2 Broadband for Colleges, Universities and other Community Anchor Institutions National Broadband Plan Internet2/Unified Community Anchor Network (UCAN) Kentucky Regional Optical Network (KyRON) National Innovation Network Consortium
3 Recommendation 8.22: The federal government and state governments should develop an institutional framework that will help America s anchor institutions obtain broadband connectivity, training, applications and services. Focus on serving the broadband needs of public institutions, including health clinics, community colleges, schools, community centers, libraries, museums, and other public access points. In the past, the connectivity needs of research institutions have been met by non-profit research and education (R&E) networks such as Internet2... R&E networks played a central role in the development and growth of the Internet itself through ARPANET and later NSFNET. Today, similar R&E networks provide high-speed (10 Mbps-1 Gbps) connectivity to 66,000 community anchor institutions. But more can be done it is estimated that only one-third of anchor institutions have access to an R&E network today. (continued)
4 The federal government and state governments should develop an institutional framework that will help America s anchor institutions obtain broadband connectivity, training, applications and services. This model should be expanded to other community institutions. R&E networks, including Internet2, with the support of the National Association of Telecommunications Officers and Advisors and the Schools, Health and Libraries Broadband Coalition, have proposed the Unified Community Anchor Network, that would support and assist anchor institutions in obtaining and utilizing broadband connectivity. Expanding the R&E network model to other anchor institutions would offer tremendous benefits. Facilitating collaboration on network design and how best to utilize applications to meet public needs could result in lower costs and a far more efficient and effective utilization of broadband by these institutions.
5 Cyberinfrastructure (CI) in Kentucky A Framework for Strategic Planning Goal: Develop a robust cyberinfrastructure backbone connecting Kentucky educational centers. Strategic Actions: Extend the Kentucky Regional Optical Network (KyRON) backbone level connectivity to Kentucky s comprehensive universities and the Kentucky Independent Colleges and Universities. Subsequently, establish KyRON backbone connections with the 67 campuses of the Kentucky Community and Technical College System (KCTCS). Expand KyRON through KCTCS links to K 12 institutions and public libraries which are the primary connection points between rural communities and the internet.
6 Cyberinfrastructure (CI) in Kentucky A Framework for Strategic Planning Goal: Provide for the implementation of cybertools, software and relevant education and training that enable integration into and utilization of statewide cyber resources Strategic Actions: Review existing capabilities and programs within the state. Review available funding opportunities to build foundational programs that supplement existing programs Assess the appropriate advocacy position for the coalition and/or coordinating role
7 Cyberinfrastructure (CI) in Kentucky A Framework for Strategic Planning Goal: Encourage and support private sector connections with the KyRON tree of networks for the accomplishment of research and education related activities. This goal should not provide competition with private sector Internet Service Providers (ISPs). Strategic Actions: Work with private sector to provide KyRON level access to the private sector. Encourage local communities to connect hospitals, clinics and doctor offices.
8 Cyberinfrastructure (CI) in Kentucky A Framework for Strategic Planning Goal: Develop the human resources needed to expand and support Kentucky s entire cyberinfrastructure including other strategic focus areas. Strategic Actions: Conduct assessment of anticipated human resource needs and current capacity of academic curriculums to meet those needs. Work with the Council on Postsecondary Education (CPE) to ensure that Kentucky s academic community has the budgetary resources needed to meet human resource needs.
