FACHM. Margaret Banks has worked as the Senior Program Director with the Australian Commission on Safety and Quality in Health Care since July In this time, she has worked with stakeholders, consumers and jurisdictions on the development of National Safety and Quality Health Service Standards and a program of systematic accreditation reform for the implementation of the Standards. Prior to this appointment, she worked with the Department of Health and Ageing, the Australian Health Workforce Advisory Committee and the NSW Health Department on matters relating to workforce. She has also worked as a physiotherapist for 9 years in both Australia and Papua New Guinea, and held an Adjunct Professorship with the University of Technology Sydney. Key areas of practice include long and short range strategic planning and implementation, revenue cycle management; contracting; management problem solving; safety quality and accreditation. Alison is a member of RCNA, ACORN, VPNG, ANF, ADHA, APHA and The Australian College of Health Service Management (ACHSM). Alison is a trainee auditor with Global Mark as well as a Quality Consultant for her own business, Quality Health Services Pty Ltd. 14

15 Speaker Abstracts & Bios (listed in the order the sessions appear on the program) Monday, 1.30pm 2.30pm National Funding Reform: Achieving success with Activity Based Funding Activity based funding is a funding method in which hospitals are funded on outputs which are categorised, weighted, costed and priced by purchasing organisations. There are a range of categorisation systems available for use by purchasers. Australia uses Australian Revised Diagnosis Related Groups for inpatient service classification and is developing improved systems for categorisation of emergency department services, subacute services, and outpatient services. In December 2011, Australia established an independent agency to price each service provided by state government hospitals. This, in turn, determines the amount of federal government funding provided to each state government run local hospital network. Hospitals can gain a greater understanding of their cost base with activity based funding and can plan their investment in services to fund their services based on the expected price and funding received for those services. Speaker Profile: Dr Tony Sherbon, CEO, Independent Hospital Pricing Authority (IHPA). Before taking up the position of Chief Executive Officer in the Independent Hospital Pricing Authority recently, Dr Tony Sherbon had 22 years experience in clinical and administrative management within the NSW, ACT and South Australian health systems. Dr Sherbon previously oversaw the design and implementation of the SA Government s Health Care Plan in his previous role as Chief Executive of SA Health. Dr Sherbon has previously chaired the Australian Health Ministers Advisory Council, and has previously been a Board member of the South Australian Health and Medical Research Institute, National E-Health Transition Authority and Health Workforce Australia. Current projects and future directions of the National Hospital Cost Data Collection PwC coordinated the Round 16 Private Sector NHCDC, which involved collecting data and costing 105 hospitals using one instance of PPM2. This presentation will overview some of the tools and templates used to coordinate the collection, and share some of the reporting outputs developed to present snapshots of hospitals results and benchmark against the population. PwC has also completed a Strategic Review of the NHCDC and made recommendations regarding future development of the NHCDC. Lawrence Springborg, MP - QLD Minister for Health. Following the resounding win of government by the Liberal National Party in the March 2012 election, years of hard work and determination paid off for Lawrence Springborg when he was sworn in as Queensland's Minister for Health on 3 April Since the LNP came to power, Lawrence has renewed his commitment to give local communities a voice when it comes to the delivery of their health care. At 21, Lawrence was the youngest person ever elected to the Queensland Parliament as the Member for Carnarvon in Electoral redistributions saw him elected as the Member for Warwick and then as the Member for Southern Downs, the seat he still represents today. At 29, Lawrence became Queensland's youngest ever member of Cabinet when he was sworn-in as Minister for Natural Resources in 1998 by then Premier Rob Borbidge. The following year, after the Coalition lost government, Lawrence was elected Deputy Leader of the Opposition and in February 2003 his parliamentary colleagues elected him as Leader of the Opposition. Aged 34, he became the youngest political leader in Queensland since 'Red' Ted Theodore became Premier in Lawrence resigned as the Leader of The Nationals, Leader of the Opposition and Leader of the Queensland Coalition following the 2006 State Election. However, he was reelected to the positions on 21 January For many years, Lawrence was determined to bring together the National and Liberal Parties as a united force and spent much time campaigner for a merger. Lawrence s belief in a united future was rewarded on 26 July, 2008 with the merger of the two conservative parties to create the LNP. Married to Linda and a father of four children, Lawrence enjoys spending time with his family on their Yelarbon property. In his spare time Lawrence enjoys reading and his interests include political history, beekeeping and astronomy an interest that drove him to build his own observatory. Tuesday 10.55pm 11.20pm - Benchmarking and Clinical Indicators in our changing Environment The Australian Council on Healthcare Standards (ACHS), in collaboration with colleges, associations, societies, and other relevant stakeholders, has been developing clinical indicator sets for healthcare organisations in Australasia since The Day Surgery indicator set was introduced into the collection in 1996, and 370 healthcare organisations reported on version 4 of these indicators in A working party of practising day surgery clinicians from ADHA, ADSNA and ADSC recently completed the review of this set, with Version 5 being available in the ACHS clinical indicator collection from 1 July. The revision included a name change, significant amendments to the existing indicators, five new indicators introduced into the set, and a new user manual format. The indicator results for the last 8 years highlight the minimal incidence of cancellation, unplanned return to the operating room, unplanned transfer, and delayed patient discharge. This presentation will outline the steps involved in this review and the changes to the new indicator set, as well as providing an overview of the national trends. Speaker Profile: Jenny Bichel-Findlay, Deputy Director, Centre for Health Services Management, University of Technology, Sydney. Dr Jen Bichel-Findlay was the Manager of the ACHS Performance and Outcomes Service for the last 3 ½ years, and is now the Director of Studies for Health Services Management, Faculty of Health at the University of Technology Sydney. Jen s qualifications are in health informatics, mental health nursing, public health, critical care nursing, and nursing education. She has presented sessions and workshops at many national and international conferences on healthcare measurement and health informatics. She has been employed in the health service industry for over 35 years, and has a long-standing interest in patient safety and clinician efficiency. 17

18 Speaker Abstracts & Bios (listed in the order the sessions appear on the program) Tuesday 11.20am 12.20pm - National Procedure Banding Committee (NPBC) The procedure banding system is a relative grouping structure to facilitate the negotiation of operating room benefits by Health Insurers with Private Hospitals and Day Procedure Centres. The system that is in use in all States today had its beginnings in early Prior to that, there was a crude system of 10 bands based purely on theatre time. The present banding system grew from an agreement between APHA and Medibank Private in the late 1980 s. A small group of clinical and administrative staff from both organisations over a series of meetings grouped together all the operative procedures in the Medicare Benefits Schedule at that time. Theatre time was the primary proxy for resource utilisation. The precursor of the NPBC was established in 1992 as a joint committee of health fund and private hospital representatives. The primary purpose of the Committee is to group operative procedures into similar resource groups or bands to assist hospitals and funds in all States to establish a theatre benefit structure. There are currently 15 bands used by providers and health funds. Membership of the Committee is made up of equal numbers of provider and insurer representatives. Speaker Profile: Slade Logan, Senior Hospital Manager, Medibank Private. Slade has worked in the Health Sector for more than 20 years as a Senior Health Manager. Currently the Senior Hospital Manager for Medibank Private, he holds national responsibility for relationship and purchasing activities with a national portfolio of both private & public hospitals. He is currently the Chair of the National Banding Committee and is also involved in a number of other Industry Committees and Joint Working parties with APHA, PHA and ADHA. The NPBC is the steering committee represented by private hospitals and health funds to oversee the management, maintenance and up-date of the Procedure Banding system. Under the system each Commonwealth Medicare Benefit Schedule (CMBS) item is allocated a Procedure Band which defines the quantum of resources required to undertake the procedure. Each Procedure Band represents a cost range. Under HPPA arrangements charges and benefits are therefore individually agreed between providers and insurers for each of the 15 bands rather than for the 5,000 or so procedures listed in the CMBS. The NPB Committee members represent - Australian Private Hospital Association, Private Healthcare Australia, Australian Day Hospital Association, Catholic Health Australia, Health Funds and Private Hospitals. Speaker Profile: George Neale, Secretary, NPBC. George Neale has over 30 years experience in both the private and public health care sectors. He has held appointments in both public and private hospitals and has been manager of the Hospital Program for Medibank Private. He was Deputy Executive Director of the Australian Private Hospitals Association where he represented private hospitals on numerous provider/insurer/government groups including the National Procedure Banding Committee, the Prostheses Review Committee and the Private Health Insurance Medical Devices Expert Committee. Since 2000 he has continued to provide the health industry with the benefit of his experience through his consultancy practice. He is currently a member of several national health committees and working groups including the NPBC, the National Health Information Standards and Statistics Committee, the ACSQHC Information Strategy Committee and the Australian Hospital Statistics Advisory Committee. Julie Pescod, Chair of the ADHA Communications Committee since 2007 is a registered Nurse and the Clinical Operations Manager of the Murdoch Surgicentre (WA) a position she has held for the last 9 years. Julie s career as a Registered Nurse spans 34 years specialising in Coronary Care, Midwifery and PACU. The last 15 years of her career have been focused on day surgery, with 13 of those spent establishing the Murdoch Surgicentre. Julie has represented ADHA on the NPBC since

They will include a summary of the financial savings they have made, as well as the difficulties they have faced with Doctors and Staff. They will discuss the equipment they have used and found useful and the general do s and don ts of going paperless. Speaker Profile: Susan Dusting, DON, RN, MBA. Susan is the Director of Nursing at Frankston Private Day Surgery. She has many years experience in the Operating Room, Risk Management and Education. Dr Richard Smith and his team established Sydney Eye Specialist Centre at Kingsford, Sydney, in It was an ophthalmic practice with a miniature day theatre. It was one of the earliest models in the country and it worked well. They expanded and rebuilt in In 2012 they rebuilt again with a lovely contemporary building which has won architectural awards. With this development, they implemented paperless clinical records and this has brought major benefits and savings. This is a work in progress and they are continuing software and systems development to integrate; financial accounting, health fund billing, staff rostering and payroll, clinical and day surgery records and quality management. These are located on the ground floor in the foyer area located between the Arena and the Exhibition Halls. Broadbeach shops With newsagency, pharmacy, grocer etc. the Broadbeach Shops are across the road from the main entrance on the GC Highway. Jupiter s Hotel and Casino is also connected directly to the GCCEC by an undercover elevated walkway. Car Parking All day parking at the GCCEC is a $10.00 flat rate. Conference Dinner Tickets will be given out at the time of registration to all delegates who registered indicating they would be attending. These tickets should be given to ICMS staff on arrival at dinner, Foyers (E&F) in the GCCEC. Conference Sessions All sessions are held in the GCCEC Central Rooms A, B and C Ground Floor. CPD Points Attendance at our full conference will give you 10 hours and 55 minutes towards your CPD. An attendance certificate will be provided for every delegate at the time of registration at the Registration Desk.
