2 Why this presentation? Why a presentation on Traffic Incident Management (TIM) at an asphalt conference? Several reasons: Traffic incidents affect everyone on the roadway Asphalt paving work is done in close proximity to high speed traffic Distracted driving is a growing problem 1 in 4 work zone crashes result in injury You may be a first responder to an incident Some of you may be volunteer firefighters, etc. 2

3 Traffic Incident Management (TIM) TIM consists of a planned and coordinated multidisciplinary process to detect, respond to, and clear traffic incidents to restore traffic flow as safely and quickly as possible Effective TIM reduces the duration and impacts of traffic incidents and improves the safety of motorists, crash victims, and emergency responders Ultimately TIM is about Safety 3

4 Impacts of Traffic Incidents Traffic incidents including crashes, disabled vehicles and debris on road Put motorists and responders lives at risk Account for an estimated 25% of all traffic delays Each minute a freeway lane is blocked during peak use requires an estimated 4 minutes to get back to normal Americans burn an estimated 2.8 billion gallons of gasoline each year while stuck in incidentrelated traffic 4

8 Strategic Highway Research Program (SHRP2) TIM training is part of SHRP2 initiative Authorized by 2005 Transportation Act to address some of the pressing needs related to the nation s highway system Research Areas: Safety, Renewal, Reliability, Capacity Reliability Reduce congestion through incident reduction, management, response & mitigation Administered by Transportation Research Board in cooperation with FHWA and AASHTO

11 SHRP2 : National Traffic Incident Management Responder Training Objectives: Improved responder safety Improved reliability Reduced incident duration Improved motorist safety Reduced secondary crashes Approach: Researched core competencies of TIM All disciplines participated every step Development of multi-disciplinary training program for all responder stakeholders

12 Delivery Train-the-Trainer (TtT): Multi- discipline full curriculum developed under SHRP2 12 hours Follow-on Responder Training: Multi-discipline trainers trained through the TtT course will conduct classroom-based training for a broader audience of incident responders in their discipline 4 hours

13 TIM Follow-on Responder Training To the extent possible: Conduct multi-discipline sessions 2 instructors per session (police, fire, DOT) Other training options: Per module Police, etc. only Academy curriculums

14 National Implementation Goals By December 2014: Conduct Train-the-Trainer (TtT) sessions in every State plus DC and Puerto Rico Conduct TtT sessions 50,000 trained in classroom 14

20 Nebraska Training Goal After the TtT session, the goal is for each trainer to conduct 4 training sessions in 12 months Ultimate goal is to integrate training into agency programs 20

21 Nebraska Plan Elements (Work in Progress) Training materials for the trainers who are initially trained (i.e., table top exercise packages) TIM traffic control device take home packages for later trained volunteer fire departments, etc. Funded by Federal Highway Safety Improvement Program funds 21

25 Progress Reporting and Evaluations FHWA has created a website for reporting of completed training Progress to be reported to FHWA by NDOR Operations Evaluations are important to success of program Results to become available over time Example: Improved incident clearance practices reduced secondary crashes by 69% in Atlanta Well-trained responders can cut clearance time in half 25
