1 1 CARIBBEAN TELECOMMUNICATIONS UNION CARIBBEAN REGIONAL COMMUNICATIONS INFRASTRUCTURE PROJECT (CARCIP) TERMS OF REFERENCE FOR REDESIGN OF THE CARIBBEAN TELECOMMUNICATIONS UNION WEBSITE 1. BACKGROUND 1.1 The Caribbean Telecommunications Union (CTU) is a Caribbean inter-governmental organisation dedicated to facilitating the development of the regional telecommunications sector. The CTU s mission is to create an environment in partnership with members to optimise returns from ICT resources for the benefit of stakeholders. The vision of the CTU Secretariat is to position the CTU to be the prime catalyst facilitating regional cooperation, economic, social and cultural development of the peoples of the Caribbean through the provision of efficient and advanced information and telecommunication services. 1.2 The CTU recently restructured its operations to ensure that it was relevant to the prevailing environment of rapid technological innovation and to make it more responsive to its members needs. The membership was also expanded to include non-caricom states, private sector organizations and non-governmental agencies, creating a multi-stakeholder membership base dedicated to the principles of collaboration among all stakeholders in the regional sector. 1.3 As an agency of CARICOM, the CTU was approached by the World Bank to support a holistic approach to Caribbean regional communications infrastructure development, through the Caribbean Regional Communications Infrastructure Program (CARCIP) project. The mission of the CARCIP is to provide targeted solutions for participating countries to harness the transformational potential of ICT. The role of the CTU is to work alongside other regional bodies to harmonise the infrastructure development efforts of the respective sovereign territories participating in the project. 1.4 The CTU (herein after "the Client") has received a grant from the World Bank toward the cost of providing support to the CARCIP project, and intends to apply part of the proceeds for consulting services to re-design and re-develop the Client s website. The CARCIP initative is closely interlinked with the broader mandate of the Client and therefore, any development of a CARCIP Internet presence, has to be established within the broader context of the Client's mandate. 1.5 The Client currently has a web presence that is somewhat fragmented and outdated in appearance, structure and in the presentation of content. An opportunity exists to consolidate content and re-engineer the site to better reflect the main objectives of Client and by extension CARCIP, and incorporating the latest web technology.
2 2 1.6 The aim of the Client's website is to promote the Client as a vehicle for driving the development of a connected Caribbean people, through the development and use of ICT. In this regard, the Client's website aims to, inter alia: disseminate communications that reinforce the Client's vision and core objectives; promote the Client's programmes, activities and accomplishments; build awareness, brand identity and interest in the work of the Client; grant access to bidding/consulting opportunities; integrate social media networks and linkages to key stakeholder groups; allow users to provide information and feedback; allow users to register online for conferences and seminars; allow the Client's members to access content through private portals; allow users to complete online surveys and opinion polls; integration with SharePoint based Intranet portals; support multilingual content; and provide a forum to discuss related issues. 2. OBJECTIVE OF THE CONSULTANCY The objective of the consultancy is to deliver a website that consolidates the Client's web presence and re-engineers its online content management system, while promoting the CARCIP. Upon completion of the assignment, the Client will assume full responsibility for website content maintenance and administration. All content, coding and graphics will become the sole property of the Client. 3. RESPONSIBILITIES OF THE CLIENT The Client shall be responsible for: providing the vision for the website and relevant content (site copy, photography, multimedia) to be included in the website; providing a preferred URL for the website; providing advice on specific colours, logos, fonts and other brand identity issues specific to the CARCIP and the Client; and access to servers and any other hardware/software required by the Consultant to perform the services described in Section7. 4. RESPONSIBILITIES OF THE CONSULTANT The Consultant shall be responsible for the design and submission of a website for the Client, based on the scope of work described in Section 5.
3 3 5. SCOPE OF WORK This Consultancy involves a collaborative approach to design and development, all the way through to final product delivery. The overall project is comprised of six tasks, as follows. Task 1 Strategic Website Alignment (2 Weeks) The Consultant will work with the Client to identify the following website parameters: Goals and Objectives Content Categories Target Audiences and Accessibility Security Requirements Functionality and features Output: Website Requirements Document for review and Client sign-off Task 2 Website Design (2 Weeks) The Consultant will work with the Client to finalise the following: Site content architecture: content map, site map, site links and site launch requirements. Site creative design Site technical design Output: Websites Design Document/Wireframe for review and Client sign-off. Review process can involve iterative refinements The Design Task 3 Website Development and Review (6 weeks) During this process focus will be on the development of the website supported by content supplied by the Client for loading. Output: Test Website enabled for client review and content loading Task 4 Client Sign-off and Website Launch/Migration (2 Weeks) Once site review and sign-off is completed the launch of the CTU s website is scheduled and executed.
4 4 Output: Live Site Task 5 - User Acceptance and Training The Consultant will conduct a training programme for Client's staff on using all aspects of the website, including the provision of all training material, end-user and system administration manuals. Task 6 - Draft Service Level Agreement and Software Licences The Consultant will provide the Client with a draft service level agreement outlining various levels of website maintenance services available by the Consultant and software licensing manufacture agreements. 6. WORKING ARRANGEMENTS The Consultant will be provided with relevant documents and access to the current website to conduct an initial review/audit of the current website. The Client's Project Coordinator (PC) will have oversight and supervise the work of the Consultant. The PC will provide guidance, advice and oversight in guiding the Consultant towards the accomplishment of the assigned tasks. In the conduct of work, the Consultant shall cooperate fully with the relevant departments and Units of the CTU and any other directly related party. 7. SCHEDULE & DELIVERABLES The assignment is expected to begin in May 2015 and last for approximately 14 weeks. The schedule of deliverables is indicated below. QUALIFICATIONS AND EXPERIENCE Eligible firms should have at minimum: Experience with similarly-sized website development projects. Experience working with regional organisations, government institutions and working within the Caribbean region. Experience with donor funded projects will be an asset. Sound knowledge of Web 2.0 standards. The key experts required for the assignment are listed below: No. Key Expert Qualifications 1. Web/Graphic Designer Arecognised undergraduate degree in Computer Information Systems or a related field. Responsible for site graphics and visuals, including layout, at least 3 years experience with design software e.g. Illustrator CS, CorelDraw, etc, would be an added advantage. colour and topography. at least 5 years experience in performing similar website design assignments. 2. Web developer A recognised undergraduate degree in Computer Information Systems or a related field. Responsible for technical aspects of the website, including web content development, web server and network security configuration. 3. Communications / Marketing Specialist Responsible for information architecture and content distribution strategy At least 3 years experience with web development software, image editing software, e.g.flash, HTML 4.0 or higher, XHTML, CSS 2.0 or higher, Div, JavaScript, Jquery 1.5, Ajax and/or other relevant software. At least 5 years' experience performing similar web development assignments. An undergraduate degree in marketing, business management, marketing, communications or related business field. At least 3 years' experience in internet marketing, including use of relevant web development tools and software. At least 3 years' experience in performing similar internet marketing and/or copywriting assignments.
