4 Welcome and Introductions Moderator Richard Beaubien, P.E., Professional Traffic Operations Engineer, Beaubien Engineering Jim Jacobs, President, Macomb Community College Gail Peterson, Executive Director, Traffic Safety Association of Macomb County Mr. Beaubien is the Managing Director for Beaubien Engineering. He chairs the Metro Detroit Traffic Incident Management Coordinating Committee. He served as Transportation Director for Hubbell, Roth & Clark, Inc. for over 20 years and has 43 years of experience in municipal traffic engineering, transportation planning, highway design, traffic system operations, right-of-way acquisition, and Intelligent Transportation Systems. Mr. Beaubien has been recognized as a traffic engineering expert in litigation involving traffic crashes. He is a registered professional engineer in Michigan, Illinois, Missouri and California. He has been certified as a Professional Traffic Operations Engineer by the Transportation Professional Certification Board, Washington, D.C. Mr. Beaubien holds a bachelor s degree in Civil Engineering and a master s degree in Transportation and Traffic Engineering from the University of Michigan. James Jacobs assumed the presidency of Macomb Community College on July 1, Prior to his appointment, he concurrently served as director for the Center for Workforce Development and Policy at the college, and as associate director, Community College Research Center (CCRC), Teachers College, Columbia University. Jacobs earned his Ph.D. from Princeton University and has more than 40 years experience at Macomb. He has taught social science, political science and economics. He specializes in the areas of workforce skills and technology, economic development, worker retraining and community college workforce development, and is widely published in these areas of expertise. 4

6 Macomb County Combines Traffic Signal Operations, Sheriff Dispatch and Emergency Operations Center 1 Mark Hackel, Macomb County Executive Born and raised in Macomb County, Mark A. Hackel is a proud graduate of Warren Consolidated Schools, where he never missed a day of classes. He literally worked his way through college, earning an associate s degree from Macomb Community College, a bachelor s degree from Wayne State University and a master s in public administration from Central Michigan University. His career in law enforcement began in 1981 as a dispatcher with the Macomb County Sheriff s Department. Over the next 20 years he worked his way through every rank and was ultimately elected sheriff in As sheriff, he was recognized for his innovative law enforcement practices and his fiscal discipline. Mr. Hackel was elected to serve as Macomb s first-ever county executive in November 2010, finishing first in every voting precinct in the county. He ran on a platform of making County government more efficient and effective, and promised to be accountable, accessible, and a passionate advocate for Macomb. As chief executive officer of Michigan s third largest county, Mr. Hackel is aggressively focusing on both economic and community development. He actively promotes the county s strong automotive and advanced manufacturing capacity and is branding Macomb County as the Defense Capitol of the Midwest. He is also championing the Blue Economy initiative, which supports clean water, tourism, recreation and economic development of Lake St. Clair and the Clinton River. Recently, he unveiled Make Macomb Your Home which promotes the county as a great place to live, work, play, raise a family and grow your business. Mr. Hackel is a forceful advocate for Macomb County on key regional issues and has been an effective voice with Macomb s elected delegation in Lansing and Washington D.C. He is committed to providing innovative leadership for the region while delivering services citizens and businesses expect. 6

8 Macomb 911 Dispatch, Traffic and Emergency Operations 2 Vicki Wolber, Director, Emergency Management/Communications Macomb County Bob Hoepfner, Director, Macomb County Department of Roads Anthony Wickersham, Sheriff, Macomb County Vicki Wolber, has been in this leadership role since 2007 and has been with the county and this department since August of In this capacity she oversees the daily activities of the Emergency Management Office, as well as those activities of the county s Technical Services Division which is responsible for the coordination and oversight of voice communications for the public safety entities in the county. Mrs. Wolber is also responsible for the Communications & Technology Center (COMTEC) for Macomb County which was completed in December of COMTEC is a state of the art facility which houses the Sheriff s Office Dispatch, the Road Department Traffic Operations Center, the Information Technology Data Center, and the Emergency Management & Communications Department. Mrs. Wolber s career in Emergency Management began with the City of Fraser in She is a certified Professional Emergency Manager (PEM) in the State of Michigan and is a graduate of Walsh College. In 2005 she was awarded the Mitigation of the Year Award by the Michigan Emergency Management Association and in 2007 she was named Local Coordinator of the Year by the same professional group. She is also an adjunct professor for Macomb Community College teaching an Introduction to Emergency Management course in their Public Service Institute. Robert Hoepfner, P.E. currently serves as the Director of the Macomb County Department of Roads. He has worked for the County since 1974 after earning a Bachelor s Degree in Civil Engineering from Valparaiso University, Indiana. Hoepfner has been a registered professional engineer for 36 years. Anthony M. Wickersham was appointed Sheriff of Macomb County on January 1, In November of 2012, he was elected Sheriff by the voters of Macomb County. He has been employed at the Sheriff s Office for over 27 years. Anthony has an Associate Degree from Macomb County Community College and a Bachelor of Arts Degree from Wayne State University. He is also a graduate of the 208 th Session of the F.B.I. National Academy and of the Northwestern University Center for Public Safety School of Police Staff and Command. 8

10 I-696 Integrated Corridor Management 3 Oladayo (Dayo) Akinyemi, Manager, Michigan Department of Transportation/SEMTOC Phil Menna, Post Commander, Michigan State Police Mr. Akinyemi is the Manager of South East Michigan Traffic Operations Center (SEMTOC), formerly known as Michigan Intelligent Transportation Service Center (MITSC). He was appointed to manage the SEMTOC in November 2011, where he oversees the design, construction support and operations of Intelligent Transportation Systems (ITS) and Traffic Incident Management for Michigan Department of Transportation (MDOT). The SEMTOC comprises of two 24/7 Traffic Management Centers covering over 400 miles of roadway that responded to nearly 70,000 events in the past year. It operates over 212 cameras, 81 Dynamic Message Signs and 103 Microwave Vehicle Detectors. It also includes a freeway courtesy patrol operation that covers over 250 freeway miles while assisting nearly 50,000 motorists annually. Dayo began his career with MDOT in 2004, as the Metro Region Soils Engineer. He was promoted to the position of Engineer Manager in Project Development in 2006, where he managed several programs and delivered multiple design projects on time and under budget. Prior to joining MDOT, Dayo worked as an engineer for other private and public sector organizations. He has his bachelor s and master s degrees in civil engineering, and is a licensed professional engineer in the state of Michigan. Philip Menna Joined the Michigan State Police in 1995 Spent my career in many positions within the State Police: o Trooper o Undercover narcotics trooper o Sergeant o D/Lieutenant Drug Team Leader o Section Commander of the MSP Identity Theft Team o Section Commander of the Drano and Mantis Narcotics Teams Currently - Post Commander of the Michigan State Police-Metro Post o Oversee all the uniform Troopers in the Tri-County area. 10

14 Traffic Incident Management Training 5 Annjanette (Angie) Kremer, Traffic Incident Management Engineer, MDOT Lansing Ms. Kremer received a Bachelor of Science Degree from Michigan Technological University in Civil Engineering and is a registered Professional Civil Engineer in the State of Michigan. Angie serves as the Traffic Incident Management (TIM) Engineer for the Michigan Department of Transportation (MDOT). She oversees the areas of TIM and Work Zone Safety & Mobility and her responsibilities include policies, procedures, and programs for MDOT related to these areas. Angie teaches classes/workshops to emergency personnel for responder safety, quick clearance and traffic incident management techniques. She is also an advisor for the national TIM Network. Prior to her current position Angie worked as the Traffic and Safety Engineer for the Marshall Transportation Service Center (TSC) with the Michigan Department of Transportation (MDOT). While working in that position, Angie s duties brought together roles of the traditional traffic & safety areas along with a new focus of operations. Ms. Kremer s other areas of work expertise include the areas of Utilities, Permits, and Planning. Ms. Kremer is one of two representatives for MDOT on the ENTERPRISE Pooled Study for Rural Intelligent Transportation Systems (ITS). She is also a member of the Michigan Chief of Police Safety Committee and on the Michigan Association of Traffic Accident Investigators (MATAI).. In her spare time she is a K9 handler for Michigan Search and Rescue a volunteer K9 unit who helps find lost people. 14

16 Emergency Medical Service Role in Traffic Incident Management 6 Ellen Fleming, Director of Operations, Beaumont Medical Transportation Ellen M. Fleming, EMT-P, I/C, EMD, EMD-Q, is concurrently the Director of Operations for Beaumont Medical Transportation Service in Troy, Michigan and the Corporate Director of Accreditation & Regulatory Affairs for Community EMS (CEMS) and Parastar, Inc. in Southfield, Michigan. Ellen is a highly decorated paramedic with 25 years of experience in Emergency Medical Services that spans from field paramedic to fixed-wing flight paramedic at Kalitta Charters (Medflight) in Ypsilanti, MI, before moving on to operational supervision and EMS management at Community EMS and, previously, American Medical Response. Ellen is currently a Site Reviewer for the Commission on Accreditation of Ambulance Services (CAAS) and is the corporate executive and coordinator of CAAS accreditation for Community EMS (MI) and its nine other joint-venture companies in Michigan, Ohio, Texas and Illinois, including; Beaumont Medical Transportation (MI), DMCare Express (MI), Healthlink Medical Transportation (MI), Regional EMS (MI), Community Ambulance Service (OH), Medcare Ambulance (OH), Mercy Health Medical Transportation (OH), Scott & White EMS (TX) and Edward Ambulance Service (IL). Ellen was also instrumental in providing consulting service to the Parastar Inc. toward its Communication Center being awarded as an Accredited Center of Excellence (ACE) through the National Academy of Emergency Medical Dispatch (NAEMD). Ellen is a certified Advanced Emergency Medical Dispatcher (EMD) and EMD-Q (Quality Assurance) auditor through the National Academy of Emergency Medical Dispatch. Ellen currently maintains paramedic licensure and is also a licensed EMS Instructor/Coordinator (I/C) through the State of Michigan and was the Event Planner/Education Coordinator for the 2010 and 2011 Southeast Michigan EMS EXPO in Novi, Michigan, sponsored by Botsford Hospital and the Life Support Training Institute (LSTI) and was as an Event Planner/Consultant for the 2012 and 2013 conferences. She has served as the ALS Representative (Private) at the Oakland County Medical Control Authority (OCMCA) as a member of the Professional Standards Review Organization (PSRO) and the Medical Control Committee (MCC). In 2009, Ellen was recognized as Oakland County s EMS Provider of the Year and was also a recipient of the American Ambulance Association s Star of Life award in Washington D.C. Ellen has been a member of the Board of Directors for the Michigan Association of Ambulance Services (MAAS) since September of Ellen has completed FEMA 300 and 400 level certifications for disaster response. 16
