Police Chief Steve Hudson is pleased to announce the following promotions of sworn staff: First Sergeant Drew Hunter to Lieutenant; First Sergeant Gary J. Spina to Lieutenant; Sergeant Carl X. Carter, Jr., to First Sergeant; Sergeant Michael P. Day to First Sergeant; Sergeant Edward Petke to First Sergeant; Officer David B. Bliss to Sergeant; Officer Corey M. Gray to Sergeant; Officer Brandon N. Haas to Sergeant; Officer Jonathan Perok to Sergeant; Officer Sarah Rolle to Sergeant; Officer Daniel M. Sullins to Sergeant; Officer Feliciano T. Wilson to Sergeant; and Officer Warren Zaccagnini to Sergeant. Chief Hudson is also pleased to announce the following civilian promotions: Assistant Shift Supervisor Lyssa Krisner to Shift Supervisor; and Telecommunicator III Linda Norman to Assistant Shift Supervisor. Lieutenant Drew Hunter Lieutenant Hunter has more than 22 years of law enforcement experience, six of which were as a military police officer and two of which were with the Virginia Department of Corrections. He started his career with the Police Department as a patrol officer in the Operations Division. During his career, Lieutenant Hunter has served in the Criminal Investigations Division as a detective in the Property Crimes and Homicide units, and as a supervisor of the School Resource Unit. He has served in the Support Services Division as a supervisor of Basic Training at the Criminal Justice Academy, and as a supervisor in the Operations Division-Eastern District. Lieutenant Hunter also has served in the Fiscal & Technical Services Division as Accreditation Manager. Lieutenant Hunter, a U.S. Army veteran, holds a master s degree in public administration from the University of Oklahoma in Norman, and a bachelor s degree in political science with minors in criminal justice and public administration from James Madison University in Harrisonburg, Va. He is also a graduate of the West Point Leadership Course and the Institute for Leadership in Changing Times. Lieutenant Hunter is assigned to F Squad-East. Lieutenant Gary J. Spina Lieutenant Spina has 19 years of law enforcement experience, all with the Prince William County Police Department. He started his career as a patrol officer in the Operations Division. During his career, Lieutenant Spina has served in the Operations Division as a Patrol supervisor. He has served in the Special Operations Bureau s Traffic Unit (Motors) and as a Traffic Unit supervisor. He also has served in the Support Services Division as a Basic Training Instructor at the Criminal Justice Academy. Additionally, Lieutenant Spina has served on a specialty assignment as a member of the SWAT Team.
2 Page 2 Lieutenant Spina is currently pursuing a degree in administration of justice. He is also a graduate of the West Point Leadership Course. Lieutenant Spina is assigned to E Squad-West. First Sergeant Carl X. Carter, Jr. First Sergeant Carter has more than 10 years of law enforcement experience, starting with the Fairfax County (Va.) Sheriff s Office. Hired in 2006, he began his career with the Prince William County Police Department as a patrol officer assigned to the Operations Division. During his career, First Sergeant Carter served in the Operations Division as a supervisor in the Eastern District, and in the Special Operations Bureau s Crash Investigation Unit. He also served in the Support Services Division s Forensic Services Section. First Sergeant Carter also has served on a specialty assignment as a member of the Crisis Negotiation Team. First Sergeant Carter holds a bachelor s degree in government and politics from George Mason University in Fairfax, Va. He is also a graduate of the West Point Leadership Course. First Sergeant Carter is assigned to F Squad-East. First Sergeant Michael P. Day First Sergeant Day has 11 years of law enforcement experience, all with the Prince William County Police Department. He began his career as a patrol officer in the Operations Division. During his career, First Sergeant Day has served as a supervisor in the Operations Division-Eastern District. He has served in the Criminal Investigations Division as a supervisor in the Property Crimes and the Special Victims units. Additionally, First Sergeant Day has served on several specialty assignments, including the Civil Disturbance Unit, the Mobile Response Team, and the Crisis Negotiation Team. First Sergeant Day holds a bachelor s degree in health and exercise science from Bridgewater College in Bridgewater, Va. He is also a graduate of the West Point Leadership Course and the Virginia Police Chiefs Foundation (VPCF) First Line Supervisor School. First Sergeant Day is assigned to D Squad-East. First Sergeant Edward Petke First Sergeant Petke has 20 years of law enforcement experience, beginning with the New York City Police Department. He was hired by Prince William County Police in 1999 and began his career as a patrol officer in the Operations Division. During his career, First Sergeant Petke has served as a supervisor in the Operations Division-Eastern District. He has served in the Special Operations Bureau as Traffic Unit (Motors) supervisor, and he has served in the Criminal Investigations Division as a detective in the Gang Unit. Additionally, First Sergeant Petke has served on a specialty assignment as a member of the Bicycle Unit. First Sergeant Petke has taken classes in the Suffolk County (N.Y.) Community College system. He is also a graduate of the West Point Leadership Course. First Sergeant Petke is assigned to E Squad-East. Sergeant David B. Bliss Sergeant Bliss has more than 10 years of law enforcement experience, all with the Prince William County Police Department where he started his career as a patrol officer in the Operations Division. During his career, Sergeant Bliss has served as a Field Training Officer. Additionally, Sergeant Bliss has served on a specialty assignment as a member of the Honor Guard.
3 Page 3 Sergeant Bliss, a U.S. Marine Corps veteran, is a graduate of Arlington High School in Lagrangeville, N.Y. Sergeant Bliss is assigned to F Squad-East. Sergeant Corey M. Gray Sergeant Gray has 18 years of law enforcement experience, 10 of which were as a military police officer. Hired by the Prince William County Police Department in 2007, he started his career as a patrol officer in the Operations Division. During his career, Sergeant Gray has served as a Field Training Officer and a Firearms Instructor. Sergeant Gray, a U.S. Marine Corps veteran, holds a bachelor s degree in criminal justice from Park University in Parkville, Mo. Sergeant Gray is assigned to E Squad-West. Sergeant Brandon N. Haas Sergeant Haas has eight years of law enforcement experience, all with the Prince William County Police Department where he started his career as a patrol officer in the Operations Division. During his career, Sergeant Haas has served in the Support Services Division as a Basic Training instructor at the Criminal Justice Academy. Additionally, Sergeant Haas has served on several specialty assignments, including the Bicycle Unit, the Mobile Response Team and the Civil Disturbance Team. Sergeant Perok holds a master s degree in public administration from National University, and a bachelor s degree in business administration (management specialization) and a minor in criminal justice from Longwood University in Farmville, Va. Sergeant Perok continues in his assignment with the Public Information Office. Sergeant Sarah Rolle Sergeant Rolle has four years of law enforcement experience, all with the Prince William County Police Department where she started her career as a patrol officer in the Operations Division. During her career, Sergeant Rolle has served as a Standardized Field Sobriety Training Program lead instructor. Sergeant Rolle, a U.S. Coast Guard veteran, holds a master s degree in business management and leadership from Liberty University in Lynchburg, Va., and bachelor s degrees in criminal justice, and in government (pre-law specialization) both from Liberty University. Sergeant Rolle is assigned to C Squad-West.

Sullins Sergeant Sullins has 10 years of law enforcement experience, all with the Prince William County Police Department where he started his career as a patrol officer in the Operations Division. During his career, Sergeant Sullins has served as a Peer Fitness Advisor. Additionally, Sergeant Sullins has served on several specialty assignments, including the Bicycle Unit, the Mobile Response Team and the Civil Disturbance Team. Sergeant Sullins holds a master s degree in public administration from the University of Phoenix, and a bachelor s degree in criminal justice from Virginia Commonwealth University in Richmond. Sergeant Sullins is assigned to C Squad-East. Sergeant Feliciano T. Wilson Sergeant Wilson has 11 years of law enforcement experience, beginning with the Los Angeles Police Department. He was hired by Prince William County Police in 2008 and began his career as a patrol officer in the Operations Division. During his career, Sergeant Wilson has served in the Support Services Division as a Basic Training instructor at the Criminal Justice Academy. Additionally, Sergeant Wilson has served on a specialty assignment as a member of the SWAT Team. Sergeant Wilson, a U.S. Marine Corps veteran and a current member of the Army National Guard, holds a master s degree in administration of justice and security from the University of Phoenix, and a bachelor s degree in criminal justice administration from the University of Phoenix. Sergeant Wilson is assigned to D Squad-Central. Sergeant Warren Zaccagnini Sergeant Zaccagnini has seven years of law enforcement experience, all with the Prince William County Police Department where he started his career as a patrol officer in the Operations Division. During his career, he has served as a Crime Scene Technician and as a Field Training Officer. Sergeant Zaccagnini holds a master s degree in criminal justice from Radford University in Radford, Va., and a bachelor s degree in criminal justice from Radford University. Sergeant Zaccagnini is assigned to D Squad-East. Shift Supervisor Lyssa Krisner Ms. Krisner was hired in 1989 and she began her career as a Fire & Rescue dispatcher. When the Prince William County Public Safety Communications Center consolidated both police and fire dispatch in 1995, she was cross trained to dispatch both agencies. Ms. Krisner was promoted to Assistant Shift Supervisor in November She was promoted to Shift Supervisor in June of this year, and she will remain on D Squad. Shift Supervisor Krisner volunteers with the Prince William County Department of Fire & Rescue, and one of her sons is a police officer with Prince William County.
5 Page 5 Assistant Shift Supervisor Linda Norman Ms. Norman was hired in 1991 and she began her career as a Police dispatcher. When the Prince William County Public Safety Communications Center consolidated both police and fire dispatch in 1995, she was cross trained to dispatch both agencies. She served as a Communications Training Officer and is a VCIN instructor. Prince William County careers are within the Norman family; her husband, Doug, just retired from the Prince William County Animal Shelter. She was promoted to Assistant Shift Supervisor in June She has been assigned to B Squad. * * * end * * * Pictured are 13 of the 15 men and women who were recognized at a promotion ceremony on Oct. 2, 2015, in the Dr. A.J.
