1 SAHARA AND SAHEL OBSERVATORY IN COLLABORATION WITH GOVERNMENT OF UGANDA (MINISTRY OF WATER AND ENVIRONMENT) AND GLOBAL WATER PARTNERSHIP EASTERN AFRICA TERMS OF REFERENCE FOR CONSULTANCY SERVICES TO REVIEW AND UPDATE THE PROJECT PROPOSAL TO THE ADAPTATION FUND FOR ENHANCING RESILIENCE OF COMMUNITIES TO CLIMATE CHANGE THROUGH CATCHMENT BASED INTEGRATED MANAGEMENT OF WATER AND RELATED RESOURCES IN UGANDA November

INTRODUCTION The Uganda Ministry of Water, supported by the global water partnership eastern Africa regional office and in collaboration with the Sahara and Sahel Observatory has developed a concept note for the Uganda climate change adaptation programme Enhancing resilience of communities to climate change through catchment based integrated management of water and related resources in Uganda. The concept note of this programme was submitted to the Adaptation Fund Board by the Sahara and Sahel Observatory (OSS) as the regional implementing entity for the Uganda Ministry of Water as the executing entities. The concept note was endorsed at the 25th meeting of the Adaptation Fund Board in April A fully developed project proposal was submitted to the Adaptation Fund in August However the extent of the comments received by the Adaptation Fund technical review committee demand a thorough revision of the project document. The project proponents feel that they need support of a consultant to review the comments critically and ensure that they are fully addressed in line with the expectations of the Adaptation Fund. It is against this background that a consultant is to be engaged to support the team to finalise the proposal ready for submission to the Adaptation Fund at the beginning of OVERVIEW OF THE PROJECT PROPOSAL 2.1 Goal and Objectives The overall goal of the project is to strengthen communities resilience to the impact of climate change through promoting catchment based integrated, equitable and sustainable management of land and water resources in order to improve resilience to climate change, and increase adaptation capacity while enhancing food security. The project is expected to contribute towards addressing the critical challenges related to natural resources management and sustainable socio-economic development without destroying the environment which is the major source of income for many livelihoods. The holistic approach of the proposed project is designed as a more integrated way to support communities in Awoja, Aswa and Maziba catchments in their efforts to increase their resilience to the impacts of the changing climate and to increase their adaptation capacity to observe the onset and be better prepared to respond to the impacts of climate change. Specific objectives of the project are to: Increase the resilience of ecosystems by supporting the development and implementation of catchment based and community driven actions for sustainable management of natural systems including forests, wetlands, riverbanks and lakeshores in Awoja, Aswa and Maziba catchments Increase the resilience of agricultural production systems by supporting stakeholders and communities in the development and 2

3 implementation of sustainable and climate smart agricultural practices such as improved agronomic practices, water harvesting and irrigation facilities, agroforestry systems, and improving livestock production systems Increase resilience of other livelihood systems by promoting new and off-farm activities through facilitating credit and market access Increase adaptive capacity of communities and other stakeholders through integrating climate change issues into Catchment Management Plans, and strengthening the extension services. Higher level capacity building to integrate climate change adaptation into national and sectoral development plans/ strategies, and also establishment of a knowledge management system to promote experience sharing and learning will be considered. 2.2 Project Area The proposed project is planned to be implemented in 3 catchments namely Awoja found in Kyoga Basin (Basin no.2) in Kyoga WMZ, Aswa found in Aswa Basin (Basin no.6) in Upper Nile WMZ and Maziba found in Kagera Basin (Basin no. 1) in Victoria WMZ. The three catchments, which are found in the three (out of four) water management zones of Uganda have been selected based on the following criteria: Relative degree of vulnerability to climate change, in terms of exposure to the risk related to certain impacts (landslide, floods, droughts) and vulnerability due to challenges such as land degradation, water scarcity and population pressure and poverty Broader representation of climatic zones of Uganda. This criterion is very useful to learn from different approaches of managing water resources and adapting to changing climate in different climatic zones and local contexts. This will help in designing future scaling-up based on the experiences to be gained from this project and to contribute to the overall implementation of catchment based water resources management in Uganda. Representation of diverse livelihood and social systems that may require different approaches of responding to climate change impacts. The three catchment areas do also represent different livelihood and social systems ranging from high population density around high slope and degraded areas dominated by crop farming to semi-arid mixed agriculture and to the cattledominating agro-pastoral systems. Opportunity for building synergies with on-going programs/interventions Work in the three catchment areas will provide opportunities to demonstrate management of water resources and climate change adaptation measures that are responding to the local specific context and situations. The three catchment areas were also prioritized by the Government when it started implementing catchment management approach and there is already work ongoing by various stakeholders with which this project will collaborate to create synergies. 4 2.3 Project Components In response to the comments of the reviewers the final project proposal shall consist of three Components, which will combine both policy and practice for resilience to climate change at national and local community levels. The project components include: 1. Establishing Frameworks for Climate Resilient Catchment Management in Awoja, Aswa and Maziba catchments 2. Implementing concrete adaptation actions for resilient and sustained ecosystems, agriculture and other livelihood systems 3. Building climate change adaptive capacities of institutions and communities and managing knowledge 3.0 OBJECTIVES The objective of this assignment is to revise and finalise the project proposal and to ensure that all the comments raised by the Adaptation Fund Secretariat are addressed, so that the proposal can be submitted to the Adaptation Fund Board in January A list of the documents submitted and the comments received is provided in Annexe I and is available for all applicants upon request. 4.0 METHODOLOGY The assignment will be undertaken in very close collaboration with the key project proponents namely Ministry of Water and Environment (Directorate of Water Resources Management), SAHARA AND SAHEL OBSERVATORY and Global Water Partnership Eastern Africa. The work will be undertaken through various stages and the methodology that will be employed will be as follows: a) Review the concept note submitted to the Adaptation Fund Secretariat in February 2015 and the comments raised by the technical review committee of the Adaptation Fund and examination whether the revised document submitted and approved by the Board in April 2015 takes all the comments duly into consideration. b) Review of the complete project proposal document prepared for submission to the Adaptation Fund in August 2015 and the comments raised by the technical review committee of the Adaptation Fund and assessment of the extent to which the version submitted to OSS in September 2015 responds to the requests of the review panel. As part of the review the consultant will highlight all the changes undertaken in the document and indicate in the review table the responses provided to the comments of the review committee.. The c) Prepare a final proposal addressing all the comments raised ready for submission to the Adaptation Fund. The final version should mark in yellow all the changes undertaken of the document submitted to the Adaptation Fund in August d) Prepare a matrix indicating the extent to which all the comments have been addressed. 4

5 5.0 KEY DELIVERABLES The key deliverables/outputs of the assignment are: A checklist indicating the missing information and requests of the Adaptation Fund, which still need to be addressed A final project proposal addressing all the comments ready for submission to the Adaptation Fund. A matrix indicating the extent to which all the comments have been addressed. 6.0 KEY QUALIFICATIONS The consultant to undertake this assignment should have experience in the development of project proposals for donor agencies especially those related to climate change. He/she should have at least 10 years of experience in water resources/natural resources management Knowledge and experience in climate change issues with specific focus on climate change adaptation and water management will be an advantage. The consultant will however be at liberty to enhance his capacity to undertake the assignment through engaging additional support as may be required. 7.0 EXPECTED DURATION OF THE STUDY The revision and finalisation of the project document should be completed no later than 20 December REMUNERATION AND PAYMENT MODALITIES Applicants should prepare a technical and financial offer. The financial offer should not exceed 7500 USD. The payment of the total amount will be ensured by OSS through transfer to the consultant s bank account upon the validation by OSS of the required work /deliverables. Payment will be divided into two installments as follows: 20% of the total amount after the reception and validation of the review of the project document and the presentation of a workplan; 80% of the total amount upon the final validation of the revised document and the completion of the revision table of the Adaptation Fund Board 9.0 APPLICATION Application packages must include the following: 1. A brief methodological note describing the approach to be used for the revision of the documents and the finalisation of the project document, together with a time chart for the implementation of the activities 2. A financial offer 3. A detailed curriculum vitae; (use the OSS standard model downloadable on the following address: 4. Any other useful references. 5

6 SUBMISSION MODALITIES AND DEADLINES Applications can be sent by post, or delivered directly to OSS no later than 25th November 2015 at am (CET). Applicants can choose one of the following submission methods: OPTION A: POSTAL MAIL (OR) DIRECT DELIVERY Applications must be submitted by mail or delivered in a sealed envelope clearly marked with the mention «DO NOT OPEN - [AO/AF/Uganda]» to the following address: Observatoire du Sahara et du Sahel, Boulevard du Leader Yasser Arafat B.P Tunis, Tunisie The package must reach the Sahara and Sahel Observatory s premises before the deadline as attested by the date stamp of the OSS reception office. OPTION B: Applications submitted electronically must be sent to the following address: procurement@oss.org.tn. with the mention of «[AO/AF/Uganda]» in the subject line. 6
