2 Regional Response to Terror Terrorism is a reality of the 21st century. The response system of the National Capital Region must be prepared. By learning from recent incidents around the world we can be ready to face the challenge of complex, coordinated attacks. 3 Faculty Jean Paul Fontaine, M.D. Jean Paul Fontaine, M.D. is head of emergency services at the Hopital Saint-Louis in Paris, France, a 650 bed teaching hospital. He coordinated the response to the terrorist attacks in Paris for the hospital which was the first medical facility impacted by the attacks. Dr. Fontaine is also the organizing committee president of the French society of emergency medicine (SFMU). He teaches at Paris XIII and VII Universities and at the regional college of emergency medicine. Dr. Fontaine has lectured internationally on both the EMS and hospital response to the Paris attacks. Response to the Paris Attacks at Hopital Saint Louis, Paris Credit: Dr. Pourya Pashootan Chief Jarrod Burguan has been with the San Bernardino Police Department since January 1992, serving as the City's police chief since December Throughout his career he has worked in, supervised, or managed units in every division of the department. He has earned a Bachelor's Degree and a Master s Degree in Management from the University of Redlands. Chief Burguan is also a graduate of the Senior Management Institute for Police (Police Executive Research Forum Boston University, 2012). He completed POST Command College Class # 53, and he also holds a POST Management Certificate. Chief Jarrod Burguan Lieutenant David Green began his career with the Orange County Sheriff s Department in 1992 and subsequently joined the San Bernardino Police Department in He has held supervisory or command roles in all divisions of the department and formerly served as the emergency manager for the city at large. David is a graduate of the Sherman Block Supervisory Leadership Institute and Los Angeles Police Department s Leadership and Command Program. He holds a Certificate in Emergency Management from Auburn University, a Master's Degree in Management from the University of Redlands, and a Master's Degree in Security Studies from the United States Naval Post Graduate School. 4 Dan Hanfling, M.D. Dr. Hanfling is a consultant on emergency preparedness, response and crisis management. He is a Contributing Scholar at the University of Pittsburgh Medical Center Center for Health Security, Clinical Professor of Emergency Medicine at George Washington University and adjunct faculty at the George Mason University School of Public Policy. He has been named as Co-chair of the Institute of Medicine (National Academy of Sciences) Forum on Medical and Public Health Preparedness for Catastrophic Events. He served as principal advisor to the Inova Health System (Falls Church, VA) on matters related to emergency preparedness and response from 1996 to 2014, including direct contributions to the successful management of two inhalational anthrax cases in October 2001, a result of which was the creation of the hospital coalition concept, and the founding of one of the nation s first healthcare coalitions, the Northern Virginia Hospital Alliance in October Assistant Chief Eric McBride joined the San Bernardino Police Department in 1991 after serving 6 ½ years in the United States Marine Corps. He has held assignments in all divisions of the department and currently serves as its second in command. He holds a Bachelor of Science Degree from California Baptist University, a Master of Science Degree in Criminal Justice from Troy University, and a certificate in Emergency Management from Auburn University. He is a graduate of the Sherman Block Supervisory Leadership Institute, the Great Valley Leadership Institute Class IX, and POST Command College Class #56. Assistant Chief Eric McBride Steve Kidd is a retired company officer from Orange County Fire Rescue in Orlando, Florida. He has taught various Fire and Rescue topics since the mid-1980 s, and currently works as a multi-media producer specializing in medical and public safety education. As a named author of over 75 educational video programs and three textbooks published by McGraw-Hill and Penwell, Steve has worked with some of the largest publishers in the world. Steve is co-owner of Delve Productions, Inc., a multimedia production company based in Orlando, Florida. steve kidd Michael M. Neeki, D.O., M.S., FACEP currently serves as an Associate Clinical Professor of Emergency Medicine and Director of Tactical Medicine at Arrowhead Regional Medical Center (ARMC), Department of Emergency Medicine. In addition, he is also the Chief Medical Officer of the San Bernardino County Department of Probation, with the responsibilities of the medical care received for incarcerated youths. He also holds various appointments including Clinical Faculty and Adjunct Professorship appointments at ARMC, Western University COMP, Touro - California and Touro Nevada. ARMC is the Regional Trauma and Burn Care Center in the largest county in the nation and is the second busiest Emergency Department in the State of California. He is a veteran of the Iran-Iraq war and his residency training in Emergency Medicine was completed at Saint Vincent Mercy Medical Center in Toledo, Ohio. This program consisted of training in Trauma, EMS, Life Flight and being part of the Regional Tactical Team. With this background, he was selected as the first Tactical Physician for the City of Rialto Police Department, which is now the first Regional Tactical Team with a physician and paramedic. 5 Nelson Tang, M.D., FACEP is the Vice Chair for Operational Medicine at the Johns Hopkins University School of Medicine, Department of Emergency Medicine and the Director of its Division of Special Operations. Dr. Tang has been the director of medical operations for the Baltimore Marathon and oversees medical support for numerous highthreat regional and national mass-gathering events annually. He has extensive experience in tactical medicine and the provision of operational medical support to federal, state and local law enforcement agencies. As Chief Medical Officer for the Center for Law Enforcement Medicine, Dr. Tang provides medical oversight and directs operational support for law enforcement tactical missions, international deployments, National Special Security Events and high-risk training operations. Dr. Tang is the Medical Director for the United States Secret Service, the Bureau of Alcohol, Tobacco, Firearms & Explosives and the United States Marshals Service and also serves as senior medical advisor to DHS Immigration & Customs Enforcement. He is the senior editor for the landmark textbook Law Enforcement Responder: Principles of Emergency Medicine, Rescue and Force Protection. Dr. Tang is a sworn Special Deputy United States Marshal and a Tactical Physician with the Maryland State Police. Nelson Tang, M.D. Stephen Woolery, S.A.C. Stephen Woolery began his career as a special agent for the FBI in 1999, and is currently the SAC of the Counterterrorism Division in Los Angeles. Mr. Woolery most recently served as chief of the National Security Branch (NSB) Executive Staff Section where he functioned as the chief of staff for the NSB s Executive Assistant Director. He has served in numerous positions around the country dealing with violent gangs, drugs, domestic terrorism, counter terrorism, and intelligence operations. In 2005, Mr. Woolery was the supervisory special agent assigned to the Criminal Investigative Division, Safe Streets Gang Unit, at FBI HQ in Washington, DC. In 2009, Mr. Woolery was assigned to another position in FBI HQ in the Directorate of Intelligence where he earned Joint Duty Certification as a senior advisor on detail to the Office of the Director of National Intelligence s Human Intelligence Office. In that position he worked closely with other members of the US Intelligence Community to improve human intelligence collection across the community. In 2012, Mr. Woolery was selected as assistant special agent in charge for Counterterrorism in the New York Office with oversight of all threat response components for the Joint Terrorism Task Force. Prior to joining the FBI, Mr. Woolery served as a police officer and detective with the Decatur Illinois Police Department. He earned a bachelor s degree in liberal arts from the University of IllinoisSpringfield and a master s degree in political science from the Illinois State University. Credit: FBI
