1 TERMS OF REFERENCE (TOR) VISUAL IDENTITY AND GRAPHIC DESIGN WORK Project Title: Building Disaster Resilient Communities II Implementing Organization: ActionAid Cambodia: DRR Programme Donor: European Commission - Humanitarian Aid and Civil Protection Office (ECHO) Timeframe of the assignment: April-December 2015 Overall Purpose of the Consultancy: 1. To create a basic, clean visual identity for the Cambodia Joint Action Group for Disaster Risk Reduction (JAG) 2. Create user-friendly A4 templates in Adobe InDesign and MS Publisher for factsheets, case studies, position papers and other materials. 3. Support design and layout of major JAG communications and advocacy products in the English and Khmer languages (on a per page / per word basis). Background: About 80% of Cambodian territory lies within the Mekong basin, known to have large fluctuations of water levels between the dry and wet seasons. This has causes an annual cycle of droughts and floods, damaging agricultural production and livelihoods and constraining development and poverty alleviation. Government authorities responsible for mitigating, preparing, managing and responding to disaster and climate risk often lack the capacity to properly plan and prepare communities. While sub-national committees, provincial and commune level are reasonably aware of flood and drought risks, they lack adequate human and financial capacity to support risk mitigation planning. At the village level, there are pressing concerns about the loss of livelihoods and assets as a result of recurrent disasters and there is strong community demand for the development and implementation of Disaster Risk Reduction (DRR) plans. ActionAid is working with consortium partners DanChurchAid (DCA), Oxfam, People in Need (PIN), Safe the Children (SC) in Pursat, Kampong Thom, Kampong Speu and Bantey Meanchey plus the national level until December 2015 on an ECHO-funded project named Building Disaster Resilient Communities II. Our aim is to increase the capacity of communities to prepare for natural disaster, and to mitigate the risks. Objectives of the consultancy: During the Building Disaster Resilient Communities II project, the consortium and JAG are working on several advocacy and communications products. These need to be produced and disseminated in various ways print, , social media and website in order to maximize attention to the key messages within. JAG therefore needs branding, design and layout services so that all of the products can be presented in a professional manner. Page 1 of 5

2 Tasks: The tasks are: 1. To create a basic, clean visual identity for the Cambodia Joint Action Group for Disaster Risk Reduction (JAG) including: a. Colour palette (likely a simple blue and red design based on the Cambodia flag) b. Simple JAG emblem (only words / letters) in.png,.jpeg and.eps (vector) formats c. Common fonts eg. Arial to be used throughout 2. Create user-friendly A4-size templates in Adobe InDesign and MS Publisher for: a. Illustrated factsheets (one to two photos per page) b. Illustrated case studies (one to two photos per page) c. Position papers (one photo for first page, other pages can be text only) d. Longer reports 3. Support design and layout of major JAG communications and advocacy products in the English and Khmer languages on a per page / per word basis: FOR LAYOUT/DESIGN LIKELY QUANTITY LIKELY ENGLISH WORDCOUNT (EACH) Factsheets 3 1,000 each Case studies 3 1,500 each Position papers 5 2,500 each Report (cover design, contents pages and index etc.) 1 N/a Methodology: A sample of previous design work will be provided, along with a full explanation of the project and draft texts to assist with visualization. The designer should then propose three design and emblem concepts for consultation among Joint Action Group. ActionAid and JAG will respond with their preferences, and the designer should tailor one of the concepts meet these requirements. Once the visual identity and layout concept is finalized, the designer must quickly deliver templates in.indd and.pub formats. Texts (English and Khmer) and photography will then be provided by JAG, ActionAid and partners as and when they are finalized. The consultant should therefore be prepared to work on layout and design of the deliverables below at any time until the end of the contract. Note that the Report mentioned above will combine the laid-out position papers, case studies and factsheets into one document. Therefore, extra work is only required for only inside and outside cover designs, table of contents and index/glossary work is required. Page 2 of 5

Qualifications of the Consultant: At least five years of expertise in Adobe InDesign software, with adequate knowledge of MS Publisher. Proficiency in English is essential, knowledge of / capacity with the Khmer language (especially Unicode fonts and scripts used with MS Publisher and Adobe InDesign) is a major asset. 4 Consultants Proposal: The consultant shall submit a detailed proposal including: Statement of understanding the assignment Detailed work-plan and methodology Description of equipment and / or software to be used Lump-sum cost in EURO (gross amount, including taxes), detailing major cost categories, for branding and template design. Per page quotations for factsheet, case study, position paper and report design work. Travel costs and arrangements outside of the Consultant s base will be in accordance with ActionAid s travel policies, practices, and per diem rates Provide his/her own computer and other necessary equipment Payment The Consultant shall receive the full payment upon completion of the outputs as specified in the Deliverables section above, and approval by ActionAid. Travel expenses ActionAid will cover local travel expenses related to this assignment (Vehicle rent, fuel, hotel accommodation if needed) If the Consultant s travel reimbursement shall be made under this agreement, then the Consultant shall follow ActionAid s travel policies. A fully completed ActionAid s Travel and Expense Report is required for all travel expense reimbursements permitted under this agreement. 5 IMPORTANT NOTICE TO INTERNATIONAL CONSULTANTS WORKING FOR ActionAid Travel relating to your work may expose you to difficult conditions and hazards. The risks inherent in that travel and work include personal injury, illness, kidnapping, civil unrest and the loss of, or damage to, your property. In addition, emergency rescue, medical facilities or an adequate level of medical expertise may not be available to you. ActionAid cannot assure your safety or that of your property. It is your obligation to understand in advance all the risks inherent in your travel and work because, in accepting this consulting contract, you accept those risks. ActionAid strongly recommends that you obtain appropriate insurance, including emergency medical evacuation coverage, to protect yourself against the risks inherent in your consulting work with ActionAid Cambodia.
